Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 4807 2 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

4807 Multilayered paper and cardboard (made by adhesive adhesive of flat layers of paper or cardboard) without surface coating or impregnation, reinforced or unreinforced, in rolls or sheets

This heading includes paper and cardboard made by bonding two or more layers of paper or cardboard with an adhesive. These products can be made of paper or cardboard of any quality, and the binder material can be of animal, vegetable or mineral origin (for example, dextrin, glue, tar, resin, asphalt, latex). The articles of this heading can be distinguished from the articles of the preceding headings (made by joining layers by pressing without binders) when immersed in water or in another suitable solvent, with the result that the layers are easily separated from each other and have traces of adhesive. Layers of laminated paper and cardboard are also usually separated when burned. Laminated paper and cardboard in which the filling is also waterproof (e.g. tarnished double craft) are classified in this heading in the same way as paper and cardboard reinforced from the inside with bitumen, tar, asphalt, textile or other material (e.g. textile or metal fabric, plastic), provided that the main property of the articles is imparted by paper or cardboard. These products are mainly used as waterproof wrappers. The best varieties of multilayered types of paper and cardboard, the laminated nature of which is not obvious, are used for printing or for office purposes. Other varieties are used for the production of boxes or in binding. For the dimensions of the articles of this heading, see note 8 to this chapter. Fiber boards are not included in this heading (heading 4411).
