Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

Explanatory notes to heading 8479 9 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8479 Machines and mechanical appliances having individual functions, not specified or included elsewhere in this Chapter: 8479 10 – Machinery for public works, building or the like 8479 20 – Machinery for the extraction or preparation of animal or fixed vegetable fats or oils 8479 30 – Presses for the manufacture of particle board or fibre building board of wood or other ligneous materials and other machinery for treating wood or cork 8479 40 – Rope or cable-making machines 8479 50 – Industrial robots, not elsewhere specified or included 8479 60 – Evaporative air coolers – Passenger boarding bridges: 8479 71 – – Of a kind used in airports 8479 79 – – Other – Other machines and mechanical appliances: 8479 81 – – For treating metal, including electric wire coil-winders 8479 82 – – Mixing, kneading, crushing, grinding, screening, sifting, homogenising, emulsifying or stirring machines 8479 89 – – Other 8479 90 – Parts This heading covers machinery having individual functions, which: (a) Is not excluded from this Chapter by the Notes to any other Section or Chapter; and (b) Is not covered more specifically by a heading in any other Chapter of the Nomenclature; and (c) Cannot be classified in any other particular heading of this Chapter since: (i) no other heading covers it by reference to its method of functioning, description or type; and (ii) no other heading covers it by reference to its use or to the industry in which it is employed; or (iii) it could fall equally well into two (or more) other such headings (machines of general application). The machines of this heading are distinguished from parts of machines, etc., which fall to be classified under the general provisions for the classification of parts, by the fact that they have individual functions. For this purpose the following machines and mechanical appliances are to be regarded as having "individual functions": (A) Mechanical devices, whether or not equipped with motors or other driving force, whose function can be performed distinctly from and independently of any other machine or appliance.
Example: air humidifying and air dehumidifying are individual functions, since they can be performed by appliances operating independently of any other machine or appliance. An air dehumidifier presented separately, even if designed for mounting on an ozone generator, must therefore be classified in this heading as having an individual function. (B) Mechanical devices which cannot perform their function unless they are mounted on another machine or appliance, or are incorporated in a more complex entity, provided that this function: (i) is distinct from that of the machine or appliance on which they are to be mounted, or from that of the entity in which they are to be incorporated, and (ii) does not play an integral and inseparable part in the operation of such machine, appliance or entity. Example: a thread-cutting mechanism is a device which is mounted on an industrial sewing machine and which automatically cuts the thread so that the machine can operate without stopping. This mechanism performs an individual function, because it takes no part in the "sewing" function of the machine; since there is no other more specific heading, the thread-cutting mechanism is to be classified in this heading. On the other hand, the function of a carburettor used on an internal combustion engine is distinct from that performed by the engine itself, but it is not an "individual function" within the meaning of the above definition, because the operation of the carburettor is inseparably linked with that of the engine; carburettors presented separately therefore fall to be classified as parts of engines in heading 8409. Similarly, mechanical or hydraulic shock absorbers form an integral part of the machine or appliance in which they are to be incorporated. Consequently, shock absorbers presented separately are to be classified as parts of the machines and appliances on which they are to be mounted. (Shock absorbers for vehicles and aircraft fall in Section XVII.) The very large range of machinery covered by this heading includes, inter alia: (I) MACHINES OF GENERAL APPLICATION This category includes, for example: (1) Vats or other containers (e.g., tubs or tanks for electrolysis), fitted with mechanical appliances (stirrers, etc.), which cannot be identified as designed for any particular industry and which are not heating appliances, cooking appliances, etc., of heading 8419. Vats or other containers fitted merely with taps, level gauges or pressure gauges or other similar devices or instruments are classified according to their constituent material. (2) Presses, crushers, grinders, mixers, etc., not designed for particular kinds of products or particular industries. (3) Volumetric distributing apparatus (e.g., mechanical hopper feeders) and mechanical distributors for the continuous feeding of workpieces in one and the same
provisions ready to carry out the corresponding processing operation on them, but not specialized in relation to any particular industry. (4) Machines for the installation of eyes or tubular rivets, equally suitable for the installation of eyes or rivets on any material, for example, textile materials, cardboard, plastics or leather; and machines equally suitable for connection by means of metal brackets of the ends of drive belts of textile materials, rubber or other materials used in various machines. (5) Vibration motors consisting of an electric motor with eccentrics mounted on the protruding ends of the shaft and exciting radial vibrations that are transmitted to the apparatus or device (trench, bunkers, funnels, conveyors, tram devices, etc.) with which the vibration motor is connected. (6) An electromagnetic vibrator designed to be connected to transporting, sieving, trambing, etc. devices, which has a base plate bearing an electromagnet, and two metal rods supporting a massive load held in place by two sets of springs at an appropriate distance from the electromagnet; the massive load is alternately attracted by the electromagnet and repulsed back by springs. (7) Multipurpose industrial robots. Industrial robots are automatic machines that can be rogrammed to periodically repeat a cycle of certain movements. Thanks to the use of sensors, industrial robots are able to perceive information about the field of activity in which they work and analyze the information received so that they can adapt the nature of their activities to the corresponding changes in the field of their activity. Industrial robots can be made in the form of a hinge structure similar in structure to a human hand and mounted on a base located in a horizontal or vertical position, and usually have a movable holder for the working tool (so-called vertical robots). In addition, the robots can also be a rectilinear structure capable of moving on a vertical axis. The holder of such a robot forms the final part of the working mechanism, often able to move on a horizontal axis (horizontal robots). These robots can equally be placed on a beam (beam robots). Various parts of the robot are powered by electric motors or by hydraulic or pneumatic systems. Industrial robots have many different applications: welding, painting, lifting and transport, loading and unloading, cutting, assembly, metalworking, etc. They replace a person when performing work in a harmful environment (in the presence of toxic products, dust, etc.) or labor-intensive work (moving heavy loads, repeated operations of a monotonous tedious nature). For these various applications, robots are equipped with tool holders and working tools specifically designed to perform a particular type of work (for example, tweezers, “grapplings”, welding heads). This heading covers only those industrial robots which are capable of performing a variety of functions with the simple replacement of working tools. However, this heading does not cover those industrial
robots which are specially designed to perform a particular function; these industrial robots are classified in the heading covering their function (e.g., heading 8424, 8428, 8486 or 8515).
