Narrow woven fabrics of man-made fibres, without real selvedges, with a width of <= 30 cm, n.e.s.
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.

Explanatory notes to heading 5806 4 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

(A) NARROW WOVEN FABRICS In accordance with Note 5 to this Chapter, this heading covers the following narrow woven fabrics: (1) Woven fabrics with warp and weft, in strips of a width not exceeding 30 cm, having selvedges (flat or tubular) on both edges. These articles are made on special ribbon looms, several ribbons often being produced simultaneously; in some cases the ribbons may be produced with wavy selvedges on one or both edges. (2) Strips of a width not exceeding 30 cm, cut (or slit) from wider pieces of woven fabric with warp and weft (cut (or slit) longitudinally or transversely), and provided with false selvedges on both edges, or with a normal woven selvedge on one edge and a false selvedge on the other. False selvedges are designed to prevent the cut (or slit) fabric from unravelling and may, for example, consist of a row of leno threads inserted in the wider fabric before cutting (or slitting), or of a simple hem, or the false selvedges may also be obtained by gumming the edges of the strips or by fusing the edges of the strips if they are of man-made yarn. Selvedges may also be created by treating the fabric, before it is cut into strips, in a manner which prevents the edges of those strips from unravelling. In this case there is obviously no distinction between the narrow fabric and its false selvedges. Strips cut (or slit) from fabrics but not provided with a real or false selvedge on each side are excluded from this heading and are regarded as ordinary fabrics (as regards bias binding, see Item (4) below). (3) Seamless tubular woven fabrics with warp and weft, of a flattened width not exceeding 30 cm. Fabrics consisting of strips with their edges joined to form a tube (by sewing, gumming or otherwise) are excluded from this heading. (4) Bias binding consisting of strips with folded edges, of an unfolded width not exceeding 30 cm, cut on the bias to the warp and weft of the fabric. These articles are cut from wide fabrics and have no real or false selvedge. The articles listed above include ribbons and tapes, and also certain galloons having the characteristics of woven ribbons. In general, ribbons of silk, wool, cotton or man-made fibres, whether or not containing elastomeric yarn or rubber thread, are used for underwear, women's clothing, in the manufacture of hats and fancy collars, as ribbons for orders, as decorative bookbinding materials, in furnishing, etc. The heading also covers narrow woven fabrics of metal thread, provided such fabrics are clearly of a kind used for trimming clothing, as furnishing fabrics or for similar purposes (see Note 7 to this Chapter). Galloons covered by this heading are narrow ribbons; webbing is a thick, strong, narrow fabric usually of cotton, flax, true hemp or jute fibres; webbing and galloons are used in saddlery, for harness, for making belts, girdles, chair seats, etc. The heading also covers Venetian blind tapes consisting of two ribbons joined at regular intervals by narrow strips, the whole article being obtained in one continuous weaving operation.
For the articles of this heading the same weaves are generally used as for the fabrics of Chapters 50 to 55 or of heading 5801 (velvet), and they differ from these weaves only by the features specified in paragraphs (1) to (4 above). These articles remain in this heading if they have been subjected to moire finishing, embossing, printing, etc.
(B) BOLDUCS This heading also covers narrow fabrics (bolducs), usually from a few millimetres to 1 cm in width, consisting of warp (parallel yarns, monofilaments or textile fibres) without weft, but assembled by means of an adhesive. They are mainly used for tying packages; they are also used in the hat-making industry. Sometimes a trade name is printed on these fabrics at regular intervals. This does not affect their classification. The heading excludes: (a) bandages impregnated or coated with pharmaceutical substances or put up in forms or packings for retail sale (heading 3005); (b) narrow fabrics with woven fringes, braided galloons and plaited tapes (heading 5808); (c) narrow fabrics more specifically covered by other headings, e.g., fabrics having the character of: (1) woven labels, badges and similar articles in the piece (heading 5807 or 5810); (2) wicks for lamps, stoves, lighters, candles or the like (heading 5908); (3) textile hosepiping or similar textile tubing (heading 5909); (4) conveyor or transmission belts or belting of heading 5910; (d) impregnated, coated or laminated narrow fabrics of Chapter 59, in particular narrow fabrics made of velvet impregnated with rubber, for covering weavers' beams (heading 5911); (e) narrow fabrics (other than those referred to in Item (A) (2) above) made as described in Part (II) of the General Explanatory Note to Section XI; (f) slide fasteners (heading 9607), and hooks, eyes or snap-fasteners of base metal fixed at intervals on tape, provided that the hooks, eyes or snap-fasteners give the articles their essential character (heading 8308 or 9606, as the case may be); (g) typewriter ribbons (heading 9612).
