3006 50 — First-aid boxes and kits

First-aid boxes and kits

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 3006 5 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

3006 Pharmaceutical goods specified in Note 4 to this Chapter: 3006 10 – sterile surgical catgut, similar sterile suture materials (including sterile absorbable surgical or dental yarns) and sterile tissue adhesives for surgical wound closure; sterile laminaria and sterile laminaria tents; sterile absorbable surgical or dental haemostatic agents (haemostatics); sterile surgical or dental adhesion barriers, whether or not absorbable 3006 20 – blood-grouping reagents 3006 30 – opacifying preparations for X-ray examinations; diagnostic reagents designed to be administered to the patient 3006 40 – dental cements and other dental fillings; bone reconstruction cements 3006 50 – first-aid boxes and kits 3006 60 – chemical contraceptive preparations based on hormones, on other products of heading 2937 or on spermicides 3006 70 – gel preparations designed to be used in human or veterinary medicine as a lubricant for parts of the body for surgical operations or physical examinations or as a coupling agent between the body and medical instruments – other: 3006 91 – – appliances identifiable for ostomy use 3006 92 – – waste pharmaceuticals

This heading covers only the following goods: (1) Sterile surgical kegut, similar sterile suture materials and sterile adhesive tissues for surgical wound closure. This includes all types of ur ligates for surgical sutures, provided they are sterile. Such ligatures are usually supplied in antiseptic solutions or in sealed sterile packages. Materials used for such ligatures include: (a) kegut (processed collagen derived from the guts of cattle, sheep or other animals); (b) natural fibers (cotton, silk, flax); (c) synthetic polymer fibers such as polyamides (nylons), polyesters; (d) metals (corrosion-resistant steel, tantalum, silver, bronze).

It also includes adhesive tissues such as butylcyanoacrylate and dye-based tissues; after application, the monomer is polymerized and thus replaces traditional materials for sutures to close internal or external wounds on the patient's body. This heading does not cover non-sterile materials for suturing. They are classified according to material, e.g. ketgut (heading 4206), silkworm fiber, textile yarn, etc. (section XI), metal wire (chapter 71 or section XV). (2) Sterile kelp and sterile kelp tampons. This paragraph is limited to sterile kelp and sterile tampons made of kelp (short waterweeds, which are sometimes brown in color and have a rough corrugated surface). Kelp significantly swells upon contact with moist substances and becomes smooth and elastic. Therefore, kelp is used in surgery as an expanding agent. Non-sterile products are not classified in this heading (heading 1212). (3) Sterile absorbable surgical or dental hemostatic agents (hemostatics). This includes sterile materials used by a surgeon or dentist to stop bleeding and capable of being absorbed in body fluids. Such materials include oxidized cellulose, usually in the form of gauze or fibers (“wata”), packages, tampons or strips; gelatin sponge or foam, calcium alginate mare, “wata” or “film”. (4) Sterile surgical or dental adhesive barriers that are absorbable or non-absorbable. (5) Reagents for determining blood type. The reagents of this heading must be suitable for direct use in determining blood type. These reagents are produced either from human or animal serum or from plant extracts of seeds or other plant parts (phytagglutinins). Such reagents are used to determine the blood group by identifying the characteristics of the formed elements or serum. In addition to the main ingredients, they can include substances that enhance their activity or stabilize them (antiseptics, antibiotics, etc.). Ah. The following preparations should be considered as reagents for determining the blood group by the properties of the formed blood elements: (i) preparations for determining groups A, B, O and AB, subgroups A1 and A2 and factor H; (ii) preparations for determining groups M, N, S and P, as well as other groups such as Lu, K and Le; (iii) preparations for determining groups Rh and subgroups Cw, F, V and other subgroups; (iv) preparations for determining blood groups in animals. B. Preparations to be considered as reagents for determining the properties of serum are preparations used to determine: (i) the characteristics of systems Gm, Km, etc.; (ii) serum groups Gc, Ag, etc.

C. Human antiserum (Coombs serum), which is important in certain methods of determining blood type, is also to be considered as a reagent of this heading. Raw whey and other semi-finished substances requiring pre-treatment before being used as reagents shall be considered in the same place as their constituent components. The heading covers reagents for determining the properties of HLAs (HLA antigens); they must be suitable for direct use. They are a serum of human or animal origin. Such reagents react with peripheral blood lymphocytes of the sample, as a result of which antigens of the HLA system are determined. HLA antigens in the test sample can be determined by the type of reactions occurring with various standard HLA serums. In addition to the active reagents, such reagents contain additives for stabilization and preservation. These include: (a) preparations for the determination of antigens A, B and C of the HLA system; (b) preparations for the determination of antigens DR of the HLA system; (c) preparations for the determination of antigens D of the HLA system; (d) ready-made reagents for the determination of antigens A, B and C in the HLA system containing a number of different antiserums of the HLA system (for example, test plates); (e) ready-made reagents for the determination of the DR locus of the HLA system (for example, test plates). (6) Contrast preparations for radiographic examinations and diagnostic reagents intended for administration to patients, in the form of unmixed products packaged in dosage forms, or products consisting of two or more ingredients mixed specifically for such use. Contrast drugs are used in x-ray examinations of internal organs, arteries, veins, urinary tract, bile ducts, etc. These preparations are prepared on the basis of barium sulfate or other substances that are not transparent to X-rays, and can be administered by injection or oral (for example, taking a barium suspension). Diagnostic reagents (including microbial diagnostic reagents) of this heading are administered orally, by injection, etc. Diagnostic reagents not intended for administration to patients (e.g. reagents which are used for blood, urine, etc., for the examination of samples taken from patients and for laboratory analyses) are not included; they are dealt with in the headings corresponding to the materials from which they are made (e.g. Chapter 28, Chapter 29 or heading 3002 or 3822). (7) Dental cements and tooth filling materials and bone reconstruction cements. Dental cements and tooth filling materials are usually based on metal salts (zinc chloride, zinc phosphate, etc.), metal oxides, gutta perch or plastic. They may also consist of metal alloys (including precious metal alloys) specially processed for use as filling materials. These alloys are sometimes called amalgams, even if they do not contain mercury. This heading includes both temporary and permanent

filling materials, and cements and filling materials containing added medicinal substances and having prophylactic properties. They are usually put up as powders or tablets, sometimes together with the liquid needed for their preparation, and the packings indicate that the preparation is intended for dental purposes. The heading also includes points (e.g., of silver, gutta-percha, paper) for filling dental canals. The heading also covers bone reconstruction cements, usually containing a hardener (curing agent) and an activator, used, for example, to fix prosthetic implants to existing bone; these cements usually take effect at a temperature equal to body temperature. The heading excludes specially calcined or finely ground plasters and preparations based on plaster, for use in dentistry (headings 2520 and 3407, respectively). Bone graft substitutes made of surgical-grade calcium sulphate which form a crystalline matrix on which new bone can grow as the matrix is resorbed are also excluded (heading 3004). (8) First-aid boxes and kits. These contain small quantities of a few of the commonest medicaments (e.g., hydrogen peroxide, tincture of iodine, mercurochrome, tincture of arnica, etc.), some dressings, bandages, plasters, etc., and possibly a few instruments such as scissors, tweezers, etc. The heading excludes the specialised medical kits used by doctors. (9) Chemical contraceptive preparations based on hormones, on other compounds of heading 2937 or on spermicides, whether or not put up in packings for retail sale. (10) Gel preparations designed to be used in human or veterinary medicine as a lubricant for parts of the body for surgical operations or physical examinations or as a coupling agent between the body and medical instruments. These preparations generally contain polyols (glycerol, propylene glycol, etc.), water and a thickener. They are generally used as a lubricant between parts of the body during physical examinations (e.g., vaginal lubrication) or between parts of the body and the surgeon's hands, gloves or medical instruments for medical or veterinary purposes. They are also used as a coupling agent between the body and medical instruments (e.g., electrocardiograph, ultrasound scanner). (11) Appliances identifiable for ostomy use, that is, colostomy, ileostomy and urostomy pouches cut to shape and their adhesive wafers or faceplates. (12) Waste pharmaceuticals. The heading also covers pharmaceutical products which are unfit for their original intended purpose due to, for example, the expiry of their shelf life.
