7607 19 — Aluminium foil, not backed, rolled and further worked, of a thickness of <= 2 mm (excl. stamping foils of heading 3212, and foil made up as christmas tree decorating material)
Aluminium foil, not backed, rolled and further worked, of a thickness of <= 2 mm (excl. stamping foils of heading 3212, and foil made up as christmas tree decorating material)
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 7607 2 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
7607 Aluminum foil (without a base or based on paper, cardboard, plastic or similar materials) with a thickness (not counting the base) of not more than 0.2 mm (+): - without a base: 7607 11 - rolled, but without further processing 7607 19 - - - other 7607 20 - with a base
This heading covers the products defined in Note 1 (d) to this Chapter, when their thickness does not exceed 0.2 mm. The provisions of the Explanatory Note to heading 7410 concerning copper foil apply, mutatis mutandis, to this heading. Aluminium foil is used in the manufacture of bottle caps and capsules, for packing foodstuffs, cigars, cigarettes, tobacco, etc. Aluminium foil is also used for the preparation of the fine powders of heading 7603, in corrugated sheets for thermal insulation, for imitation silvering and as a dressing material in veterinary medicine. The heading excludes: (a) Stamping foils (also known as blocking foils), composed of aluminium powder agglomerated with gelatin, glue or other binder, or of aluminium deposited on paper, plastics or other support, and used for printing book covers, hat bands, etc. (heading 3212). (b) Paper and paperboard for making cartons for milk, fruit juice or other food products, lined with aluminium foil (on the side which will later form the inside surfaces of the cartons), provided they retain the essential character of paper or paperboard (heading 4811). (c) Printed labels and tags of aluminium foil, identifiable as specific printed matter (heading 4911). (d) Plates, sheets and strip or bands of a thickness exceeding 0.2 mm (heading 7606). (e) Foil in the form of New Year and Christmas tree decorations (heading 9505). Subheading Explanatory Note. Subheading 7607 11 In addition to cold or hot rolling, the products of this subheading may be subjected to the following treatments: (1) Heat treatment, such as stress relieving or annealing. This treatment also removes the lubricant remaining after rolling. (2) Trimming, slitting into strips or cutting to rectangular (including square) shape, i.e., dividing a wide strip into narrow strips. (3) Separation (unwinding) of thin multi-layer laminated sheets. This operation is necessary when two or more coils of foil are rolled simultaneously at the final rolling stage. (4) Chemical cleaning or washing, which is normally carried out to remove residual lubricant if heat treatment is not envisaged.

1. The terms used in this chapter mean:
(a) "non-alloy aluminum" means a metal containing at least 99 % by weight of aluminium, provided that the mass content of each of the other elements does not exceed the limits specified in the following table:
Other elements
Element
Maximum content, wt.%
Fe+Si
(iron plus silicon)
1.0
Other elements (each of them)
0.1
Other elements include, for example, Cr, Cu, Mg, Mn, Ni, Zn.
Copper content is allowed in quantities greater than 0.1 wt.%, but not more than 0.2 wt.%, provided that the content of chromium or manganese is not more than 0.05 wt.%.
(b) "aluminum alloys" means metal alloys in which the aluminium content by mass exceeds that of each of the other elements contained in the alloy, provided that:
(i) the mass content of at least one of the other elements or iron and silicon taken together will exceed the mass limit indicated in the table; or
(ii) the total content of other elements is more than 1% by weight.
2. Notwithstanding the provisions of note 9 (c) to section XV, for the purposes of subheading 7616 91, the term “wire” means only articles rolled up or not rolled into coves and with any shape of cross-section not exceeding 6 mm.

1. In subheading 7601 20 200, the following terms mean:
- "slabs" - raw products having a continuous cross-section throughout the length in the form of rectangles or other polygons, with a width of more than 800 mm, a thickness of more than 280 mm and a length always exceeding the width and thickness. These products are intended for rolling;
- "tickets" - raw products having a continuous cross-section in the form of circles (including "flattened circles"), with a diameter of more than 125 mm. These products are designed for extruding.
