Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

This heading covers machinery and apparatus, manual or motor-operated, for compressing air or other gases or for creating a vacuum, and apparatus for circulating air or other gases.
In general, air pumps, vacuum pumps and compressors operate on the same principles and are arranged in much the same way as liquid pumps (piston, rotary, centrifugal or ejector) described in the preceding heading. However, there are special types of pumps to create a high vacuum: diffusion pumps (using oil or mercury), molecular pumps and exciting pumps (getter pumps, cryonaposes). Sometimes diffusion pumps, however, are made from stacks of la. In this case, they are not included in this heading (Chapter 70). Air and vacuum pumps are used: to accelerate boiling, distillation or evaporation under reduced pressure; to create vacuum in electric lamps or tubes, vacuum bulbs, etc. Air pumps are used to pump air and create pressure (such as pumping car tires). Unlike liquid pumps, air or other gas compressors (other than low-pressure compressors or intermittent compressors) are cooled with water or have ribs or other air-cooling devices (surface cooling) to remove heat that the compressor produces. There are several types of compressors, for example, piston reciprocating - translational, centrifugal, axial and rotary. A special type of compressor, a turbocharger driven by exhaust gases, is used in internal combustion piston engines to increase the developed power. Compressors are widely used for compressing gases in cylinders; in chemical processes; in refrigerators, etc. and for compressing air and other gases in tanks for compression air engines, pneumohammers, winches, brakes, pneumatic tubes, ballast tanks submarines, etc. This heading also includes free piston generators for gas turbines consisting of two horizontally moving pistons in the same cylinder. The cylinder at the ends expands, like compression cylinders, on which two other pistons walk, connected to the leading pistons, creating a pneumatic recoil. Leading pistons are diluted through the explosive action of flammable gas and thus move the compression pistons. During the return course of compression pistons, the air in the compression cylinders is compressed and ejected out with the exhaust gases through the exhaust valves. The high pressure of hot gases acts on the rotor of the gas turbine, thus allowing the generator to be used instead of the combustion chamber and gas turbine compressor. The air pumps and compressors of this heading may be equipped with engines or turbines, as may the pumps of heading 8413.Turbines are most commonly used for high pressure compressors and operate on the principle of a multistage gas turbine.
(B) FANS Fans, whether or not fitted with an integral driving motor, are designed to deliver large volumes of air or other gases at comparatively low pressure, or simply to create a movement of the surrounding air. Fans of the first type may operate as exhausters or as blowers (e.g., the industrial blowers used in wind tunnels). They consist of an air screw or a bladed impeller rotating in a casing or ducting, and work on the principle of the rotary or centrifugal compressor. The second type is of simpler construction, consisting of a driven air screw rotating in the open air. Fans are used, inter alia, for the ventilation of mines and of buildings of all kinds, bunkers and ships; for the extraction of dust, steam, smoke, hot gases, etc.; for drying various materials (leather, paper, textile materials, paints, etc.); and in mechanical forced-draught devices for furnaces. This category of goods also includes room fans, whether oscillating or tilting, ceiling, wall, window or desk types, etc. This heading excludes fans with equipment additional to their electric motors and housings (such as large dust-separating cones, filters, cooling or heating elements and heat exchangers), where that equipment gives them the character of more complex machines of other headings, e.g., non-electric air heaters (heading 7322), air conditioning machines (heading 8415), dust collectors (heading 8421), air coolers for the industrial treatment of materials (heading 8419) or for premises (heading 8479), electric space heating apparatus incorporating fans (heading 8516). (C) VENTILATING OR RECYCLING HOODS OR CABINETS INCORPORATING A FAN, WHETHER OR NOT FITTED WITH FILTERS This category of goods includes kitchen hoods incorporating a fan, installed in domestic kitchens or in restaurants, canteens, hospitals, etc., as well as fume cupboards incorporating a fan for laboratories and for industrial purposes. Compressors, air pumps, fans, blowers, etc., specially designed for use with other machines are classified in this heading and not as parts of those machines. PARTS Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts of the goods of this heading are also classified here (e.g., pump and compressor casings, vanes, impellers, rotors, blades and pistons). This heading also excludes: (a) exhaust gas turbines (heading 8411); (b) emulsion pumps (heading 8413); (c) pneumatic elevators and conveyors (heading 8428); (d) machines for cleaning, sorting or grading seed, grain or dried leguminous vegetables (heading 8437).
