7407 10 000 0 — Copper bars, rods and profiles: of refined copper
Copper bars, rods and profiles: of refined copper
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

Explanatory notes to heading 7407 2 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
7407 Copper bars and profiles: 7407 10 – from refined copper – from copper alloys: 7407 21 – from alloys based on copper and zinc (brass) 7407 29 – other
Bars and rods are defined in Note 1 (d), and profiles in Note 1 (e), to this Chapter. The products of this heading are usually obtained by rolling, extrusion or drawing, but they may also be obtained by forging (by press or hammer). They may then be cold-worked (if necessary after annealing) by cold drawing, straightening or other processes which give the products high precision. They may also be subjected to machining (e.g., drilling, punching, twisting or crimping) provided that they do not thereby acquire the character of articles or products of other headings. This heading also covers hollow profiles, including ribbed tubes and pipes obtained by extrusion. However, tubes and pipes to which ribs or fins are attached, e.g., by welding, are excluded from this heading and generally fall in heading 7419. Bars and rods obtained by casting (including so-called "chill" and continuous casting) or by sintering fall in heading 7403 provided that after production they have not been subjected to working other than simple trimming or scalping. However, if at this stage they have been subjected to other working, they fall in this heading provided that they have not thereby acquired the character of articles of other headings. Wire-bars and billets with tapered ends or otherwise worked to facilitate their entry into machines for converting them into, for example, wire rod or tubes, however, fall in heading 7403.

1. The terms used in this chapter mean:
(a) “refined copper” means a metal containing not less than 99.85 % by weight of copper or a metal containing not less than 97.5 % by weight of copper, provided that the content by weight of each other element does not exceed the limits specified in the following table:

* Other elements include, for example, Al, Be, Co, Fe, Mn, Ni, Si
(b) "copper alloys" means metal alloys, other than unrefined copper, in which copper is greater in mass than any other element, provided that:
(i) the mass content of at least one of the other elements exceeds the limit indicated in the above table; or
(ii) the total content of other elements exceeds 2.5 % by weight.
(c) "ligatures" means alloys containing, among other elements, more than 10 % by weight of copper, not suitable for deformation in the cold state and used mainly as additives in the manufacture of other alloys or as oxidants, desulphurators or for other similar purposes in non-ferrous metallurgy. However, copper phosphide (copper phosphorus) containing more than 15 % by weight of phosphorus is classified in heading 2853.
Subheading notes
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
1. The terms used in this group have the following meanings:
(a) “copper and zinc (brass)-based alloys” means alloys of copper and zinc, whether or not containing other elements. If other elements are present, then:
zinc by weight must exceed each of these other elements.
- in the presence of nickel, its content should not exceed 5 wt.% (see copper-nickel-zinc alloys (neusilbers)); and
- in the presence of tin, its content should not exceed 3 wt.% (see copper-tin alloys (bronzes)).
(b) “alloys based on copper and tin (bronze)” means alloys of copper and tin containing or not containing other elements. In the presence of other elements, the tin content by weight exceeds the content by weight of each of these elements, except when the content of tin 3 wt.% or more zinc content by weight may exceed the content by weight of tin, but it should be less than 10 wt.%.
(c) "alloys based on copper, nickel and zinc (neusilbers)" means alloys of copper, nickel and zinc, whether or not containing other elements. The nickel content is 5 wt.% or more (see copper-zinc alloys (brass)).
(d) “copper and nickel-based alloys” means alloys of copper and nickel containing or not containing other elements, but in any case with a content not exceeding 1% by weight of zinc. In the presence of other elements, the nickel content by weight exceeds the content by weight of each of these elements.
