Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
8%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

None: russian bans and restrictions, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.

(A) SCREWS, BOLTS AND NUTS Bolts and nuts (including bolt ends), studs and other screws for metal, whether threaded on a machine, threaded with a tap or not threaded, wood screws and coach screws are threaded (in the finished article) and are used for assembling or fastening articles in such a way that they can be taken apart easily and without damage. Bolts and screws for metal are cylindrical rods having a close helical thread; they are rarely pointed, have slotted heads or are headed for tightening with a spanner, or they may be countersunk. A bolt is designed to be secured by a nut, whereas screws for metal are most often screwed into a hole tapped in the material for fastening, and they are therefore, as a rule, threaded along their entire length, while bolts usually have part of the shank unthreaded. This heading covers all types of fastening bolts and metal screws irrespective of shape and purpose, including U-bolts, bolt ends (i.e., cylindrical rods threaded at one end), studs (i.e., short rods threaded at both ends) and screw studs (i.e., rods threaded along their entire length). Nuts are metal pieces for fastening bolts. They are usually threaded throughout, but are sometimes blind. This heading includes wing nuts, butterfly nuts, etc. Lock-nuts (usually thinner and serrated) are sometimes used with bolts. Blanks for bolts and for untapped nuts also fall in this heading.

Wood screws differ from bolts and screws for metal in their tapered shape and pointed ends, and they have a more steeply inclined thread for cutting a hole in the material. Moreover, wood screws almost always have slotted and countersunk heads, and they are never used with nuts. Coach screws (lag screws) are large wood screws with square or hexagonal unslotted heads. They are used for fixing rails to sleepers and for assembling rafters and similar heavy timber structures. The heading covers self-tapping (Parker) screws; they resemble wood screws in that they have a slotted head and a cutting thread, and are pointed or tapered at the end. They can therefore screw themselves into thin metal sheets, marble, slate, plastics, etc. The heading also covers all non-pointed, as well as pointed, drive screws (or screw nails), provided they have slotted heads. Drive screws have a steeply inclined thread and are often driven into the material with a hammer, but in most cases can be removed only with a screwdriver. The Chapter excludes: (a) Pointed screw nails with unslotted heads (heading 7317). (b) Screw stoppers (heading 8309). (c) Screw mechanisms, sometimes called screws, which are used to transmit motion or act otherwise as an active part of a machine (e.g., Archimedean screws; worm gears and threaded shafts for presses; closing mechanisms of valves and cocks, etc.) (Chapter 84). (d) Piano tuning pins and similar threaded parts of musical instruments (heading 9209).

(B) SCREW HOOKS AND SCREW RINGS These articles are used for suspending or fastening other objects and differ from the hooked dowels of the preceding heading only in that they are threaded. (C) RIVETS Rivets differ from the articles described above in that they are not threaded; they are usually cylindrical with a round, flat, truncated-cone or countersunk head. They are used for permanently joining metal parts (e.g., in large structures, ships and containers). This heading excludes tubular or bifurcated rivets for general use (heading 8308), but rivets which are only partially hollow remain in this heading. (D) COTTER-PINS AND COTTERS Cotter-pins, usually of double form, are used for insertion into holes in spindles, shafts, bolts, etc., to prevent displacement of the parts fixed on them. Cotters and taper pins are used for similar purposes but are usually larger and more massive; like cotter-pins, they may be designed to pass through holes (in which case they are often wedge-shaped) or to fit into slots or grooves cut around the shaft, spindle, etc., in which case they may be of various shapes, e.g., horseshoe-shaped or conical.

Circlips are made in various shapes: from a simple split ring to more complex types (with eyelets or grooves to facilitate their fitting by means of special pliers). Whatever their shape, they are always intended to be fitted in a groove either around a shaft or inside a cylindrical bore, to prevent relative movement of parts. (E) WASHERS Washers are usually small thin discs with a hole in the middle; they are placed between a nut and one of the parts being fastened, to protect it. Washers may be solid, split (e.g., Grover spring washers), curved, conical, etc. Subheading Explanatory Notes. Subheading 7318 12 The term "screw" does not cover screw hooks and screw rings; the latter fall in subheading 7318 13. Subheading 7318 14 This subheading covers self-tapping (Parker) screws, described in the Explanatory Note to heading 7318, Part (A).

Notes to chapter 73 — Articles of iron or steel 3 items

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. In this chapter, the expression ‘cast iron’ applies to products obtained by casting in which iron predominates by weight over each of the other elements and which do not comply with the chemical composition of steel as defined in note 1(d) to Chapter 72.

2. In this chapter, the word ‘wire’ means hot- or cold-formed products of any cross-sectional shape, of which no cross-sectional dimension exceeds 16 mm.

1. Drilling pipes are used for descent into a borehole and lifting a rock-destroying tool, transferring rotation, creating an axial load on the tool, supplying a washing fluid or compressed air to the bottom. There are ordinary, weighted and leading drill pipes.

Ordinary drill pipes (heading 7304) - usually one-piece round cross-section, are connected by means of drill locks or semi-locks with special large conical threads.

Weighted drill pipes (heading 8431) are usually round or square cross-sections with an increased wall thickness; they are also connected by thread and serve to increase the stiffness of the lower part of the column and to place a load on the rock-destroying tool.

Leading drill pipes (heading 8431) - multifaceted cross-section, are placed at the top of the column of drill pipes and transmit it rotation from the rotator of the drilling rig.
