Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

None: russian bans and restrictions, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.

The products of this heading are preparations of very varied composition which are characterised mainly by their uses. These preparations are usually in the form of pastes of varying consistency which set or harden after application. Some, however, are in solid or powder form and become pasty at the time of use as a result of heating (e.g., melting) or by the addition of a liquid (e.g., water). The products of this heading are usually applied by means of a syringe, spatula, glazier's knife, trowel or similar tools. (I) GLAZIERS' PUTTY, GRAFTING PUTTY, RESIN CEMENTS, CAULKING COMPOUNDS AND OTHER MASTICS These preparations are used mainly for fixing, sealing or caulking cracks and, in some cases, for binding two parts or making a strong joint between them. They differ from glues and other adhesives in that they are applied in thick layers. It should be noted, however, that this group of products also includes mastics used on the skin of patients around stomas and fistulas. This group includes: (1) Oil-based mastics. These consist mainly of drying oils, fillers (both those which react with the oils and inert ones) and hardeners. The best known product of this type is glaziers' putty. (2) Wax-based mastics (cementing wax). These consist of waxes (of all kinds) with the addition of polymers, shellac, rubber, polyester resins, etc., to increase their adhesive action. Mastics in which the wax is wholly or partly replaced by products such as cetyl alcohol or stearyl alcohol are also regarded as wax-based mastics. The mastics of this paragraph include grafting putty and sealants for coating casks, barrels, etc. (3) Mastics and cements based on polymers. These consist of natural resins (shellac, dammar, rosin) or plastics (alkyd resins, polyesters, coumarone-indene resin, etc.) mixed together and usually with the addition of other materials (e.g., waxes, oils, bitumens, rubber, brick powder, lime, cements or any other mineral fillers). It should be noted that some of these mastics are dealt with below (e.g., mastics based on plastics or rubber). The mastics and cements of this group serve various purposes, e.g., as fillers in the electrical industry or for sealing articles of glass, metal or porcelain. They are usually used in the liquid state after melting. (4) Water-glass mastics. These are usually prepared before use by mixing two components. One of them consists of an aqueous solution of sodium silicate and potassium sodium silicate, and the other of fillers (quartz powder, sand, asbestos fibres, etc.). The mastics are used mainly for
sealing of spark plugs, insulation of blocks and settling tanks, exhaust pipes, radiators, etc., as well as to fill or strengthen joints. (5) Mastics based on zinc oxychloride. They are obtained from zinc oxide and zinc chloride, to which inhibitors and in some cases fillers are added. They are used to fill holes or gaps in wood, ceramics, etc. (6) Mastics based on magnesium oxychloride. They are obtained from magnesium chloride and magnesium oxide, to which fillers are added (for example, wood flour). They are mainly used for fixing or covering the gaps in wood products. (7) Sulfur-based mastics consist of sulfur mixed with inert fillers. They are used in solid form to obtain solid, water-resistant and acid-resistant putty, as well as to fasten or fix parts in place. (8) Mastics based on plaster. Produced as fibrous or flocculating powders consisting of a mixture of approximately 50% plaster with other materials such as asbestos fiber, wood cellulose, fiberglass or sand. They become pasty when water is added and are used to fasten screws, piston fingers, dowels, hooks, etc. (9) Plastic-based mastics (e.g., polyesters, polyurethanes, silicones, and epoxy resins) containing or not containing large (up to 80%) amounts of various fillers (e.g., clay, sand and other silicates, titanium dioxide, metal powders). Some of these mastics are used after adding hardeners to them. Some mastics do not harden and remain sticky after application (for example, acoustic sealants). Others are solidified by evaporating solvents, solidifying (melting mastics), curing under atmospheric conditions, or by reacting various components mixed together (multicomponent mastics). Products of this type are classified in this heading only if they contain all components in the necessary proportions for use as mastics. Mastics can be used for sealing certain compounds in construction or home repair, for sealing or repairing glass, metal or porcelain products, as fillers or sealants in bodybuilding or, in the case of adhesive sealants, for gluing different surfaces together. (10) Mastics based on zinc oxide and glycerol. They are used as acid-resistant coatings, for connecting iron and porcelain parts, as well as for sealing the joint of pipes. (11) Rubber-based mastics may consist, for example, of a thiopolymer with the addition of fillers (graphite, silicates, carbonates, etc.) and, in some cases, an organic solvent. They are sometimes used after adding a hardener, to give flexibility to protective coatings (resistant to chemicals and solvents), and to fill voids. These mastics may also consist of aqueous rubber dipers containing coloring additives, plasticizers, fillers, binders or antioxidants, and are used to seal metal cans. (12) Mastics used on skin. These products may consist, for example, of sodium carboxymethyl cellulose, pectin, gelatin, and polyisobutylene in an organic solvent such as isopropyl alcohol. They are used, for example, on the skin.
patients around the stoma and fistula as a sealing compound for the formation of a sealed contact between the skin and the discharge collection container. They have neither therapeutic nor preventive properties. (13) Consisting of a mixture of resinous materials (e.g. shellac, roanifol) together with a (usually high) mineral content of lubricants and dyes. Used for filling voids, waterproof seals of glass appliances, sealing documents, etc. (II) SPATLEWS for small work; irresistible compositions for the preparation of surfaces of fasades, interior walls of buildings, floors, ceilings or analogous These products differ from the above masks and other materials that are usually used on large surfaces. They differ from paints, varnishes and similar products with a higher content of fillers and (e) pigments; this content is usually much higher than binders and solvents or dispersed liquids. (a) Spatterns for small work. Painting putters are used to prepare surfaces (for example, walls inside buildings) for painting by eliminating irregularities and, if necessary, filling gaps, holes or pores. The paint is applied to the surface after solidification of the putty and sandblasting. This category of goods also includes mastics based on oils a, rubber, glue, etc. Mastics based on plastics with a composition similar to the composition of some mastics of the same type, also used in bodybuilding and for other purposes. (b) Unreinforceable structures for the preparation of surfaces. Refractory compositions are used to prepare the surfaces of the facades of houses, internal walls, floors and ceilings, sides and floors of pools, etc. to give them water resistance and improve the appearance. They are usually used in the final decoration of the premises. This category of compositions includes: (1) Powdered compositions consisting of equal parts of plaster and sand with plasticizer. (2) Preparations in powdered form based on quartz and cement with small additions of plasticizers, used, for example, after addition to odes for fastening ceramic tiles to walls or floors. (3) Paste-like compounds formed by a mineral filler (nap rimer, ground marble, quartz or a mixture of quartz and silicate) and a binder (plastic or resin) with the addition of pigments and, where appropriate, water or solvent. (4) Liquid compositions consisting, for example, of synthetic rubber or acrylic polymers, asbestos fibers mixed with pigment and water. They are applied on the surface of the facades of buildings with a paint brush or spray gun and form a thicker layer than paint. In some cases, for some products described above, mixing of different components or adding separate components is performed before use. Such products are classified in this heading provided that their components:
(i) having regard to the manner in which they are put up, are clearly intended for use together without first being repacked; (ii) are presented together; and (iii) are identifiable, whether by their nature or by the relative proportions in which they are present, as being complementary one to another. However, where a hardener is to be added to the products at the time of use, the absence of the hardener does not exclude the products from this heading provided that, by their composition or the manner in which they are packed, they are clearly intended for the preparation of putties, mastics, fillings or surfacing preparations. The heading excludes: (a) natural resins called "mastics" in certain countries (heading 1301); (b) plasters, lime and cements falling in heading 2520, 2522 or 2523; (c) asphalt mastics and other bituminous mastics (heading 2715); (d) dental cements and other dental fillings (heading 3006); (e) brewers' pitch and other products of heading 3807; (f) refractory cements and mortars (heading 3816); (g) prepared binders for foundry moulds or foundry cores (heading 3824).
