Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

7214 Other bars and rods of iron or non-alloy steel, not further worked than forged, hot-rolled, hot-drawn or hot-extruded, but including those twisted after rolling: 7214 10 – Forged 7214 20 – Containing indentations, ribs, grooves or other deformations produced during the rolling process or twisted after rolling 7214 30 – Other, of free-cutting steel – Other: 7214 91 – – Of rectangular (other than square) cross-section 7214 99 – – Other
Other bars and rods are defined in Note 1 (m) to this Chapter. Bars and rods of this heading are usually obtained by hot-rolling or forging blooms, billets, puddled bars or piles of wrought iron; they are sometimes also obtained by hot-drawing or hot-extrusion. In general, bars and rods can be distinguished from other rolled, forged or drawn products because: (1) they have a more even and better finished surface than puddled bars (heading 7206), blooms, rectangular or round billets, slabs and sheet bars (heading 7207). Their cross-section is uniform and, when square or rectangular, they have sharp edges; (2) they are relatively thicker in relation to their width than the products of heading 7208 or 7211. Bars and rods of this heading are mainly presented in straight lengths or in coils. The products of this heading may be subjected to such surface treatments as: (1) Descaling, pickling, scraping and other processes for removing the scale and crust formed during the heating of the metal. (2) Application of a rough coating intended solely to protect the products from rust or other oxidation, to prevent slipping during
transportation and to facilitate the handling I have, for example, the application of paint coatings containing active anti-corrosion pigment, for example, lead meadow, zinc dust, zinc oxide, zinc chromate, iron oxide (iron meadow, crocus), and unpigmented coatings based on oils, fat, wax, paraffin, graphite, tar or bitum. (3) Removal of small quantities of metal for testing. This heading also covers: (1) Tubs which are rolled with protrusions or recesses (e.g., teeth, grooves, ridges), provided that the shape of their general cross-section corresponds to one of the geometric shapes defined in Note 1(m) to this Chapter; these protrusions or recesses must be designed solely to improve the adhesion to concrete, etc. (2) Tubs which must be specially twisted after rolling, for example, rods rolled with two or more longitudinal rods, which have been obtained from one scrolling rod (3); However, this heading does not include: (a) articles consisting of two or more rolled rods twisted together (heading 7308); (b) cut from rods of a length not exceeding the maximum cross-sectional dimension (heading 7326).

Subheading notes
English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.
1. In this chapter, the following expressions have the meanings hereby assigned to them:
(a) Alloy pig iron Pig iron containing, by weight, one or more of the following elements in the specified proportions: — more than 0,2 % of chromium, — more than 0,3 % of copper, — more than 0,3 % of nickel, — more than 0,1 % of any of the following elements: aluminium, molybdenum, titanium, tungsten (wolfram), vanadium.
(b) Non-alloy free-cutting steel Non-alloy steel containing, by weight, one or more of the following elements in the specified proportions: — 0,08 % or more of sulphur, — 0,1 % or more of lead, — more than 0,05 % of selenium, — more than 0,01 % of tellurium, — more than 0,05 % of bismuth.
(c) Silicon-electrical steel Alloy steels containing by weight at least 0,6 % but not more than 6 % of silicon and not more than 0,08 % of carbon. They may also contain by weight not more than 1 % of aluminium but no other element in a proportion that would give the steel the characteristics of another alloy steel.
(d) High-speed steel Alloy steels containing, with or without other elements, at least two of the three elements molybdenum, tungsten and vanadium with a combined content by weight of 7 % or more, 0,6 % or more of carbon and 3 to 6 % of chromium.
(e) Silico-manganese steel Alloy steels containing by weight: — not more than 0,7 % of carbon, — 0,5 % or more but not more than 1,9 % of manganese, and — 0,6 % or more but not more than 2,3 % of silicon, but no other element in a proportion that would give the steel the characteristics of another alloy steel.
2. For the classification of ferro-alloys in the subheadings of heading 7202, the following rule should be observed: A ferro-alloy is considered as binary and classified under the relevant subheading (if it exists) if only one of the alloy elements exceeds the minimum percentage laid down in note 1(c) to this chapter; by analogy, it is considered respectively as ternary or quaternary if two or three alloy elements exceed the minimum percentage. For the application of this rule, the unspecified ‘other elements’ referred to in note 1(c) to this chapter must each exceed 10 % by weight.
