This heading covers all articles of apparel and clothing accessories (except those referred to below), of leather or of composition leather. It therefore includes coats, jackets, gloves, mittens and mitts (including sports or protective ones), aprons, sleeve protectors and other protective clothing, braces, belts, straps, shoulder belts and bandoliers, sashes, ties and wrist straps. It also covers cut strips of leather, tapered at one end, identifiable as blanks for belts. Gloves, mittens and mitts of leather and furskin or of leather and artificial fur fall in this heading in all cases. With the exception of gloves, mittens and mitts, articles of apparel and clothing accessories of leather or of composition leather lined with furskin or artificial fur, or to which furskin or artificial fur is attached on the outside, except where the furskin or artificial fur is mere trimming, fall in heading 4303 or 4304. Goods are classified in this heading whether or not they incorporate electric heating elements. Articles of this heading may have parts of precious metal or of metal clad with precious metal, of natural or cultured pearls, or of precious or semi-precious stones (natural, synthetic or reconstructed), even if such parts constitute more than mere

fittings or minor ornamentation, provided that this does not change the essential character of the article. Thus, for example, a leather belt with a gold buckle is to be classified in this heading (see Note 3 (B) to this Chapter). The heading also excludes: (a) articles of apparel or clothing accessories of leather tanned with the hair or wool on, in particular of sheepskin or lambskin leather (Chapter 43); (b) articles of apparel of textile materials with leather reinforcements (Chapter 61 or 62); (c) articles of Chapter 64 (e.g., footwear and parts of footwear); (d) headgear or parts thereof of Chapter 65; (e) cuff-links, bracelets or other imitation jewellery (heading 7117); (f) watch straps (heading 9113); (g) articles of Chapter 95 (e.g., sports equipment such as protective pads for cricket, hockey, etc., or protective equipment for sports, e.g., fencing masks and breastplates). (However, leather sports clothing and leather sports gloves, mittens and mitts fall in this heading); (h) buttons, press-fasteners, snap-fasteners, button moulds or other parts of these articles, button blanks (heading 9606). 3. (A) In addition to the provisions of note 2, heading 4202 does not include:

(a) bags made of sheets of plastic, with or without printed images, with handles not intended for long-term use (heading 3923);

(b) articles of weaving materials (heading 4602).

(B) Articles of headings 4202 and 4203 having parts of precious metal or metal clad with precious metal, of natural or cultivated pearls, of precious or semi-precious stones (natural, artificial or reconstructed) are included in these headings, even if such parts are more than minor finishing parts or small ornaments, provided that this does not alter the essential character of the article. Otherwise, these products are classified in Chapter 71.

4. For the purpose of heading 4203, the term “garment and clothing accessories” means, inter alia, gloves, mittens and mittens (including sports or protective), aprons and other protective clothing, suspenders, belts, cartridges and wristbands, other than watch straps (heading 9113).
