6701 Pins and other parts of birds with feathers or down, feathers, parts of feathers, down and articles of these materials (other than articles of heading 0505 and treated trunks and rods of feathers)

With the exception of certain goods more precisely described or named elsewhere and listed among those excluded below, this heading covers: (A) Peels and other parts of birds covered with feathers or down, feathers, downs and feathers, which, although not yet finished articles, have undergone technological treatment other than simple cleaning, disinfection or preservation (see the HS Explanatory Note to heading 0505); the goods of this heading may be subjected to, for example, bleaching, dyeing and perm.

(B) Articles made from skins or other parts of birds with their feathers or down, articles of feathers, of down or of parts of feathers, even if the feathers or down, etc., are not worked or are merely cleaned, but excluding articles made from quills or feather shafts. The heading therefore covers: (1) Single feathers the shafts of which have been wired or assembled together for use, e.g., in millinery, and single composite feathers assembled from various components. (2) Feathers made up in bunches, and feathers or down assembled by gluing or fixed on a textile material or other base. (3) Trimmings made of birds, parts of birds, feathers or down, for hats, boas, collars, capes or other articles of apparel or clothing accessories. (4) Fans of ornamental feathers, with frames of any material. However, fans with frames of precious metal fall in heading 7113. The heading, however, excludes articles of apparel and clothing accessories in which feathers or down are used merely as trimming or padding. The heading further excludes: (a) footwear of feathers or down (Chapter 64); (b) headgear of feathers or down (Chapter 65); (c) articles of heading 6702; (d) bedding and the like in which feathers or down are used only as filling or stuffing (heading 9404); (e) articles of Chapter 95 (e.g., shuttlecocks, feathered darts or fishing floats); (f) worked shafts and quills (e.g., toothpicks, heading 9601), feather dusters (heading 9603), powder-puffs and pads of down for applying cosmetics or toilet preparations (heading 9616); (g) collectors' pieces (heading 9705).

1. This chapter does not cover:

(a) filtering or straining cloth of human hair (heading 5911);

(b) floral motifs of lace, of embroidery or other textile fabric (Section XI);

(c) footwear (Chapter 64);

(d) headgear or hairnets (Chapter 65);

(e) toys, sports requisites or carnival articles (Chapter 95); or

(f) feather dusters, powder puffs or hair sieves (Chapter 96).

2. Heading 6701 does not cover:

(a) articles in which feathers or down constitute only filling or padding (for example, bedding of heading 9404);

(b) articles of apparel or clothing accessories in which feathers or down constitute no more than mere trimming or padding; or

(c) artificial flowers or foliage or parts thereof or made-up articles of heading 6702.

3. Heading 6702 does not cover:

(a) articles of glass (Chapter 70); or

(b) artificial flowers, foliage or fruit of pottery, stone, metal, wood or other materials, obtained in one piece by moulding, forging, carving, stamping or other process, or consisting of parts assembled otherwise than by binding, glueing, fitting into one another or similar methods.
