8502 39 200 0 — Turbogenerators
Turbogenerators
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.

Explanatory notes to heading 8502 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8502 Electric generating sets and rotary converters: – Generating sets with compression-ignition internal combustion piston engines (diesel or semi-diesel engines): 8502 11 – – Of a rated output not exceeding 75 kVA 8502 12 – – Of a rated output exceeding 75 kVA but not exceeding 375 kVA 8502 13 – – Of a rated output exceeding 375 kVA 8502 20 – Generating sets with spark-ignition internal combustion piston engines – Other generating sets: 8502 31 – – Wind-powered 8502 39 – – Other 8502 40 – Electric rotary converters
The term "generator units" refers to a combination of an electric generator and any primary motor other than an electric motor (e.g., hydraulic turbines, steam turbines, wind turbines, steam engines, reciprocating piston engines, internal combustion engines). Generator installations, which are a generator and a primary switch, which are mounted (or intended for installation)
together as a single unit or on a common basis (see the general provisions of Section XVI), are classified in this heading provided that they are supplied together (even if, for convenience of transport, they are packaged separately). Electrical generator sets for welding equipment fall within this heading when supplied separately and without welding heads or welding appliances. However, they do not fall under this heading (heading 8515) when supplied with their welding heads or welding appliances. (ii) Rotating electric converters are a combination of an electric generator and a primary motor, which is an electric motor permanently mounted on a common basis, although in some cases both of these functions are combined in one unit, and some windings are common. They are used to convert the nature of the current (to convert alternating current to direct current and vice versa) or to change certain parameters, such as voltage, frequency or phase of alternating current (to convert, for example, a frequency of 50 Hz to 200 Hz or to convert single-phase current to three-phase current). Another type of rotating converter (sometimes referred to as a rotating transformer) is used to convert a direct current of one voltage into a direct current of another voltage. Subject to the general provisions concerning the classification of parts (see the general provisions of Section XVI), parts of machinery of this heading are classified in heading 8503.
