Plaiting materials, plaits and similar products of non-vegetable plaiting materials, flat-woven or bound together in parallel, made of plaits or similar plaiting materials worked lengthwise (excl. wallcoverings of heading 4814; parts of footware or headgear)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 4601 3 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

4601 Plaits and similar products of plaiting materials, whether or not assembled into strips or bands; plaiting materials, plaits and similar products of plaiting materials, bound together in parallel strands or woven, in sheet form, whether or not being finished articles (for example, mats, matting, screens): – Mats, matting and screens of vegetable materials: 4601 21 – – Of bamboo 4601 22 – – Of rattan 4601 29 – – Other – Other: 4601 92 – – Of bamboo 4601 93 – – Of rattan 4601 94 – – Of other vegetable materials 4601 99 – – Other

(A) Weaving and similar articles of weaving materials, not joined or connected in strips or ribbons. This category includes: (1) Weaved products. Weaved products consist of strands of weaving materials without a base or duck, woven by hand or on a machine in the main longitudinal direction. By changing the nature, color, thickness and number of strands and the method of weaving, various decorative effects can be obtained. The wicker products of this kind can be joined in rows and spliced into wider bands or tapes, stitching them together, etc. (2) Articles similar to wicker articles in the sense that they have the same or similar purpose, and also because, although they are not made by weaving, they are also presented in longitudinal wicker forms, stripes or tapes, etc., of materials for weaving. This includes: (a) articles obtained from two or more strands by twisting together or otherwise joining together (other than decorative ornaments of heading 4602); (b) articles (known in trade as "Chinese cord") consisting of a cord obtained from unmolded plant materials connected by simple twisting. The above products are used mainly in the manufacture of ladies' hats, but are also used in the production of certain types of furniture, shoes, mats, baskets or other containers. The articles of this heading may contain a spinning textile thread serving primarily for connection or reinforcement, whether or not it has an additional decorative effect.

(B) Plaiting materials, plaits and similar products of plaiting materials, bound together in parallel strands or woven, in sheet form, whether finished or unfinished (e.g., mats, matting, screens). The products of this category are obtained either directly from plaiting materials, as defined in the General Explanatory Note to this Chapter, or from the plaits or similar products of plaiting materials described in Part (A) above. The products obtained directly from plaiting materials may be formed by interlacing the strands in the same way as warp and weft threads are interlaced in the manufacture of fabrics, or they may be obtained from parallel strands laid side by side and held in sheet form by means of transverse threads or strands binding the adjacent parallel strands. Woven products may consist wholly of plaiting materials, or their warp may be of plaiting material and their weft of textile thread or yarn, or vice versa, provided that the sole function of the textile thread or yarn (apart from an insignificant colour effect) is to bind the plaiting materials. Similarly, in the case of products made by binding parallel strands of plaiting materials, the binding may be of plaiting material, textile thread or yarn or any other material. Similar binding or weaving processes are also used to obtain products in sheet form from the plaits or similar products of plaiting materials described in Part (A) above. The products of this category, which may be reinforced or have a backing or lining of fabric or paper, include: (1) Semi-manufactured products, such as raffia, rattan and similar materials; finer products made in the piece in the form of plaits or in the form of strips or bands for use in the manufacture of ladies' hats, upholstery, etc. (2) Certain finished articles, for example: (a) Mats and matting (floor coverings, etc.), including in particular the so-called Chinese (or Indian) mats and matting (rectangular or of other shape), obtained by weaving or by binding in parallel strands plaiting materials (or plaits or similar products of plaiting materials) with other plaiting materials, twine, cord, etc.; (b) Coarse matting, such as straw mats used in horticulture; (c) Screens or hurdles, such as willow screens or hurdles; building panels of plaiting materials or of plaits or similar products of plaiting materials (straw, reed, etc.), laid parallel, pressed and bound together at intervals with base metal wire. All the surfaces and edges of these building panels or boards may be faced with kraft paperboard. The heading excludes mats and matting made of coconut fibres or sisal fibres or similar fibres with a backing of rope or fabric (Chapter 57).
