Wire of iron or non-alloy steel, in coils, containing by weight < 0.25% carbon, copper-coated (excl. bars and rods)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

The definition of the wire of this heading is given in Note 1(o) to this Chapter. The wire is produced mainly from hot-rolled rods of heading 7213 by drawing through a filter, but it can also be obtained by any other cold-deformation process (e.g., cold-rolling). The wire is supplied in the bays (with or without stacked turns, with or without an account holder). A wire which has been treated (e.g., corrugated) shall remain in this heading, provided that it does not thereby acquire the character of articles belonging to other headings. Wire coated with a material, for example, such as textile, when the ferrous metal core is the main structural element and the other material serves only as a coating (for example, iron and steel wire for the manufacture of hat frames (hat wire), rods for artificial flowers or curlers) is also included in this heading. Wire is used for many purposes, such as making fences, wire mesh, wire fabrics, nails, cables, buttons, needles, tools and springs. This heading does not include: (a) metallized thread (heading 5605), string or wire-reinforced cord (heading 5607); (b) twisted wire, cables, ropes and the like articles of heading 7312; (c) barbed wire; flat twisted single wire (barbed or non-piercing) used for fences (heading 7313); and (d) "paired" wire used for textile machines. obtained by soldering to each other two threads of wire after dragging, wire twisted into hinges at one or both ends for subsequent binding (heading 7326); (e) coated welding electrodes, etc. (heading 8311); (f) serrated wire used as a needle headset (steel needle headset) (heading 8448); (g) insulated electrical wire (including enamel wire) (heading 8544);

(h) strings of musical instruments (heading 9209). Explanation of subheadings. See the Explanatory Note to the subheadings of heading 7210 for products having more than one coating.

Sub-Chapter III STAINLESS STEEL GENERAL Creep-resisting and heat-resisting steel, and other kinds of steel meeting the criteria defined in Note 1 (e) to this Chapter, are to be classified as stainless steel. Owing to its high corrosion resistance, stainless steel is widely used in many fields, e.g., in the manufacture of silencers, catalytic converters or transformer tanks. This sub-Chapter covers stainless steel in the forms specified in headings 7218 to 7223.

Subheading notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. In this chapter, the following expressions have the meanings hereby assigned to them:

(a) Alloy pig iron Pig iron containing, by weight, one or more of the following elements in the specified proportions: — more than 0,2 % of chromium, — more than 0,3 % of copper, — more than 0,3 % of nickel, — more than 0,1 % of any of the following elements: aluminium, molybdenum, titanium, tungsten (wolfram), vanadium.

(b) Non-alloy free-cutting steel Non-alloy steel containing, by weight, one or more of the following elements in the specified proportions: — 0,08 % or more of sulphur, — 0,1 % or more of lead, — more than 0,05 % of selenium, — more than 0,01 % of tellurium, — more than 0,05 % of bismuth.

(c) Silicon-electrical steel Alloy steels containing by weight at least 0,6 % but not more than 6 % of silicon and not more than 0,08 % of carbon. They may also contain by weight not more than 1 % of aluminium but no other element in a proportion that would give the steel the characteristics of another alloy steel.

(d) High-speed steel Alloy steels containing, with or without other elements, at least two of the three elements molybdenum, tungsten and vanadium with a combined content by weight of 7 % or more, 0,6 % or more of carbon and 3 to 6 % of chromium.

(e) Silico-manganese steel Alloy steels containing by weight: — not more than 0,7 % of carbon, — 0,5 % or more but not more than 1,9 % of manganese, and — 0,6 % or more but not more than 2,3 % of silicon, but no other element in a proportion that would give the steel the characteristics of another alloy steel.

2. For the classification of ferro-alloys in the subheadings of heading 7202, the following rule should be observed: A ferro-alloy is considered as binary and classified under the relevant subheading (if it exists) if only one of the alloy elements exceeds the minimum percentage laid down in note 1(c) to this chapter; by analogy, it is considered respectively as ternary or quaternary if two or three alloy elements exceed the minimum percentage. For the application of this rule, the unspecified ‘other elements’ referred to in note 1(c) to this chapter must each exceed 10 % by weight.
