8444 00 100 0 — Machines for extruding filaments of man-made textile materials
Machines for extruding filaments of man-made textile materials
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents

Explanatory notes to heading 8444 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8444 Machines for extruding, pulling, texturing or cutting chemical textile materials
This heading covers machines for producing man-made textile yarns, including machines for cutting the filaments into staple. These include the following machines: (1) Machines for extruding man-made textile materials in the form of monofilaments or multiple filaments. In practice these machines comprise a series of separate identical extruding units placed side by side. Each unit contains a metering pump and a filter by means of which the polymer is fed to the nozzles or spinnerets. Depending on the type of process, the one or more filaments issuing from the spinnerets pass through a bath of chemical coagulating medium (e.g., the viscose process), or through a compressed-air chamber fitted with a water spray nozzle (e.g., the cuprammonium process), or through a stream of hot air (e.g., the acetate process), or through a cooling chamber. The spinneret may have one or a large number of holes (sometimes several thousand), according to whether a monofilament or a multifilament yarn, or a tow for cutting into staple fibres, is required. On some machines the filaments issuing from the spinneret are combined and lightly twisted by a special device to form a multifilament yarn. On other machines the filaments issuing from the different extruding units are combined into thick tows, sometimes consisting of several hundred thousand filaments, for subsequent cutting into staple. (2) Drawing machines, which draw the filaments to three or four times their original length – a process which orients the molecules along the axis of the filament, thus considerably increasing their strength. (3) Machines for texturing synthetic textile yarns. In most texturing processes (traditional discontinuous process, false twist, edge-crimping, gear-crimping, hot air or steam jet, knit-de-knit) the physical properties of the yarns are modified in order to obtain crimped yarn, stretch yarn, etc. (4) Staple-cutting machines for cutting tows into fibres of short length. (5) Tow-to-top converters. These machines also cut tows into fibres but do not disturb the parallel arrangement of the fibres. These machines produce a fibre sliver suitable for spinning (neither carding nor combing is required), without the loss of fibre mass which occurs on the staple-cutting machines referred to in paragraph (4). These machines are sometimes combined with spinning machines and are then called tow-to-yarn machines (see the Explanatory Note to heading 8445). (6) Stretch-breaking machines for producing fibres by breaking a tow of filaments. A large proportion of the filaments (but not all) is broken into lengths so that, although some filaments remain unbroken, the yarn produced from the tow has the characteristics of a staple yarn. PARTS AND ACCESSORIES Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts and accessories of the machines of this heading are classified in heading 8448. This heading excludes:
(a) machines for preparing starting materials for further molding of chemical textile threads (usually heading 8419 or 8477); (b) tape machines and rowing machines of heading 8445; (c) fiberglass or glass filament molding machines (heading 8475).

The polyester fiber extrusion site is a component of the line for the production of polyester staple fiber by extrusion and is designed to obtain chemical textile materials - fibers (filaments with a thickness of 0.0125 mm) by extrusion of the melt of polyethylene terephthalate (PET) and the formation of a harness for subsequent extraction.
Full descriptionCollapse description
The extrusion site consists of two identical production lines, working in parallel to ensure the necessary line performance, including the following nodes: melt filter (position 5.9); melt coolers (pos. 11.1) - 2 pcs; heating system of pipelines and valves (heat carrier filters (pos. 11.2) - 2 pcs., circulation pump of the heat carrier (pos. 11.3) - 5 pcs., cooler (pos. 11.4), heat exchangers (pos. 11.5) - 2 pcs; measuring pumps (pos. 16.1/17.1) – 64 pcs; spinning beams (pos.16.2/17.2) - 8 pcs; filter blocks (pos. 16.3/17.3) – 64 pcs. with filters (pos. 16.4.1/17.4.1) – 64 pcs. and transverse blower cameras (pos. 16.5/17.5) – 64 pcs.; refueling device tourniquet (pos. 16.31/17.31) - 4 pcs.;
Tournament formers - 8 pcs. (see 16.6/17.6); pulling rollers (pos. 16.7/17.7) - 2 pcs.; devices for unloading the tourniquet (pos. 16.8/17.8) - 2 pcs; pelvic filling devices (pos. 16.9/17.9) - 2 pcs; Air cooling installation (pos. 16.33/17.33) – 6 units; Air conditioning installation (16.34/17.34) – 2 units; air compressor (pos. 16.32/17.32) - 2 pcs. Working principle: The supply of polymer with temperature is carried out from the melt production equipment (a separate section) through two melt filters and then through the polymer melt supply site through heated pipelines to the spinning beams of production lines (4 per line).
In spinning beams with the help of pumps (8 per spinning beam), PET melt is dosed on filter blocks with filters, where polymer extrusion in the thread occurs through the filters. Freshly molded threads then enter the chambers of the transverse blower, where they are cooled by air. Further, the chilled threads come through the refueling devices of the tourniquet on the rollers of the tourniquet former. The vacuum in the harness former devices is created by the stream of compressed air coming from the air compressor.
The resulting tourniquet with pulling rollers is transferred to the harness unloading device and further to special pelvises (not included in the delivery kit). Remote control and control of the extrusion site is carried out by means of a distributed DCS control system (DCS) from the operator room (with automated workstations for the engineer and operators), located in a separate room of the production building (not included in the site) and controlling the entire production line for the production of polyester staple fiber by extrusion.
The section of the line is supplied with a set of locking and regulating fittings, pipes and fasteners in the amount necessary for assembly and commissioning.
