Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers fibreglass in its natural form and fibreglass (including glass wool as defined in note 4 to this chapter) manufactured in various forms, including fiberglass articles, which do not fall into other headings by reason of their origin. Fiberglass has the following properties: it is less elastic compared to textile fibers of vegetable or animal origin (glass is difficult to tie with a knot); it is not tightened; it has a high strength (higher than any of the textile fibers of Section XI); it does not burn; it is not prone to rotting and stable.

water and most acids; it conducts electricity poorly, and in some cases also heat or sound; not hygroscopic. Fiberglass is produced in a variety of ways, which, with few exceptions, can be grouped into three categories: (I) Mechanical pulling. During this process, the glass is melted in the oven. It enters the piggy bank, the bottom of which is equipped with filters of precious metal alloys (usually rhodium or platinum), designed to work in high temperatures. In the filters made a large number of small holes through which passes molten glass in the form of threads. After treatment with an oiling agent (for example, silicone), these threads are fed to a spindle rotating with high frequency, pulling them into very thin parallel threads. Thus, a glass filament similar to a synthetic thread is obtained. Thicker threads can be obtained in about the same way; from them a canvas is made, which finds direct application (heat - or sound-insulating mats). (II) Centrifugal pull. In this process, the glass melted in the crucible enters the disc and from the refractory clay, which rotates with high frequency and along the periphery of which there are numerous teeth. The glass sticks to the disk heated by the flame of the burner, but at the same time is pulled into the thread under the action of centrifugal forces. These threads are fed to a permanently fixed table and wound on a cooling drum. As a result of this process, short fibers known as glass wool are obtained, applied in bulk without twisting. (III) Extraction from the liquid state. In this process, pulling is carried out by the action of steam flows at high pressure or compressed air, from all sides directed to the jets of molten glass coming through the filter from the glass furnace. As a result, short oxen are formed from the threads, covered in the process of manufacturing with an oiler. The resulting fibers are wound onto a drum to form a canvas, which is used directly (insulating materials), or in the form of a tape or a line (similar to tapes and a line from waste silk), from which yarn can be made in the future. Fiberglass and the articles thereof of this heading may take in particular the following forms: (A) Free glass. (B) Tapes, moat, yarn and staple fiber. (C) Thin fabrics (veils), canvases, mats, mattresses, slabs and similar nonwoven materials. (D) Tissues, including narrow tissues. This heading also includes curtains, draperies and other articles of glass fabric. It is noted that although "chemical embroidery" or embroidery without a visible background, in which the thread used for embroidery consists of fiberglass, is included in this

heading, embroidery on any textile material of Section XI, some elements of which are obtained using glass fibre threads, is not included in this heading (heading 5810). The field of application of glass fibres is constantly expanding and includes, for example, the following areas: (1) In furnishing and interior decoration (e.g., for upholstering furniture, for draperies, hangings, curtains, mosquito nets), in the form of fabrics, which may be dyed or printed. (2) For thermal insulation purposes (e.g., for the heat insulation of roofs, chimneys, boilers, furnaces, steam heating pipes, steam turbine casings, pipes or tubes, refrigerated cabinets and refrigerated railway wagons) in the form of fibre mass, felt or fur felt, pads, lagging (for pipes) or sleeving (whether or not impregnated with glue, resin or other substances, or reinforced with paper, textile material or wire mesh). (3) For sound insulation (e.g., of flats, offices, ships' cabins, theatres) in the form of fibre mass, felt or fur felt, mats or rigid boards. (4) For electrical insulation (e.g., of electric wires, cables or other live apparatus) in the form of threads, yarn, tape, braid, fabric (whether or not impregnated with natural resins, plastics, asphalt, etc.). (5) For reinforcing thermoplastic and thermosetting resins used in the cladding of facades and panels, domes and flat or corrugated sheets used in the building industry, in the manufacture of reservoirs, tanks and pipes for storing and transporting liquids, machine housings and other moulded parts used in agriculture and industry, motor vehicle bumpers, equipment for lorries, railway wagons or aircraft, boat hulls, skis, tennis rackets and other sports goods, etc. (6) For the manufacture of various other articles, e.g., filters for air conditioners or for the chemical industry, brushes, wicks for lamps and lighters, cinema screens. This heading excludes: (a) semi-manufactures and articles obtained by moulding glass fibres or by superimposing layers of glass fibres impregnated with plastics, if they are hard and rigid and have therefore lost the characteristics of glass fibre articles (Chapter 39); (b) mineral wools (see Note 4 to Chapter 70) and articles thereof of heading 6806; (c) roofing boards with a base of glass fibre web or fabric, completely or on both faces coated with asphalt or similar material (heading 6807); (d) multiple-walled insulating glass with an interlayer of glass fibre (heading 7008); (e) optical fibre cables of heading 8544, electrical insulators (heading 8546) and fittings of insulating material (heading 8547); (f) optical fibres, fibre bundles and cables of heading 9001; (g) dolls' wigs of glass fibres (heading 9503) and fishing rods made of glass fibre and synthetic resin (heading 9507); (h) brushes of glass fibres (heading 9603).

Subheading Explanatory Notes. Subheading 7019 11 Chopped strands (staple fibres) are obtained by cutting strands consisting of many parallel filaments. Chopped strands are generally used to impart strength to, for example, plastics or mortars. Subheading 7019 12 Rovings consist of one or more loosely assembled strands made up of long filaments with a slight twist (less than 5 turns per metre) or without twist. Rovings are generally used in the production of multifilament glass yarn, but may also be used directly in weaving certain kinds of glass fabrics, e.g., drapery fabrics. Subheading 7019 19 This subheading covers slivers. Slivers consist of short staple fibres, generally less than 380 mm in length. These fibres lie loosely parallel to one another and form a rope-like strand with a slight twist (less than 5 turns per metre) or without twist. Slivers are generally used for the manufacture of yarn, but may also be used in the manufacture of wires and cable. Yarn of this subheading is twisted and consists either of filaments or of staple fibres. Subheading 7019 31 Mats are flat reinforcing products of strands of glass filaments, consisting of several hundred randomly distributed parallel filaments. These filaments may be chopped (chopped strand mats) or not (continuous filament mats) and are bonded together by means of a binder or by needling. The filaments remain parallel and can be individually removed by hand from the mat without damaging it. Subheading 7019 32 Thin sheets (voiles) are nonwovens made of individual glass fibres (filaments) distributed in random order. The fibres are bonded together by means of a binder and pressed. They may sometimes incorporate reinforcing threads, most often running along the entire length of the material. Unlike glass mats, these materials do not allow individual filaments to be removed by hand without damaging the material itself. Thin sheets differ from webs, sheet materials and other insulating products by their uniform thickness, not exceeding 5 mm.
