Powders, of pig iron, spiegeleisen, iron or non-alloy steel (excl. powders of ferro-alloys and radioactive iron powders "isotopes")

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

7205 Granules and powders of refining and mirror cast iron, ferrous metals: 7205 10 - granules - powders: 7205 21 - - from alloy steel 7205 29 - - - other

The definition of pellets is given in Note 1(h) to this Chapter. This heading includes granules, that is, fractions of more or less round shapes, and faceted “stars”. The fraction is obtained as a result of pouring liquid ferrous metals into cold water or into a stream of water; stars are obtained by crushing a large fraction or cold crushing of sheets, etc. of hardened metal. These articles are classified in this heading whether or not they have been sorted by size. Shots and asterisks are used to clean and remove scales or surface hardening (shot-blasting) of metal, for polishing or engraving metal or ste kla, for processing stone, etc. They're also

are added to concrete as an aggregate which increases its wear resistance, or to increase its impermeability to X-rays and gamma rays. This heading also covers wire pellets obtained by cutting iron or steel wire, which are used for the purposes described above. (B) POWDERS Powders are defined in Note 8 (b) to Section XV. Powders of pig iron, spiegeleisen, iron or steel are materials suitable for pressing or sintering, obtained by atomising molten iron or steel, by reduction of iron oxides (dry process), by crushing pig iron, sponge iron or steel wire, by precipitation (wet process), by decomposition of iron carbonyl, by electrolysis of aqueous solutions of iron salts or by grinding iron or steel (including ground filings). Various articles can be obtained from these powders (including sponge iron powder) by sintering, among them cores for electromagnetic coils used in telephones, magnetos, etc. They are also used in the manufacture of welding electrodes and powdered welding fluxes, in the chemical industry (especially as reducing agents), and sometimes in the manufacture of pharmaceutical preparations (powder obtained by grinding iron filings). This heading excludes: (a) radioactive iron powders (isotopes) (heading 2844); (b) iron powders put up as medicaments under heading 3003 or 3004; (c) granules and powders of ferro-alloys (heading 7202); (d) filings and turnings of iron or steel (heading 7204); (e) small defective balls for bearings which, although often used for the same purposes as shot, fall in heading 7326 under Note 6 to Chapter 84. Such balls differ from shot in having a more regular and worked surface and in being made of better quality steel.

Sub-Chapter II IRON AND NON-ALLOY STEEL GENERAL Provided that the products are of iron or non-alloy steel, this sub-Chapter covers: (1) Ingots or other primary forms, such as puddled bars, pilings, blocks, lumps, including steel in the molten state (heading 7206). (2) Semi-finished products, such as blooms, billets, rounds, slabs, sheet bars, roughly shaped forgings, blanks for angles, shapes and sections (heading 7207). (3) Flat-rolled products (headings 7208 to 7212). (4) Bars and rods, hot-rolled, in irregularly wound coils (heading 7213) and other bars and rods (heading 7214 or 7215).

(5) Corners, shaped and special profiles (heading 7216). (6) Wire (heading 7217).

These products are not supplied in rolls;

(k) “flat rolled” means rolled products of a continuous rectangular (other than square) section which do not fall within the definition of (ij) above and are manufactured as follows:

These articles may:

have notches, protrusions, furrows or other deformations obtained during rolling (rebars);

- to be twisted after rolling;

(n) "corners, shaped and special profiles" means articles having the same continuous cross-section along the entire length, which do not fall under any of the definitions in (ij), (k), (l) or (m) or the definition of wire.

Subheading notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. In this chapter, the following expressions have the meanings hereby assigned to them:

(a) Alloy pig iron Pig iron containing, by weight, one or more of the following elements in the specified proportions: — more than 0,2 % of chromium, — more than 0,3 % of copper, — more than 0,3 % of nickel, — more than 0,1 % of any of the following elements: aluminium, molybdenum, titanium, tungsten (wolfram), vanadium.

(b) Non-alloy free-cutting steel Non-alloy steel containing, by weight, one or more of the following elements in the specified proportions: — 0,08 % or more of sulphur, — 0,1 % or more of lead, — more than 0,05 % of selenium, — more than 0,01 % of tellurium, — more than 0,05 % of bismuth.

(c) Silicon-electrical steel Alloy steels containing by weight at least 0,6 % but not more than 6 % of silicon and not more than 0,08 % of carbon. They may also contain by weight not more than 1 % of aluminium but no other element in a proportion that would give the steel the characteristics of another alloy steel.

(d) High-speed steel Alloy steels containing, with or without other elements, at least two of the three elements molybdenum, tungsten and vanadium with a combined content by weight of 7 % or more, 0,6 % or more of carbon and 3 to 6 % of chromium.

(e) Silico-manganese steel Alloy steels containing by weight: — not more than 0,7 % of carbon, — 0,5 % or more but not more than 1,9 % of manganese, and — 0,6 % or more but not more than 2,3 % of silicon, but no other element in a proportion that would give the steel the characteristics of another alloy steel.

2. For the classification of ferro-alloys in the subheadings of heading 7202, the following rule should be observed: A ferro-alloy is considered as binary and classified under the relevant subheading (if it exists) if only one of the alloy elements exceeds the minimum percentage laid down in note 1(c) to this chapter; by analogy, it is considered respectively as ternary or quaternary if two or three alloy elements exceed the minimum percentage. For the application of this rule, the unspecified ‘other elements’ referred to in note 1(c) to this chapter must each exceed 10 % by weight.
