Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

None: dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.

The machines of this heading are machines for forming or treating the surface of any material. They must meet three basic requirements: (i) they must perform machining by removing material; (ii) they must perform operations of the same type as machines with conventional tools; (iii) they must use one of the following seven machining processes: laser or other light or photonic beam, ultrasonic, electrodischarge, electrochemical, electron-beam, ion-beam or plasma-arc. This heading also includes water jet cutting machines described in part (H) below. However, this heading does not include the following types of machines which are classified in heading 8486: (i) machines for the treatment of any material by removal of material used exclusively or mainly for the manufacture of semi-aqueous boules or plates, semiconductor devices, electronic integrated circuits or flat display panels; (ii) machines for the treatment of any material by removal of material used exclusively or mainly for the production or restoration of masks and templates; (iii) machines for dry etching of a pattern on semiconductor materials. Examples of the products described above may be (1) semiconductor crystal drilling machines using a laser beam and (2) ultrasonic machines for cutting semiconductor crystals or cutting or drilling ceramic substrates for integrated circuits. (A) Laser-beam processing machines (light-beam processing) consist of bombarding a target with photons. This category of goods includes, in particular, machines for drilling (metals, rubies for watches, etc.), machines for cutting metals or other hard materials and machines for engraving (digits, letters, lines, etc.) on various high-strength materials. The principle of operation of machines operating using laser radiation processes is based on the removal of material by melting, burning or evaporation.
(also called ablation) under the action of a focused intense laser beam aimed at the workpiece. In some machines of this type, the laser beam can be combined with a low-pressure water jet that is used to guide the laser beam, remove pruning, and cool the material. Other machine tools in this category differ from machine tools using laser radiation processes by the type of beam used to remove the material. (b) Ultrasound machines consist of punches subjected to ultrasonic vibrations and abrasive material in the form of a suspension in a liquid. Such machines may include a system of multiple circulation of abrasive material. This category of goods includes machines that are used, in particular: (1) for processing diamond or hard alloy stamps; (2) for drilling or forming minerals; (3) for engraving on glass; (4) for milling, stretching, firmware or polishing. The principle of operation of this type of processing is to remove the metal enclosed between two metal electrodes (the workpiece and the processing tool) by intermittent electrical discharges of a very short duration with a frequency of several hundred thousand hertz. This includes, for example, high-frequency electroerosive cutting machines. (d) WORKING WORKS WITH ELECTROPHYMICAL PROCESS The principle of this type of treatment is the removal of metal by electrolysis. The workpiece (anode) is a conductor of electric current, as well as a processing tool (cathode). Both are immersed in the chosen electrolyte, which makes it impossible to precipitate at the cathode, and the anode dissolves. (1) Electrolytic polishing devices used for polishing samples for microscopic or metallurgical examination. (2) Electrolytic sharpening machines for sharpening cutting tools, cutting grooves or cutting carbide plates; these machines use a diamond circle. (3) Machines for removing burrs from various types of gears by anodic dissolution. (4) Machines for precision finishing of flat surfaces, etc. (E) WORKING WORKS WITH ELECTRONIC RADIO PROCESSE The electronic beam treatment consists in bombarding a part on a very small surface with electrons emitted by a cathode, accelerated by a powerful electric field and a focused system of magnetic or electrostatic lenses. (e) WASHINGTONS FOR MAKING WITH ION-Ray Processes
In these machines the beam acts continuously, and not in pulses as in the case of a laser beam. (G) MACHINE-TOOLS OPERATED BY PLASMA ARC PROCESSES Plasma arc machining involves the intense ionisation of a gas by means of an electric current produced by a magnetic pulse generator at high voltage. It makes it possible to cut plates at very high speed, and also to carry out rough cutting and the machining of coarse-pitch threads. (H) WATER-JET CUTTING MACHINES This category includes water-jet and abrasive water-jet cutting machines. These machines are designed for cutting materials by a process using jets of water, or of water mixed with a very fine abrasive, generally directed at a speed 2 to 3 times the speed of sound. They operate at pressures of 3 000 to 4 000 bar and are capable of making complex types of precise cuts in various materials. Water-jet cutting machines are generally used for softer materials (foam plastics, soft rubber, gasket material, foil, etc.). Abrasive water-jet cutting machines are generally used for harder materials (tool steel, hard rubber, composite materials, stone, glass, aluminium, stainless steel, etc.). PARTS AND ACCESSORIES Subject to the general provisions regarding the classification of parts (see the General Explanatory Note to Section XVI), parts and accessories for the machines of this heading are classified in heading 8466. The heading also excludes: (a) Ultrasonic cleaning apparatus (heading 8479). (b) Machines and apparatus for soldering, brazing or welding, whether or not they are capable of cutting operations (heading 8515). (c) Testing machines (heading 9024).
