Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
10%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

This heading covers twine, cordage, ropes and cables, produced by twisting or plaiting, or by braiding. (1) Twine, cordage, ropes and cables, not plaited or braided. Parts (I) (B) (1) and (2) (in particular, Table I) of the General Explanatory Note to Section XI set out the conditions under which single, multiple (folded) or cabled yarn is regarded as twine, cordage, ropes or cables of this heading. Textile yarn reinforced with metal thread is always classified in this heading and is distinguished from metallised yarn of heading 5605 by the fact that the metal strand is usually thicker and is used solely for reinforcement and not for decorative purposes. The heading also covers twine, cordage, ropes and cables obtained from fibrillated strip which has been more or less completely split into threads by twisting. (2) Plaited or braided twine, cordage, ropes and cables. Twine, cordage, ropes and cables are in all cases classified in this heading irrespective of their weight per metre. They are usually of tubular plaiting and in most cases are made of coarser materials than the braids of heading 5808. However, the plaited articles of this heading are distinguished from those of heading 5808 less by the nature of the yarn used than by the fact that they are tightly plaited and have a compact structure, which makes them suitable for use as twine, cordage, ropes or cables. Moreover, they are usually undyed. The most important fibres used in the manufacture of twine, cordage, ropes or cables are true hemp, jute, sisal, cotton, coconut fibres and synthetic fibres. Twine, cordage, ropes and cables of paper yarn are classified in this heading only if they are plaited with or reinforced by metal thread. Twine, cordage, ropes and cables are used as packing twine, for tying parcels, towing, loading operations, etc. Their cross-section is usually circular, but sometimes (e.g., certain transmission ropes) they have a square, trapezoidal or triangular cross-section. They are generally not bleached, but may be dyed, impregnated to make them rot-proof, made up of dyed strands, or impregnated, coated or sheathed with rubber or plastics. These products are classified in this heading whether or not cut to length. The heading excludes: (a) Fancy cords used by confectioners, florists, etc., of heading 5605; (b) Gimped yarn, chenille yarn and loop wale-yarn of heading 5606; (c) Articles of heading 5609;

(d) braided and similar cords and other gimped textile articles of heading 5808; (e) cords, braids and similar articles, whether or not coated, impregnated or reinforced with metal, of a kind used in industry as packing or gasket materials (heading 5911); (f) remnants of twine, cordage, ropes and cables of heading 6310; (g) twine, cords, etc., coated with abrasives (heading 6805); (h) gymnastic equipment (heading 9506). Subheading Explanatory Note. Subheading 5607 21 This subheading covers single-yarn twine of sisal or of other textile fibres of the genus Agave, with a right-hand "Z" twist and a minimum breaking load of the twine calculated by the formula:

R = 17400 - 18, ----- n where R is the burst load of the string in decanyutons (daH), and n is the number defined as the length in meters of 1 kg of string. For example, the minimum bursting load of the string nome rap 150 (150 m/kg) is 98 daH, and for the string number 200 (200 m/kg) - 69 d aH and for the string number 300 (300 m/kg) - 40 daH. Subheading 5607 41 This subheading includes a single string made of polyethylene or polypropylene resistant to sunlight, with the right-hand string "Z", for which: (a) the minimum breaking load is calculated by the formula:

R = 32400 — — — — , n where R is the breaking load of the string in decanyutons (d aH), and n is the number defined as the length in meters of 1 kg; (b) the average minimum breaking load in the node is calculated by the formula: R' = 0.58 R, where R' is the average breaking load in the node in daH. For example, the minimum burst load of the string 98 d aH and the average burst load at the node 57 daH refer to the string number 330 (330 m/kg).

Notes to chapter 56 — Wadding, felt and nonwovens; special yarns; twine, cordage, ropes and cables and articles thereof 4 items

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. This chapter does not cover:

(a) wadding, felt or nonwovens, impregnated, coated or covered with substances or preparations (for example, perfumes or cosmetics of Chapter 33, soaps or detergents of heading 3401, polishes, creams or similar preparations of heading 3405, fabric softeners of heading 3809), where the textile material is present merely as a carrying medium;

(b) textile products of heading 5811;

(c) natural or artificial abrasive powder or grain, on a backing of felt or nonwovens (heading 6805);

(d) agglomerated or reconstituted mica, on a backing of felt or nonwovens (heading 6814);

(e) metal foil on a backing of felt or nonwovens (generally, Section XIV or XV); or

(f) sanitary towels (pads) and tampons, napkins (diapers) and napkin liners and similar articles of heading 9619.

2. The term ‘felt’ includes needleloom felt and fabrics consisting of a web of textile fibres the cohesion of which has been enhanced by a stitch-bonding process using fibres from the web itself.

3. Headings 5602 and 5603 cover, respectively, felt and nonwovens, impregnated, coated, covered or laminated with plastics or rubber, whatever the nature of these materials (compact or cellular). Heading 5603 also includes nonwovens in which plastics or rubber forms the bonding substance. Headings 5602 and 5603 do not, however, cover:

(a) felt impregnated, coated, covered or laminated with plastics or rubber, containing 50 % or less by weight of textile material or felt completely embedded in plastics or rubber (Chapter 39 or 40);

(b) nonwovens, either completely embedded in plastics or rubber, or entirely coated or covered on both sides with such materials, provided that such coating or covering can be seen with the naked eye with no account being taken of any resulting change of colour (Chapter 39 or 40); or

(c) plates, sheets or strip of cellular plastics or cellular rubber combined with felt or nonwovens, where the textile material is present merely for reinforcing purposes (Chapter 39 or 40).

4. Heading 5604 does not cover textile yarn, or strip or the like of heading 5404 or 5405, in which the impregnation, coating or covering cannot be seen with the naked eye (usually Chapters 50 to 55); for the purpose of this provision, no account should be taken of any resulting change of colour.
