8303 00 40 — Armoured or reinforced safes, strongboxes and doors and safe deposit lockers for strongrooms, of base metal
Armoured or reinforced safes, strongboxes and doors and safe deposit lockers for strongrooms, of base metal
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8303 Fire-free cabinets, safes and doors and locking boxes for the safe storage of valuables in bank vaults, boxes specially designed for the storage of money and documents, and similar articles, armored or reinforced, of base metals
This heading includes containers and lockable boxes of bank vaults intended for the storage of valuables, jewelry, documents, etc. from theft and fire. Incombustible cabinets and safes of this heading are steel containers whose walls are armored (i.e. made of high-strength alloy steel) or consist of sheet steel reinforced, for example, with reinforced concrete. They are used in banks, offices, hotels, etc. Equipped with very reliable locks and often sealed doors and double walls; intermediate spaces are usually filled with heat-resistant materials. This heading covers the doors of bank vaults (with and without door frames) and the safes of bank vaults used in banks, vaults, factories, etc., where large storage space is required. This heading also includes metal boxes for cash or securities (with or without internal branches). They are portable boxes (with a lock acting with a key or with a code lock), sometimes with double walls, which, by virtue of their design, their material, etc., guarantee sufficient protection against theft and fire. Boxes for collections, piggy banks, etc., are also included in this heading, provided that they meet the same requirements for reliability; otherwise they are classified according to their constituent metal or as toys. This heading does not cover: (a) steel doors for all types of dwellings (heading 7308); (b) containers specially designed to resist fire, impact and crushing, the walls of which in particular do not have any serious resistance to opening by drilling or cutting (heading 9403).
