7610 90 — Structures and parts of structures, of aluminium, n.e.s., and plates, rods, profiles, tubes and the like, prepared for use in structures, of aluminium, n.e.s. (excl. prefabricated buildings of heading 9406, doors and windows and their frames and thresholds for doors)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 7610 2 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

7610 Aluminum metal structures (other than prefabricated building metal structures of heading 9406) and parts thereof (e.g. bridges and sections thereof, towers, lattice masts, ceilings for roofs, construction farms, doors, windows and their frames, thresholds for doors, balustrades, supports and columns); sheets, rods, profiles, pipes and similar aluminium articles intended for use in metal structures: 7610 10 doors, windows and their frames, thresholds for doors 7610 - 90

The provisions of the Explanatory Note to heading 7308 apply, mutatis mutandis, to this heading. In the case of aluminum, parts of the structures are sometimes joined by synthetic resins or rubber-based formulations instead of being fastened by conventional means, such as riveting, bolts, etc. Due to the inherent lightness, aluminum and its alloys are sometimes used instead of ferrous metals in the manufacture of frame structures, ship frames, bridges, sliding doors, electrical networks or radio supports, telescopic mine racks, door or window frames, handrails, etc. This heading does not cover: (a) structures identified as parts of articles of Chapters 84 to 88; (b) floating structures of Chapter 89; (c) prefabricated constructions (heading 9406).

Subheading notes

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. The terms used in this chapter mean:

(a) "non-alloy aluminum" means a metal containing at least 99 % by weight of aluminium, provided that the mass content of each of the other elements does not exceed the limits specified in the following table:

Other elements

Element

Maximum content, wt.%

Fe+Si

(iron plus silicon)

1.0

Other elements (each of them)

0.1

Other elements include, for example, Cr, Cu, Mg, Mn, Ni, Zn.

Copper content is allowed in quantities greater than 0.1 wt.%, but not more than 0.2 wt.%, provided that the content of chromium or manganese is not more than 0.05 wt.%.

(b) "aluminum alloys" means metal alloys in which the aluminium content by mass exceeds that of each of the other elements contained in the alloy, provided that:

(i) the mass content of at least one of the other elements or iron and silicon taken together will exceed the mass limit indicated in the table; or

(ii) the total content of other elements is more than 1% by weight.

2. Notwithstanding the provisions of note 9 (c) to section XV, for the purposes of subheading 7616 91, the term “wire” means only articles rolled up or not rolled into coves and with any shape of cross-section not exceeding 6 mm.

Additional note

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

1. In subheading 7601 20 200, the following terms mean:

- "slabs" - raw products having a continuous cross-section throughout the length in the form of rectangles or other polygons, with a width of more than 800 mm, a thickness of more than 280 mm and a length always exceeding the width and thickness. These products are intended for rolling;

- "tickets" - raw products having a continuous cross-section in the form of circles (including "flattened circles"), with a diameter of more than 125 mm. These products are designed for extruding.

1. For the purposes of subheading 7606 12 200 2, the term “multilayer panels” means a flat, multilayered material consisting of two outer aluminium sheets coated and one or more layers of filler forming an inner layer or core.
