Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers: (A) PREPARED BINDERS FOR FOUNDRY MOULDS OR CORES This heading covers binders for foundry cores based on natural resinous products (e.g., rosin), linseed oil, vegetable mucilages, dextrin, molasses, polymers of Chapter 39, etc. These products are intended to be mixed with foundry sand to obtain a compact mass suitable for making foundry moulds or cores and to facilitate the removal of the sand after the casting of the parts. However, dextrins and other modified starches and glues based on starches or on dextrins or other modified starches fall in heading 3505. (B) CHEMICAL PRODUCTS AND CHEMICAL OR OTHER PREPARATIONS With three exceptions (see Items (7), (19) and (32) below), this heading does not cover separate chemical elements or separate chemically defined compounds. This heading covers chemical products of undefined chemical composition, whether obtained as by-products of the manufacture of other substances (this applies, for example, to naphthenic acids) or directly as target products. Chemical or other preparations are either mixtures (of which emulsions and dispersions are special forms) or, sometimes, solutions. Aqueous solutions of chemical products of Chapter 28 or 29 fall in those Chapters, but solutions of these products in solvents other than water, with a few exceptions, are excluded from those Chapters and must accordingly be regarded as preparations of this heading. The preparations covered here may be wholly or partly of chemical products (mainly) or wholly of natural constituents (see Item (23) below). However, the heading excludes mixtures of chemicals with foodstuffs or other substances having nutritive value, of a kind used in the preparation of foodstuffs, either as ingredients or to improve some of their characteristics (e.g., improvers for pastries, sponge cakes, biscuits and other confectionery), provided that the value of such mixtures or substances is determined by their nutritional component. These products generally fall in heading 2106. (See also the General Explanatory Note to Chapter 38.) The heading also excludes mercury compounds (heading 2852). Subject to the above provisions, this heading covers: (1) Naphthenic acids (by-products of the refining of certain petroleum oils and of oils obtained from bituminous minerals) and their salts, other than the water-soluble naphthenates of heading 3402 and the salts of headings 2843 – 2846 and 2852. This heading covers, for example, the naphthenates of calcium, barium, zinc,

manganese, aluminium, cobalt, chromium, lead, etc., naphthenates, some of which are used for preparing driers or additives for petroleum products, and copper naphthenate used in the manufacture of fungicides. (2) Non-agglomerated metal carbides (tungsten carbide, molybdenum carbide, etc.), mixed together or with metallic binders (such as cobalt), for the manufacture of tips or similar articles for tools of heading 8209. (3) Prepared additives for cements, mortars or concretes, e.g., deoxidising additives based on potassium or sodium silicate or on potassium or sodium fluorosilicate, and waterproofing preparations (whether or not containing soap), e.g., based on calcium oxide, fatty acids, etc. (4) Non-refractory mortars and concretes. (5) Sorbitol other than that of heading 2905. This includes, in particular, sorbitol (D-glucitol) in the form of a syrup containing other polyols, in which the D-glucitol content is usually from 60 to 80 % by weight calculated on the dry matter. Products of this type are obtained by the hydrogenation of glucose syrups having a high content of di- and polysaccharides, without any separation process. These products may be characterised by poor crystallisability and are used in a wide range of industries (e.g., food, perfumery, pharmaceutical, textile, plastics manufacture). Sorbitol meeting the requirements of Note 1 to Chapter 29 falls in heading 2905. Sorbitol of this kind is usually obtained by the hydrogenation of glucose or invert sugar. (6) Mixtures of calcium carbide, calcium carbonate (limestone) and other materials such as coal or feldspar, used as desulphurising agents in steelmaking. (7) Cultured crystals (other than optical elements) of magnesium oxide or of halides of alkali or alkaline-earth metals (calcium or lithium fluorides, potassium or sodium chlorides, potassium bromide, potassium bromide iodide, etc.), each weighing not less than 2.5 g. Optical elements of cultured crystals are excluded (heading 9001). Cultured crystals (other than optical elements) each weighing less than 2.5 g fall in Chapter 28, in heading 2501 (sodium chloride crystals) or in heading 3104 (potassium chloride crystals). (8) Petroleum sulphonates, insoluble in water, obtained from petroleum or its fractions by sulphonation, e.g., with sulphuric acid, oleum or sulphur trioxide dissolved in liquid sulphur dioxide, this process usually being accompanied by neutralisation. Water-soluble petroleum sulphonates, e.g., those of alkali metals, ammonium or ethanolamines, are, however, excluded (heading 3402). (9) Polychlorobiphenyls (mixtures of chlorinated derivatives of biphenyl) and chloroparaffins. Solid polychlorobiphenyls and solid chloroparaffins having the character of artificial waxes are excluded (heading 3404). (10) Polyoxyethylenes (polyethylene glycols) of very low molecular weight, e.g., mixtures of di-, tri- and tetraoxyethylene glycols. All other types of polyoxyethylenes (polyethylene glycols) are, however, excluded (heading 3907 or, if they have the character of artificial waxes, heading 3404).

(11) Mixtures of mono-, di- and triesters of fatty acids and glycerol, used as emulsifiers for fats. Mixtures which have the properties of artificial waxes are, however, excluded (heading 3404). (12) Fusel oil, which is obtained by rectification of raw ethyl alcohol. (13) Bone tar oil (bone fat, animal fat, Jeppel oil) obtained by destructive distillation of bones or horns of ruminants. This is a blackish liquid, extremely viscous and with a fetid smell, used mainly in the production of insecticides and pyridine bases. (14) Ion-exchange products (including alkaline or acidic), other than polymers of group 39. These products are insoluble compounds that, upon contact with an electrolyte solution, exchange one of their ions for one of the ions contained in the substance dissolved in that solution. This property is of great value for industry, for example, to remove calcium or magnesium salts from hard water intended for boilers, for the textile or dye industry, for laundry, etc. They are also used to convert salt water into drinking water, etc. Artificial zeolites (chemically defined or undetermined) other than zeolites containing binders are, however, excluded (heading 2842). (15) Means to prevent scale formation, usually based on sodium carbonate, sodium silicate, tannin, etc. These compounds, added to hard water, precipitate most dissolved calcium and magnesium salts, thereby preventing the formation of lime deposits in boilers, steam generator pipes and other apparatus through which water circulates. (16) Oxylitol (or oxygen stone) prepared by adding small amounts of products such as copper or nickel salts to sodium peroxide. This product regulates the release of oxygen when immersed in water. Oxylitol is often used in the fo rum of cubes or ingots. (17) Hardeners for varnishes or glues, for example, mixtures of ammonium chloride and urea. (18) Gas absorbers for vacuum lamps based on barium, zirconium, etc. These absorbers are usually supplied in the form of plates, tablets or similar forms or applied to metal tubes or wire. Organic diluents for these liquids are classified in heading 3814. (22) Correction tapes packaged in packages for retail sale. These are proofreading tape rolls, usually presented in a plastic switchgear, used to mask records, printing errors or other unwanted prints in typewritten text, manuscripts, photocopies, offset printing layouts or similar. These products have different width and length of tape. Corrective tape consists of an opaque pigment coating applied to the surface of the tape. The coating is applied manually by pressing the transfer head on the corrected part. This heading does not cover: (a) proofreading tapes consisting of adhesive paper (Chapter 48); (b) typewriter tapes or similar tapes impregnated with ink or otherwise treated for the purpose of obtaining prints (heading 9612). (23) Drugs used mainly to lighten wines and other drinks that have undergone the fermentation process. However, preparations containing enzymes are not included (heading 3507). (24) Multicomponent fillers for paints. These products are prepared in the form of powders, often added to paints (except tempera) to reduce their cost and at the same time, in some cases, to improve certain properties (for example, to facilitate the distribution of coloring pigment). They are also used in the production of tempera, but in this case they act as pigments. These fillers consist of a mixture of two or more products of natural origin (chalk, natural barium sulfate, shale, dolomite, natural magnesium carbonate, gypsum, asbestos, mica, talc, calcite, etc.), mixtures of these natural products with chemical products or a mixture of chemical products (for example, mixtures of aluminum hydroxide and barium sulfate). These fillers also include finely ground natural calcium carbonate ("champagne white"), each particle of which is coated as a result of special treatment with a waterproof film of stearic acid. (25) Preparations for the production of certain ceramic products (artificial teeth, etc.), for example, mixtures based on kaolin, quartz and feldspar. This category also includes dental zirconium materials based on zirconium dioxide (ZrO2) and other metal oxides. They may not be used in dentistry until they have undergone certain procedures, such as grinding, sintering, and glazing to give them the final shape of the claim of oral teeth or dental filling materials. (26) Ceramic pyroelements, fusible (Seger cones, etc.). They are usually formed in the form of small pyramids, which consist of a mixture of substances similar to those used in ceramic pastes and glassy preparations. These drugs are manufactured.

They soften and lose shape at a certain temperature. This property is used to control and regulate the temperature when firing products such as ceramic parts. (27) Natron lime, prepared by impregnation of pure lime with sodium hydroxide, is used to purify exhaled air from carbon dioxide in anesthetic systems, submarines, etc. Natron lime supplied as a laboratory reagent is excluded (heading 3822). (28) Hydrated silica gel, stained with cobalt salts, used as a dehumidifier, the change in its color indicates the exhaustion of its working life. (29) Means for removing rust. They can be prepared on the basis of, for example, phosphoric acid and their action is due to chemical processes that prevent corrosion. Means for removing rust from lubricating oils are classified in heading 2710 or 3403 as the case may be. (30) Drugs (e.g. tablets) consisting of saccharin or its salts and substances such as sodium bicarbonate (sodium hydrogen carbonate) and tartaric acid, not being food products, used to impart a sweet taste. (31) Salts for canning or salting, consisting of sodium chloride with the addition of sodium nitrite (nitrite) or sodium nitrate (nitrate). The same products but containing sugar are classified in heading 2106. (32) Certain cut but not assembled elements of piezoelectric materials (other than quartz, tourmaline, etc. of heading 7103 or 7104). These materials are most commonly used for the manufacture of the piezoelectric elements of this heading: (a) Rochelle salt (or segnet salt, i.e., tetrahydrate of sodium potassium tartrate), that ethylenediamine rtrate; ammonium orthophosphates, rubidium or cesium or mixed crystals of these substances; (b) barium titanate; lead zirconate titanate; lead methanate, lead zonate strontium; calcium titanate, etc. Piezoelectric elements are obtained from artificially grown crystals of high quality by cutting them along planes that are precision oriented relative to the optical axes of crystals. Uncut crystals of individual compounds of a chemical composition are classified in the relevant headings of Chapter 28 or 29; otherwise, uncut crystals are classified in this heading. This heading also covers polycrystalline polarizable elements from the substances listed in (b) above, provided that they are not assembled in finished piezoelectric elements. (33) Means used to prevent slippage of drive belts consisting of fatty substances, abrasives, etc., including preparations containing 70% by weight or more of oil or petroleum products derived from bituminous rocks. (34) Intermediate products of production of certain drugs (for example, antibiotics) obtained enzymatically by means of

microorganisms, followed by filtration and single-stage extraction, usually containing no more than 70% of the active substances; for example, "alkaline cakes", which are an intermediate product of the production of chlortetracycline (auromycin) and which consist of an inactive fungal substance, an auxiliary filtering material and 10 - 15% chlortetracycline. (35) Articles which give the effect of glowing on the basis of the phenomenon of chemiluminescence, for example, luminous pencils in which the effect of glowing is obtained by a chemical reaction, for example, between esters of oxalic acid and peroxide of aqueous in the presence of a solvent and a fluorescent component. (36) Liquids for starting gasoline engines consisting of diethyl ether, 70 wt.% or more of petroleum oils, as well as other components, with the main component being diethyl ether. (37) Powder pastes (used after mixing them with water) They consist of approximately 30% rye flour and 30% wood pulp together with cement, glue and chalk. However, this heading does not include pastes for sculpting heading 3407. (38) "Aligning pigments" consisting of an aluminium salt of modified kanipholic acid, wherein the particles are coated with a simple cellulose ester to protect against the action of solvents and prevent sedimentation. (39) A paste called "fish scales" or "fish guano", of silver color obtained by processing fish scales with white spirit and containing guanine. Used after cleaning to give pearl effect. (40) Thallium iodide bromide crystals consisting of a solid solution of iodide and bromide, used because of their optical properties (high transparency for infrared rays). (41) Jelling agent is a product of undetermined chemical composition, consisting of montmorillonite, subjected to a special treatment that gives organophilicity, supplied in the form of cream-white powder, used in the production of many organic preparations (paints, varnishes, dispersion of vinyl polymers, wax, adhesives, mastics, cosmetics, etc.).
