Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, dual use, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
5701 Knotted carpets and other textile floor coverings, ready or unprepared: 5701 10 - of wool or fine animal hair 5701 90 - of other textile materials
Knotted carpets and other knotted textile flooring have a tightly stretched base around which the threads of the pile are knotted or twisted in full rotation around at least one main thread, and the threads of the pile are held in place by the introduction of tightly woven wet threads. This knot binding or torsion characterizes the articles of this heading. The following nodes are most commonly used: (1) Giordas knot, or Turkish knot: the pile thread is laid over two adjacent main threads and both ends are stretched under these threads in such a way that
make a complete revolution around them (see figure 1), both ends are directed upwards to form the surface of the carpet.
Fig.1 (2) Senna knot, or Iranian carpet knot: the pile thread is wrapped around one main thread and then passed under the next main thread (see Fig. 2), both ends are directed upwards to form the surface of the carpet.
Figure 2 At the Giordas and Senna knots, the pile strands can also cover four main strands. (3) Nodes with one main thread, in which each pile thread is twisted or connected by a knot with one main thread; each pile thread makes one and a half turns around the main thread (see Figure 3), both ends are directed upwards to form the surface of the carpet.
Figure 3 Thus, there are a number of similar nodes located adjacent, but independent of each other and covering the substrate along the entire width of the carpet. This heading also includes certain carpets made by binding pile threads to a rare woven base. Most knotted carpets, tracks and mats are handmade with sizes suitable for use, with their pattern created by multicolored pile threads. However, they are also produced on mechanical looms, and with
a smoother structure and more parallel edges than handmade carpets. The pile is usually obtained from wool or silk, but sometimes from the wool of the Angora or Kashmiri goat. The base is usually made of cotton, wool or hair in the case of handmade carpets or cotton, linen, hemp or jute in the case of machine carpets. The articles of this heading are generally used for flooring, and sometimes as decorative (for hanging on walls and whether for covering tables, etc.) (see the general provisions of this chapter). These carpets are classified in this heading if they have edges with fringes (made during weaving or added subsequently) or if they are finished in another way that gives them a finished appearance. These products are mainly of Eastern origin (Iran, Turkey, Turkmenistan, Uzbekistan, Tadjikistan, Afghanistan, Pakistan, China, India) or from North Africa (Algeria, Tunisia, Morocco, Egypt). This heading does not include carpets in which the pile threads simply loop under the main threads without turning around the base threads (see figures 4 and 5 below) (heading 5702).
