Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

The definition of flat rolled is given in note 1 (k) to this chapter.

The articles of this heading may be subjected to the following surface treatment: (1) Removal of scale, etching, shabreniya and other processes to remove scale and crust formed in the process of heating the metal. (2) Applying a coarse coating designed solely to protect the products from rust or other oxidation, to prevent slipping during transport and to treat them, for example, applying paint coatings containing active anti-corrosion pigment, such as lead mead, zinc dust, zinc oxide, zinc chromate, iron oxide (iron mead, crocus), and applying unpigmented coatings based on oils, fat, wax, paraffin, graphite, tar or bitum. (3) Polling, grinding or similar processing. (4) Artificial oxidation (through various chemical processes, such as immersion in an oxidative solution), patination, ronenium (black annealing), bronze (by various methods), which also form an oxide film on the surface of the product, which improves its appearance. These operations increase the corrosion resistance of the product. (5) Chemical surface treatment, for example: – phosphation, which consists in immersing the product in a solution of phosphates of metals, in particular manganese, iron and zinc; this process is known as phosphation or bonding depending on the duration of the operation and the temperature of the bath; – oxalation, boroning, etc., in which methods similar to those used for phosphating, using appropriate salts or acids; – chromatization, which consists in immerging the product in a solution, the main components of which chromic acid or chromate. The advantages of these chemical surface treatment methods include that they protect the surface of the metal, facilitate the subsequent cold deformation of the processed products and the use of paints or other non-metallic protective coatings. The flat roll of this heading may have a relief pattern on the surface obtained directly as a result of rolling, for example, furrows, protrusions, cages, slots, ribs, diamonds, or such shapes may be made after rolling (for example, perforation, corrugation, removal of chamfer or rounding at the edges), provided that as a result of these operations the rental does not acquire the distinguishing features of the products included in other headings. However, this heading does not include flat-rolled, clad, electroplated or otherwise coated with metal or coated with non-metallic materials such as paints, enamel or plastics (heading 7210). This heading also excludes flat-rolled constructions which are clad in precious metals (Chapter 71). “corrugated sheet” means articles having the correct wavy shape of a curve (e.g. sine wave) line. For classification purposes, the width of the corrugated side shall be taken as

effective width in corrugated form. However, this heading does not cover so-called ribbed articles having an angular profile (e.g. square, triangular or trapezoidal) (usually heading 7216). This heading covers flat rolled products of any size other than rectangular or square, provided that these products do not acquire the distinguishing features of the articles or products of other headings. This heading covers, inter alia, “broadband rolls”, “sheets” and “stoves”. In addition, this heading also includes certain articles referred to as “wideband rolled steel” (known in some parts of the world as “universal broadband steel”). For the purposes of this heading, “wideband rolled” means products of rectangular (other than square) cross-section, not in rolls, which have been hot rolled over four faces in a closed caliber or on a universal mill, not less than 4 mm thick and 600 mm wide or more, but not more than 1250 mm wide. Thus, “broadband rolled” has more direct, more precisely finished sides and sharper edges than “broadband rolled lon”, “thin rolled” or “thick rolled”. It is never subjected to secondary rolling, but is directly used in steel structures, etc. without further machining of the edges. “Broadband roll”, “thick roll” and “ncolist rolled” are produced by hot rolling of ingots, slabs and cobbles, after which they are sometimes transverse or longitudinal cutting. “Broadband roll” can be distinguished from “thin-rolled” and “thick-rolled”, since “thick-rolled” and “thin-rolled” are produced in a flat form, while “broad-band roll” is supplied wound into rolls consisting of layers with almost flat sides. Hot-rolled "broadband rolls" are used either directly in the same way as "thin-rolled" and "thick-rolled" or are processed into other products such as "sheets" and "slabs", welded pipes, bent shaped and special profiles. "Tonkolist rolled" and "thick-rolled" are used in shipbuilding, car building, production of tanks, steam boilers, bridges and other structures where high strength is required. Some "sheets" and "slabs" may have dimensions similar to those of slabs and cloths. However, they can be distinguished from slabs and clumps because: (1) they are most often transversely rolled (longitudinal and transverse direction), and sometimes obliquely rolled, and slabs and coils are only rough rolled in the longitudinal direction (on a slab or clamping mill); (2) their edges are usually trimmed with scissors or a gas cutter and have traces of scisssors or flames, while slabs and coils have rounded edges; (3) thickness tolerances and surface defects are equally rigid and lacking.

This heading excludes: (a) expanded metal of iron or steel (heading 7314); (b) blanks for articles of Chapter 82. Subheading Explanatory Notes. Subheadings 7208 10, 7208 25, 7208 26, 7208 27, 7208 36, 7208 37, 7208 38, 7208 39, 7208 40, 7208 51, 7208 52, 7208 53 and 7208 54 In addition to hot-rolling, the products of these subheadings may have been subjected to the following finishing or surface treatments: (1) Hot straightening. (2) Annealing, hardening, tempering, case-hardening, nitriding and other similar heat treatments to improve the properties of the metal. (3) Unless the context otherwise requires, the surface treatments described in paragraphs (1) and (2) of the Explanatory Note to heading 7208. Descaling is achieved: (a) by acid pickling or reduction (chemical or thermal processes), whether or not combined with treatment with milk of lime (liming); (b) mechanically (scalping, rough polishing, rough grinding, sand-blasting, etc.). Products which have been descaled mechanically can usually be identified by the following characteristics: (i) scalped steel has a bright surface with coarse continuous parallel striations which are clearly visible to the naked eye and can be felt by touch; (ii) rough-ground and sand-blasted surfaces are usually uneven, with a matt finish. The marks left by the grinding tool are clearly visible. On the other hand, fine grinding gives a perfectly smooth, bright surface, which may even be mirror-like. The marks left by the working tool are often practically invisible. (4) Skin-passing, as described in paragraph (IV) (B) of the General Explanatory Note to this Chapter. (5) Stamping, punching, printing, etc., of simple inscriptions such as trade marks. (6) Cutting into rectangular (including square) shapes. (7) Operations solely for the purpose of detecting flaws in the metal.

Subheading notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. In this chapter, the following expressions have the meanings hereby assigned to them:

(a) Alloy pig iron Pig iron containing, by weight, one or more of the following elements in the specified proportions: — more than 0,2 % of chromium, — more than 0,3 % of copper, — more than 0,3 % of nickel, — more than 0,1 % of any of the following elements: aluminium, molybdenum, titanium, tungsten (wolfram), vanadium.

(b) Non-alloy free-cutting steel Non-alloy steel containing, by weight, one or more of the following elements in the specified proportions: — 0,08 % or more of sulphur, — 0,1 % or more of lead, — more than 0,05 % of selenium, — more than 0,01 % of tellurium, — more than 0,05 % of bismuth.

(c) Silicon-electrical steel Alloy steels containing by weight at least 0,6 % but not more than 6 % of silicon and not more than 0,08 % of carbon. They may also contain by weight not more than 1 % of aluminium but no other element in a proportion that would give the steel the characteristics of another alloy steel.

(d) High-speed steel Alloy steels containing, with or without other elements, at least two of the three elements molybdenum, tungsten and vanadium with a combined content by weight of 7 % or more, 0,6 % or more of carbon and 3 to 6 % of chromium.

(e) Silico-manganese steel Alloy steels containing by weight: — not more than 0,7 % of carbon, — 0,5 % or more but not more than 1,9 % of manganese, and — 0,6 % or more but not more than 2,3 % of silicon, but no other element in a proportion that would give the steel the characteristics of another alloy steel.

2. For the classification of ferro-alloys in the subheadings of heading 7202, the following rule should be observed: A ferro-alloy is considered as binary and classified under the relevant subheading (if it exists) if only one of the alloy elements exceeds the minimum percentage laid down in note 1(c) to this chapter; by analogy, it is considered respectively as ternary or quaternary if two or three alloy elements exceed the minimum percentage. For the application of this rule, the unspecified ‘other elements’ referred to in note 1(c) to this chapter must each exceed 10 % by weight.
