Plates, sticks, tips and the like for tools, unmounted, of sintered metal carbides or cermets (excl. indexable inserts)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
5%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8209 Plates, bars, tips and similar articles for tools not fitted thereon, of ceramic metal

The articles included in this heading are usually made in the form of plates, bars, tips, rods, balls, rings, etc., and are of great hardness, even in hot condition, and of great rigidity. Due to their special qualities, these plates, tips, etc. are welded, soldered with refractory solder or fastened with clamping devices to the tools of lathes and milling machines, drills, stamps or other high-speed cutting tools designed for processing metal or other hard material ales. They are classified in this heading, whether or not sharpened or otherwise prepared, but do not fall here if they are already fixed on the instrument; in this case they relate to headings for instruments, especially heading 8207. This heading also excludes: (a) unmixed, unbaked metal carbides (heading 2849); (b) ready-made but not sintered mixtures of metal carbides (heading 3824); (c) ceramic plates, bars, n tips and similar articles for tools (heading 6909); (d) sandblast nozzles and other wear-resistant parts of ceramic machinery (group 84).

Notes to chapter 82 — Tools, implements, cutlery, spoons and forks, of base metal; parts thereof of base metal 3 items

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. Apart from blowlamps, portable forges, grinding wheels with frameworks, manicure and pedicure sets, and goods of heading 8209, this chapter covers only articles with a blade, working edge, working surface or other working part of:

(a) base metal;

(b) metal carbides or cermets;

(c) precious or semi-precious stones (natural, synthetic or reconstructed) on a support of base metal, metal carbide or cermet; or

(d) abrasive materials on a support of base metal, provided that the articles have cutting teeth, flutes, grooves, or the like, of base metal, which retain their identity and function after the application of the abrasive.

2. Parts of base metal of the articles of this chapter are to be classified with the articles of which they are parts, except parts separately specified as such and tool-holders for hand tools (heading 8466). However, parts of general use as defined in note 2 to Section XV are in all cases excluded from this chapter. Heads, blades and cutting plates for electric shavers or electric hair clippers are to be classified in heading 8510.

3. Sets consisting of one or more knives of heading 8211 and at least an equal number of articles of heading 8215 are to be classified in heading 8215.

Classification rulings for this code (1)

Polycrystalline diamond carbide hard alloy cutters, made of sintered tungsten carbide (87% wt.) with the addition of cobalt (13% wt.), are designed to be installed on a rock-destroying drilling tool - drilling PDC bit (the supply does not include) as cutting-type working elements (cutting tips) and serve to destroy rock during drilling wells.

Full description

They are hard-alloy cylinders with a fixed tablet of artificial diamonds, produced by sintering diamond powders and hard-alloy substrate under conditions of high pressure and temperature. The tip has a metal component - cobalt, ceramic component - tungsten carbide. The cutters have high hardness, high coefficient of thermal conductivity, low coefficient of friction and thermal expansion. Placed on the outer surface of the drill bit PDC in the appropriate landing nests / pockets and fixed there by low-temperature soldering using special solders made of non-ferrous metals or by pressing incisors into landing nests.

Chisel after work/drilling can be repaired, replacing worn/broken incisors with new ones, for this, a repeated soldering process is performed, in which worn incisors are soldered out and new incisors are soldered in their place. Technical specifications: diameter 16 mm (0.625 in); diamond edge chamfer 0.30 mm (0.012 in) x450; nominal thickness of the diamond layer 2.0 mm (0.080 in); average grain size of diamond D50 - 6 μm/5 μm; metal solvent / catalyst - cobalt; mechanical strength of 8,000 lb-force; abrasion resistance 10×106 intensive wear factor G;

WC base material (tungsten carbide) / 13 weight% cobalt bundle. The goods are packaged in a plastic box, the weight of one product is 35 g.
