Drills of all kinds for working in the hand, with self-contained electric motor capable of operation without an external source of power

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
8.5%

Explanatory notes to heading 8467 4 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

This heading covers tools comprising an electric motor, a compressed air engine (or a compressed air piston), an internal combustion engine or any other engine (e.g. a small hydraulic turbine); an engine powered by compressed air (a) is normally powered by an external source of compressed air, and in the case of an internal combustion engine, the batteries of the ignition system are sometimes located separately. In pneumatic instruments, the action of compressed air is sometimes supplemented by hydraulic connections. These instruments are classified in this heading only if they are hand tools. The expression "hand tools" means tools that are designed to be held in the hand during use, as well as heavier tools (such as tamping to seal the ground), which are portable, that is, can be lifted and manually carried by the operator m, especially in the process of performing work, and which are also designed to control and direct the movement of the hand during operation. To prevent fatigue during operation caused by exposure to their full weight, such tools can be used with auxiliary support devices (for example, tripods, jack racks, suspended lifting waist). However, some hand tools of this heading have devices enabling them to be temporarily fixed on the pole. When presented together with a support, such instruments are classified in this heading provided that they are in fact “hand tools” as defined above. Some instruments falling under this heading may be equipped with additional devices (e.g. a fan and a dust collector for the removal and collection of dust during operation). This heading does not include tools which, because of their mass, size, etc., are obviously not capable of being held by hand as described above. It also excludes tools (portable or non-portable) equipped with a support plate or other device for fastening on a wall, workbench, floor, etc., tools that are equipped with devices for moving on rails (for example, machines for cutting grooves in railway sleepers or drilling them), and machines moved and controlled from behind by a walking operator, or similar machines on wheels operated by hand, for example, machines for grinding floors made of concrete, marble or wood, etc. In addition, this heading does not include kits consisting of a fixture for securing a working tool with one or more working tools and a separate spark-ignition internal combustion piston engine or a separate electric motor with a flexible drive shaft; a fixture for securing a working tool is classified in heading 8466, an engine with a flexible drive shaft is classified in heading 8407 or 8501, as the case may be, and the working tools are classified in the relevant headings. The instruments of this heading include tools for the processing of various materials and are used in various branches of industry. If the above conditions are met, this heading covers, inter alia: (1) Machines for drilling, cutting threads with a meter or opening openings. (2) Drilling machines, drill hammers and the like. (3) Wrenches, screwdrivers, nuts. (4) Devices for planing, adjustment to a certain size, edges of the plane or similar devices.

(5) Sewing machines, grinding machines using abrasive stones, skins, polishing machines and the like. (6) Machines with wire brushes. (7) Circular saws, chain saws and the like. (8) Various types of hammers, e.g. cutting hammers, scale upholstery hammers, minting hammers, riveting hammers, concrete crushers. (9) Sealing type rivet hammers; rivet cutting devices and other collapsing devices. (10) Sheets for metal sheet (scissor or matrix type). (11) Tampering of molding mixture, rod knocking tool for removing rods from castings, vibrators for casting forms. (12) Tampering for soil compaction in the construction or repair of roads. (13) Automatic shovels. (14) Vibrators for concrete, facilitating its movement and laying. (15) Machines for cutting hedges. (16) Devices for removing scale from boilers having a hydraulic actuator. (17) Compressed-air lubricating pistols for garages, etc. (18) Portable machines for processing lawns, cutting grass, for example, in corners, along walls, curbs, under bushes. Such machines have a built-in motor in a light metal frame and a cutting device, usually consisting of a thin nylon thread. (19) Portable shrubs with built-in motor, drive shaft (rigid or flexible) and working tool holder, presented together with various interchangeable cutting tools, for installation in the holder of the working tool. (20) Cutting materials used in the textile industry. (21) Engraving tools. (22) Manual electric scissors, consisting of a fixed cutting blade and a movable cutting blade operated by an integrated electric motor, used in a clothing workshop, hat workshops, households, etc. PARTS Subject to the general provisions relating to the classification of parts (see the general provisions of Section XVI), this heading also includes parts (other than fixtures for securing the working tool of heading 8466) of the instruments of this heading. This heading also does not cover: (a) grinding, sharpening, polishing, cutting circles and anilological articles of stone, ceramics or agglomerated abrasives (heading 6804); (b) instruments of Chapter 82; (c) air compressors (heading 8414);

(d) appliances for spraying or atomising liquids or powders, hand-operated sprayers, sand blasting machines and similar appliances (heading 8424); (e) electric lawn mowers (heading 8433); (f) electro-mechanical domestic appliances (heading 8509); (g) electric shavers, hair clippers and hair-removing appliances of heading 8510; (h) electro-mechanical hand tools for medical or dental use (heading 9018).
