Acyclic alcohols and their halogenated, sulphonated, nitrated or nitrosated derivatives: diols: propylene glycol (propane-1,2-diol)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, dual use, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
10% if the product matches the line of List No. 908: “Органические химические соединения”. Otherwise 22%.

Acyclic alcohols are derivatives of acyclic hydrocarbons obtained by replacing one or more hydrogen atoms with a hydroxyl group. They are oxygen-containing compounds that interact with acids, giving compounds known as esters. Alcohols can be primary (containing their characteristic group -CH2·OH), secondary (containing their characteristic group > CH·OH) or tertiary (containing their characteristic group C·OH). This heading covers the acyclic alcohols described below and their
25 halogenated, sulfonated, nitrated, nitrozed, sulfohalogenated, nitrogalogenated, nitrosulfonated, nitrosulfohalogenated or other derivatives (for example, monochlorohydrin glycerol and ethylene glycol). Aldehyde bisulfite compounds and ketonbisulfite compounds are considered as sulfonated derivatives of alcohols, for example, sodium acetaldehyde bisulfite, sodium formaldehyde bisulfite, sodium valaldehyde bisulfite and sodium acetonbisulfite. This heading also includes metal alcohols of alcohols of this heading and ethanol. This heading does not cover ethanol (ethyl alcohol) whether pure or not (see the HS Explanatory Note to headings 2207 and 2208). (A) Saturated Monospirts (1) Methanol (methyl alcohol). It is obtained by dry distillation of wood or by synthesis. Pure methanol is a movable, colorless, flammable liquid with a characteristic odor; used in organic synthesis, as a solvent, in the production of dyes, explosives, pharmaceutical products, etc. Wood naphtha (unrefined methyl alcohol) obtained by dry distillation of wood is excluded (heading 3807). (2) Propane-1-ol (propyl alcohol) and propane-2-ol (isopropyl alcohol). These products are colorless liquids. The latter is obtained by synthesis from propylene and is used in the preparation of acetone and methacrylates, as a solvent, etc. (3) Butane-1-ol (n-butyl alcohol) and other butanols (4 isomers). Colorless liquids are used in organic synthesis and as solvents. (4) Pentanol (amyl alcohol) and its isomers. There are eight possible isomers. Fermentation amylic alcohol is obtained mainly from fusel oil (also known as cereal oil, molasses oil, potato oil, etc.; heading 38 24), which in turn is obtained by rectification of ethyl alcohol. Amyl alcohols can also be obtained from gaseous hydrocarbons obtained from oil cracking. (5) Hexanols and hepthanols (hexyl and heptyl alcohols). (6) Octanol (octyl alcohol) and its isomers. (7) Dodecan-1-ol (lauryl alcohol), hexadecan-1-ol (cetyl alcohol) and octadecan-1-ol (stearyl alcohol). This heading excludes fatty alcohols of a purity less than 90% (in terms of dry produce) (heading 3823). (B) Unsaturated Monospirts (1) Allyl alcohol. (2) Ethylpropyllyl alcohol (2-ethyl-2-hexene-1-ol). (3) Olea alcohol. (4) Acyclic terpene alcohols, such as phytol. Terpene alcohols are quite easily converted into hydro-aromatic compounds and are found in some essential oils. Examples are geraniol, citronellol, linalool, rhodinol and nerol used in perfumes.
26(C) Diols and Other Polyspirts (I) Diols (1) Ethylene glycol (ethandiol). A colorless syrupy liquid with a pungent smell. Used in the production of nitroglycol (explosive), as a solvent of varnishes, as a cooling agent or in organic synthesis. (2) Propylene glycol (propane-1,2-diol). Colorless viscous and hygroscopic liquid. (II) Other polyalcohols (1) Glycerin (propane-1,2,3-triol). Glycerol can be obtained either by purification of raw glycerol (for example, distillation, ion exchange purification), or by synthesis from propylene. Glycerin has a sweet taste. It is usually colorless and odorless, but may sometimes have a slightly yellowish tint. For inclusion in this heading, glycerin must have a purity of 95% or more (in terms of dry produce). Lower glycerol (raw glycerol) is excluded (heading 1520). (2) 2-Ethyl-2-(hydroxymethyl)propane-1,3-diol (trimethylolpropane). It is used in the production of oil varnishes and alkyd resins, synthetic drying oils, urethane foams and coatings. (3) Pentaerythrite. White crystalline powder, used in the production of explosives and plastics. (4) Mannit. White crystalline powder or granules. Contained in plants (juice Fraxinus ornus); obtained by synthesis. It is also used as a mild laxative in the production of explosives (mannitta hexanitrate). (5) D-glucite (sorbitol). White crystalline hygroscopic powder. It is used in perfumery, in the production of ascorbic acid (used in medicine) and surfactants, as a substitute for glycerol and as a humidifier (i.e., a moisture regulating agent). (6) Pentantriol, hexantriol, etc. This heading does not cover sorbitol of heading 3824. (D) HALOGENED, SULFIED, NITROWED OR NITROZED PRODUCTIONS OF ACYCLICAL ALCORITS (1) Chloral hydrate (CCl3CH(OH)2) (2,2,2-trichloro-ethane-1,1-diol). Colorless toxic crystals; used as a sleeping aid and in organic synthesis. (2) Trichlor-tert-butyl alcohol, used in medicine. (3) Ethlorvinol. Psychotropic substance – see the list at the end of Chapter 29.

For the purposes of heading 2929, nitrogen or nitrozo groups are not regarded as nitrogen-containing functional groups.
For the purposes of headings 2911, 2912, 2914, 2918 and 2922, the term “oxygen-containing functional group” means that the characteristic organic oxygen-containing groups of these headings are limited to the oxygen-containing functional groups referred to in headings 2905 to 2920.

6. The compounds of headings 2930 and 2931 are organic compounds whose molecules, in addition to hydrogen, oxygen or nitrogen atoms, contain atoms of other nonmetals or metals (such as sulfur, arsenic or lead) directly bound to carbon atoms.
Headings 2930 (organic sulphur compounds) and 2931 (other organo-inorganic compounds) do not include sulfonated or halogenated derivatives (including complex derivatives) which, in addition to hydrogen, oxygen and nitrogen, have only directly carbon-related sulphur or halogen atoms giving them the properties of sulfonated or halogenated derivatives (or complex derivatives).
