Panels, boards, tiles, blocks and similar articles of vegetable fibre, of straw or of shavings, chips, particles, sawdust or other waste, of wood, agglomerated with cement, plaster or other mineral binders
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

Explanatory notes to heading 6808 2 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
6808 Panels, plates, tiles, blocks and similar articles of vegetable fibers, straw or shavings, chips, particles, sawdust or other wood waste agglomerated with cement, gypsum or other ineral binders
This heading covers heat- and sound-insulating or sound-absorbing building panels, boards, tiles, blocks, etc., made of vegetable materials (such as cellulose fibres, wood fibres, wood wool, wood chips, shavings or other wood waste, sawdust, straw, reeds, rushes or vegetable fibres), agglomerated or shaped with mineral binders such as cement (including magnesium oxychloride cement), plaster, lime or sodium silicate. They may also contain mineral fillers (such as siliceous fossil meals, magnesite, sand or asbestos) or be reinforced with metal. The types of boards, panels, etc., of this heading are relatively light but rigid, and the materials of vegetable origin remain unchanged on the addition of the binder. Since these materials must be agglomerated with mineral binders, they should not be confused with the particle board of heading 4410 and the fibreboard of heading 4411, as those products are agglomerated by the addition of organic binders. The heading also excludes agglomerated cork (heading 4504) and articles of heading 6811.
