Mowers for lawns, parks or sports grounds, without motor

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading covers machines used in place of hand tools and intended for the mechanical performance of the following operations:

(A) Harvesting of agricultural crops (e.g., harvesting of cereals, harvesting of root crops, gathering, picking up, threshing, baling). This heading also covers grass or hay mowers, pick-up balers and straw or fodder balers. (B) Machines for cleaning, sorting or grading eggs, fruit or other agricultural produce, other than the equipment of heading 8437. The provisions of the Explanatory Note to heading 8432 apply, mutatis mutandis, to this heading, e.g., to tractor-machine units fitted with reapers, threshers, mowers or other interchangeable mounted implements, and to motorised rakes. (A) HARVESTING OR THRESHING MACHINERY, INCLUDING PICK-UP BALERS, STRAW OR FODDER BALERS; GRASS OR HAY MOWERS These include: (1) Lawn mowers, hand-operated or motor-driven. They may have a cutter bar, as on an agricultural mower, rotating blades which cut the grass on contact with a fixed, horizontally positioned blade, or a rotating disc with blades on its outer edge. (2) Mowers (including motor-driven mowers) for cutting grass, etc. They usually consist of a horizontally positioned cutter bar with slotted sections, cutting being effected by the reciprocating movement of the teeth between the fingers of the cutter bar, or they may consist of rotating discs or drums with blades on the outer edge. (3) Mowers fitted with devices for laying the cut crop in swaths on the field (windrowers and mower-conditioners). (4) Tedders (e.g., with forks or drums). (5) Hay-raking machines, usually consisting of a row of wheels with semicircular tines which can be raised automatically. (6) Side-delivery rakes, swath layers, sheaf-binders. (7) Pick-up balers and round balers for picking up hay or straw left on the field and packing it into bales or rolls. (8) Combine harvesters, which successively reap, thresh, clean and discharge the grain. (9) Maize harvesters, corn pickers without chopping unit, harvesting machines and maize shellers. (10) Self-loading trailers, permanently combined with harvesting equipment, for cutting, chopping and transporting grass, maize (on the cob), etc. (11) Cotton harvesters. (12) Flax harvesters. (13) Grape-harvesting machines (towed or self-propelled). (14) Vegetable harvesters (for beans, tomatoes, etc.).

(15) Potato diggers (furious, forked, roaring). (16) Bottle harvesters, root harvesters and root harvesters for harvesting beets and similar root crops. (17) Coil harvesters. (18) Tree shakers. (19) Cleaning machines for other agricultural products (oilseeds, etc.). (20) Thresher. This heading also covers automatic thresher feeding devices (i.e., additional mechanisms designed to ensure uniform feeding to the thresher, which is achieved by untying and jerking the sheaves), whether or not they are presented separately. (21) Corn cob cleaners; corn threshers. This heading also includes lawn mowers, known as movable lawn mowers, consisting of a main vehicle on three or four wheels, having a seat to be operated from and having a cutting machine permanently attached, that is, an apparatus which is removed only for repair or maintenance. As their principal purpose is to cut grass on lawns, they are classified in this heading even if they have a trailer device for towing (front or rear) light appliances such as a trailer. However, this heading does not include small machines, for example, for cutting grass on lawns, along walls, curbs or under bushes. Machinery generally consisting of an internal combustion engine mounted on a light metal frame or an electric motor mounted on a metal handle and a cutting machine normally consisting of one or more thin nylon threads are classified in heading 8467. (B) Machines for cleaning, sourcing or calibration of eggs, fruits or other agricultural products This heading also includes machinery used in horticulture, agriculture or industry which is used for cleaning, sorting or calibrating products such as eggs, fruits, potatoes, onions, tubers, carrots, asparagus and roots in accordance with the size, shape, mass and the like. These machines are classified in this heading, whether electrical or not (e.g., photovoltaic control devices and sorting machines), and may be equipped with additional devices (e.g., for the control of eggs or for the marking of products). This heading does not include machinery for the cleaning, sorting or calibration of seeds, grains or dry legumes (heading 8437). Some machines of the types covered in this heading (e.g. reapers, harvesters, threshers, balers, rollers, sorting machines) often have additional machinery for lifting, handling, transport, etc. (e.g. belt conveyors, slippers and straw lifts and bucket chains); these are classified with machinery provided they are supplied together; if presented separately, they are classified in heading 8428. PARTS

Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts of the machines of this heading are also classified here, e.g.: cutter bars, lifting mechanisms and fingers for mowers or harvesting machines; pitman rods for transmitting motion to the cutter bar of lawn mowers or hay mowers; grain cleaners, straw walkers, separators, scrapers, platforms and binding mechanisms for harvesting and baling machines; windrower attachments; knife bars; threshing drums, platform straw shakers, straw ejectors, etc., for combine harvesters or reapers; shares, tines, forks and other devices for potato diggers or machines for harvesting other root crops; drums and forks for tedders; tines and lifting mechanisms for mechanical rakes; rakes for pick-up machines or balers. This heading excludes: (a) cutting blades and blade sections for mowers (heading 8208); (b) sheaf loaders, straw loaders or sack loaders; "blower-type" hay or straw loaders; grain elevators of the bucket or pneumatic type; agricultural cranes or other equipment for loading, lifting, handling, unloading or moving (heading 8426 or 8428); (c) tree-felling machines or stump pullers and farm-type chaff cutters, root cutters, grain mills and egg-testing devices (heading 8436); (d) machines for cleaning, sorting or grading seed, grain or dried leguminous vegetables and equipment used in the milling industry (heading 8437); (e) cotton gins (heading 8445); (f) machines for stripping or cutting tobacco leaves (heading 8478).

Subheading notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention.
