This heading covers furnishing articles of textile materials, other than those of the preceding headings or of heading 9 404, for use in homes, public buildings, theatres, churches, etc., and similar articles for use in ships, railway carriages, aircraft, caravans, motor cars, etc. These articles include wall hangings and textile decorations for ceremonies (e.g., weddings or funerals); mosquito nets or bed nets (including the mosquito bed nets referred to in Subheading Note 1 to this Chapter); bedspreads (but excluding bed covers of heading 9404); cushion covers, loose covers for furniture, antimacassars (for the backs of upholstered furniture); table covers other than those having the character of floor coverings (see Note 1 to Chapter 57); mantelpiece runners; curtain loops; valances and canopies (other than those of heading 6303). The heading excludes lampshades (heading 9405).

1. Subgroup I includes only finished articles of any textile material.

2. Subgroup I does not include:

(a) goods of Chapters 56 to 62; or

(b) second-hand clothing or other second-hand articles of heading 6309.

3. Heading 6309 covers only the following goods:

(a) articles of textile materials:

(i) clothing and accessories and parts thereof;

(ii) blankets and road blankets;

(iii) bed linen, dining, toiletry and kitchen clothes;

(iv) decorative articles, excluding carpets of headings 5701 to 5705 and hand-woven tapestries of heading 5805;

(b) shoes and hats made of any material other than asbestos.

For inclusion in this heading, the products referred to above must meet the following two requirements:

(i) must show signs of significant wear and tear, and

(ii) must be presented in bulk or in bales, bags or similar packaging.
