Preparations and charges for fire-extinguishers; charged fire-extinguishing grenades
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

3813 Compositions and charges for fire extinguishers; grenades for extinguishing fires, charged
This heading covers: (A) Compositions for fire extinguishers. These include bicarbonate-based compounds, sometimes containing, for example, tannin e-stracts from the bark of quillaya - Chilean soap tree, licorice extract or surfactants that contribute to the formation of foam coating. These compositions may be liquid or dry.
(B) Fire extinguishing charges, which are lightweight containers (glass, thin sheet metal, etc.) intended to be placed inside fire extinguishers, which contain (1) the compositions described in (A); or (2) two or more unmixed products (e.g., a solution of aluminum sulphate and a solution of sodium carbonate) separated by a partition and intended to come into contact at the time of use of the fire extinguisher; or (3) one unmixed product (e.g., carbon tetrachloride, methyl bromide or sulphide). (C) Charged gran atas for extinguishing fires, which are containers filled with fire extinguishing products (mixed or unmixed) and used directly without special fire extinguishing devices. These include glass or clay containers, taken into the center of the flame, where they release the contents, or glass containers, which need to break the tip of the vessel with their fingers to throw out fire extinguishing products. Fire extinguishers, portable or non-portable, charged or uncharged, which are triggered by a pin when they are rolled over or struck by a trigger, etc., are classified in heading 8424. This heading also excludes unmixed chemical products with fire-extinguishing properties when packaged in a manner other than that described in paragraphs (B)(2), (B)(3) and (C)(typically Chapter 28 or 29) above.

4. Throughout the nomenclature, ‘municipal waste’ means waste of a kind collected from households, hotels, restaurants, hospitals, shops, offices, etc., road and pavement sweepings, as well as construction and demolition waste. Municipal waste generally contains a large variety of materials such as plastics, rubber, wood, paper, textiles, glass, metals, food materials, broken furniture and other damaged or discarded articles. The term ‘municipal waste’, however, does not cover:
(a) individual materials or articles segregated from the waste, for example wastes of plastics, rubber, wood, paper, textiles, glass or metals, electrical and electronic waste and scrap (including spent batteries) which fall in their appropriate headings of the nomenclature;
(b) industrial waste;
(c) waste pharmaceuticals, as defined in note 4(k) to Chapter 30; or
(d) clinical waste, as defined in note 6(a) below.
5. For the purposes of heading 3825, ‘sewage sludge’ means sludge arising from urban effluent treatment plant and includes pre-treatment waste, scourings and unstabilised sludge. Stabilised sludge when suitable for use as fertiliser is excluded (Chapter 31).
6. For the purposes of heading 3825, the expression ‘other wastes’ applies to:
(a) clinical waste, that is, contaminated waste arising from medical research, diagnosis, treatment or other medical, surgical, dental or veterinary procedures, which often contain pathogens and pharmaceutical substances and require special disposal procedures (for example, soiled dressings, used gloves and used syringes);
(b) waste organic solvents;
(c) wastes of metal pickling liquors, hydraulic fluids, brake fluids and anti-freezing fluids; and
(d) other wastes from chemical or allied industries. The expression ‘other wastes’ does not, however, cover wastes which contain mainly petroleum oils or oils obtained from bituminous minerals (heading 2710).
7. For the purposes of heading 3826, the term ‘biodiesel’ means mono-alkyl esters of fatty acids of a kind used as a fuel, derived from animal, vegetable or microbial fats and oils whether or not used.

Classification rulings for this code (1)
Устройство порошкового пожаротушения (УПП ) представляет собой самосрабатывающее устройство пожаротушения, предназначенное для тушения возгораний путем забрасывания его в очаг горения твердых веществ (класс пожара А), жидких веществ (класс пожара В), газообразных веществ (класс пожара С), электрооборудования под напряжением до 1000 В (класс пожара Е).
Full descriptionCollapse description
