8209 00 80 — Plates, sticks, tips and the like for tools, unmounted, of sintered metal carbides or cermets (excl. indexable inserts)

Plates, sticks, tips and the like for tools, unmounted, of sintered metal carbides or cermets (excl. indexable inserts)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8209 2 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8209 Plates, bars, tips and similar articles for tools not fitted thereon, of ceramic metal

The articles included in this heading are usually made in the form of plates, bars, tips, rods, balls, rings, etc., and are of great hardness, even in hot condition, and of great rigidity. Due to their special qualities, these plates, tips, etc. are welded, soldered with refractory solder or fastened with clamping devices to the tools of lathes and milling machines, drills, stamps or other high-speed cutting tools designed for processing metal or other hard material ales. They are classified in this heading, whether or not sharpened or otherwise prepared, but do not fall here if they are already fixed on the instrument; in this case they relate to headings for instruments, especially heading 8207. This heading also excludes: (a) unmixed, unbaked metal carbides (heading 2849); (b) ready-made but not sintered mixtures of metal carbides (heading 3824); (c) ceramic plates, bars, n tips and similar articles for tools (heading 6909); (d) sandblast nozzles and other wear-resistant parts of ceramic machinery (group 84).

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. Apart from blowlamps, portable forges, grinding wheels with frameworks, manicure and pedicure sets, and goods of heading 8209, this chapter covers only articles with a blade, working edge, working surface or other working part of:

(a) base metal;

(b) metal carbides or cermets;

(c) precious or semi-precious stones (natural, synthetic or reconstructed) on a support of base metal, metal carbide or cermet; or

(d) abrasive materials on a support of base metal, provided that the articles have cutting teeth, flutes, grooves, or the like, of base metal, which retain their identity and function after the application of the abrasive.

2. Parts of base metal of the articles of this chapter are to be classified with the articles of which they are parts, except parts separately specified as such and tool-holders for hand tools (heading 8466). However, parts of general use as defined in note 2 to Section XV are in all cases excluded from this chapter. Heads, blades and cutting plates for electric shavers or electric hair clippers are to be classified in heading 8510.

3. Sets consisting of one or more knives of heading 8211 and at least an equal number of articles of heading 8215 are to be classified in heading 8215.
