8210 00 00 — Hand-operated mechanical appliances, weighing 10 kg or less, used in the preparation, conditioning or serving of food or drink
Hand-operated mechanical appliances, weighing 10 kg or less, used in the preparation, conditioning or serving of food or drink
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

8210 Hand-held mechanical devices of 10 kg or less for the preparation, processing or delivery of food or beverages
This heading covers non-electric mechanical appliances, usually hand-operated, weighing not more than 10 kg and used for preparing, conditioning or serving food or drink. Appliances of this heading are regarded as mechanical if they have mechanisms such as cranks, gearing, worm screws, pumps, etc.; however, a simple lever or plunger is not in itself regarded as a mechanical device and does not qualify for this heading, unless the appliance is fixed to a wall or other surface or has a base plate, etc., for standing on a table, the floor, etc. Accordingly, this heading covers appliances which would fall either in heading 8205 or in Chapter 84 if they did not meet the following conditions: (1) they weigh 10 kg or less; (2) they have the mechanical features mentioned above. The following are examples of articles which fall in this heading provided that they meet the above criteria: coffee or spice mills; vegetable grinders and mashers; mincers and meat slicers; meat tenderisers; cheese graters, etc.; slicers and cutters for vegetables or fruit and potato peelers, including potato chippers; bread slicers; macaroni or spaghetti cutters; fruit stoners (other than spring-loaded stoners operated solely by hand); bottle openers and cappers; mechanical can openers (other than simple can openers of heading 8205); preserving appliances; butter churns; ice-cream makers and dispensers; whisks and mixers for eggs, cream or mayonnaise; fruit or meat juice extractors; ice crushers.

2. Parts of base metal of the articles of this chapter are to be classified with the articles of which they are parts, except parts separately specified as such and tool-holders for hand tools (heading 8466).
