2921 30 100 0 — Cyclohexylamine and cyclohexyldimethylamine, and their salts

Cyclohexylamine and cyclohexyldimethylamine, and their salts

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
5%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

Not applicable
Requirements and measures
5

None: russian bans and restrictions, mandatory labelling, recycling fee, export control, trade defence measures — duty on top of the tariff, tariff quota.

Whether a measure applies to your goods depends on their characteristics and the shipping documents

VAT
22% or 10%

10% if the product matches the line of List No. 908: “Органические химические соединения”. Otherwise 22%.

Duty for this code: 5%. On top of the duty, on import into Russia you pay VAT of 22% or 10% of the customs value including the duty (Article 160 of the Tax Code) and the customs processing fee — a fixed amount by value band. Customs value: the price of the goods, delivery to the border, local costs.

CCT rate: the EAEU CCT as amended by Решение Совета ЕЭК № 80 от 14.09.2021, from 01.01.2022; our register has no later decisions on the rate for this code.

Amines are organic nitrogen compounds containing an amine functional group (that is, a group obtained from ammonia by replacing one, two or three hydrogen atoms with one, two or three alkyl or aryl radicals R (methyl, ethyl, phenyl, etc.), respectively). If only one hydrogen atom is substituted in ammonia, the primary amine (R·NH2) is obtained; the replacement of two hydrogen atoms gives a secondary amine (R-NH-R1); the replacement of three hydrogen atoms gives a tertiary amine

Nitrozoamines which may react in the tautomeric form of quinonymine oximes are classified in this heading. This heading also includes salts (e.g. nitrates, acetates, citrates) and substituted derivatives of amines (e.g. halogenated, sulfated, nitrated or nitrosed derivatives); however, this heading does not include substituted derivatives with oxygen-containing functional groups of headings 2905 to 2920 and their salts (heading 2922). This heading also excludes substituted derivatives in which one or more hydrogen atoms of an amine functional group are substituted by one or more halogen atoms, sulfo (-SO3H), nitro (-NO2) or nitrose (-NO) groups or any combination thereof. Diazotizing amines and their salts of this heading, diluted to standard concentrations for the preparation of azo dyes, are also classified in this heading. (A) Acyclical monoamines and their derivatives; salts of these compounds (1) Methylamine (CH3·NH2). Colorless flammable gas with a strong ammonia odor; used to produce organic dyes and in tanning production, etc. (2) Dimethylamine ((CH3)2·NH), similar to methylamine; used in organic synthesis, as a vulcanization accelerator. (3) Trimethylamine ((CH3)3·N), similar to methylamine; used in organic synthesis. (4) Ethylamine. (5) Diethylamine. (6) Allilisopropylamine. (7) 2-(N,N-dimethylamine)ethyl chloride hydrochloride, 2-(N,N-diethylamine)ethylchloride hydrochloride and 2-(N,N-diisopropylamine)ethyl chloride hydrochloride. (B) Acyclical polyamines and their derivatives; salts of these compounds

63 (1) Ethylenediamine (NH2·CH2·CH2·NH2). A caustic colourless liquid with a slight ammoniacal odour; its salts. (2) Hexamethylenediamine (NH2·(CH2)6·NH2) and its salts. Needle-shaped crystals or elongated plates with a characteristic odour. Toxic to the skin, on which it causes lesions; used in the manufacture of man-made fibres (polyamides). (C) CYCLANIC, CYCLENIC OR CYCLOTERPENIC MONO- OR POLYAMINES, AND THEIR DERIVATIVES; SALTS THEREOF These compounds include cyclohexylamine, dimethylaminocyclohexane, etc. (D) AROMATIC MONOAMINES AND THEIR DERIVATIVES; SALTS THEREOF (1) Aniline (C6H5·NH2) (phenylamine) and its salts. Aniline is a colourless, oily liquid with a slight aromatic odour. It is widely used in the manufacture of dyes, pharmaceutical products, etc. Aniline derivatives, widely used as intermediates in the manufacture of dyes, include: (a) halogenated derivatives: chloroanilines; (b) sulphonated derivatives: m- and p-aminobenzenesulphonic acids (e.g., sulphanilic acid); (c) nitrated derivatives: nitroanilines, etc.; (d) nitrosated derivatives, in which one or more hydrogen atoms (other than those of the amine function) are replaced by one or more nitroso groups (e.g., nitrosoaniline, methylnitrosoaniline); (e) sulphohalogenated, nitrohalogenated and nitrosulphonated derivatives; (f) alkyl derivatives (N-methylaniline and N,N-dimethylaniline; N-ethylaniline and N,N-diethylaniline). (2) Toluidines. (3) Diphenylamine ((C6H5)2·NH), a secondary amine. Crystallises in small colourless leaflets; used in organic synthesis (dyes, etc.). (4) 1-Naphthylamine (α-naphthylamine) (C10H7·NH2). Crystallises in white needles, but may also occur as a mass or as crystalline flakes, white or brownish; it has a pleasant, pungent odour. Turns pale violet on exposure to light. Used in organic synthesis, for the flotation of copper ores, etc. (5) 2-Naphthylamine (β-naphthylamine) (C10H7·NH2). A white powder or odourless nacreous flakes; used in organic synthesis (dyes, etc.). This product is carcinogenic and should be handled with care. (6) Xylidines. (7) Amfetamine (INN). (E) AROMATIC POLYAMINES AND THEIR DERIVATIVES; SALTS THEREOF

64 (1) o-, m-, p-Phenylenediamine (C6H4(NH2)2): (a) o-phenylenediamine. Colorless monoclinic crystals, darkens in air; (b) m-phenylenediamine. Colorless needle crystals, in air become red; (c) p-phenylenediamine. Crystals from white to light purple color. (2) Diaminotoluenes (CH3·C6H3·(NH2)2). Brilliant, white crystalline scales with a pleasant smell. It is used to produce dyes and in analytical chemistry. (6) Polyamines. They are derivatives of di- and triphenylmethane and their homologues; their derivatives (tetramethyl- and tetraethyldiaminodiphenylmethane, etc.). (7) Amino and diaminodiphenylamines. (8) Diamistilbene. Certain substances in this heading which under international regulations are considered psychotropic substances are listed at the end of Chapter 29. Explanation of subheadings. Subheadings 2921 42 to 2921 49 Hydrocarbon derivatives of aromatic monoamine are derivatives obtained by replacing one or both amine nitrogen hydrogen atoms with an alkyl or cycloalkyl group only. Therefore, substituents with one or more aromatic nuclei, associated or not with amine nitrogen alkyl chain, are not included. Thus, for example, xylidine is to be classified in subheading 2921 49 as “other aromatic monoamines” and is not to be regarded as a derivative of aniline (subheading 2921 42) or toluidine (subheading 2921 43).
