Burglar or fire alarms and similar apparatus, for use in buildings

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Explanatory notes to heading 8531 6 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

8531 Audible or visual electrical alarm equipment (e.g., bells, sirens, display panels, alarm guards or fire alarm devices), other than equipment of heading 8512 or 8530: 8531 10, alarm or fire alarm devices and similar devices 8531 20, display panels including devices on liquid crystals or on light-emitting diodes (LEDs) 8531 80 – devices other 8531 90 – parts

With the exception of signalling equipment used on cycles or motor vehicles (heading 8512) and traffic control apparatus for roads, railways, etc. (heading 8530), this heading covers all electrical apparatus used for signalling purposes, whether the signal is given by sound (bells, buzzers, whistles, etc.) or by visual indication (lamps, flaps, illuminated numbers, etc.), and whether operated manually (e.g., door bells) or automatically (e.g., burglar alarms). Fixed signs, even if electrically illuminated (e.g., lamps, lanterns, illuminated panels, etc.), are not regarded as signalling apparatus. They are therefore excluded from this heading and fall in their appropriate headings (headings 8310, 9405, etc.). The heading includes, inter alia: (A) Electric bells, buzzers, door chimes, etc. Bells consist essentially of an electromagnetic device which causes a hammer to vibrate and strike a bell dome. Buzzers are similar in construction but have no bell dome. Bells and buzzers are very widely used in the home (e.g., as door bells) and also in offices, hotels, etc. The heading also covers electric door chimes in which a mechanism strikes one or more metal tubes, producing

a musical tone or a series of musical tones, and electrically operated church bells, other than carillons or sets of high-pitched bells suitable for playing music (Chapter 92). Electric bells and musical door devices are usually designed to be supplied from a low-voltage source (a primary cell or battery), but in some cases they incorporate a transformer for reducing the mains voltage. (B) Electric sound signalling apparatus, horns, sirens, etc. The sound is produced by the vibration of a reed or the rotation of a disc, driven electrically, or by means of an electronic sound generator; this group includes factory sirens, air-raid sirens, ships' sirens, etc. (C) Other electric signalling apparatus (flashing or intermittent light sources, etc.) for aircraft, ships, trains or other vehicles (other than cycles or motor vehicles of heading 8512), but not being radio or radar apparatus of heading 8526. (D) Indicator panels and the like. These are used (e.g., in offices, hotels and industrial undertakings) for calling staff, indicating where the staff member or service is required, and also for indicating whether premises are occupied. They include: (1) Room indicators. These are large panels with numbers corresponding to the room numbers. When a button is pressed in a room, the corresponding number lights up or is displayed by the dropping of a flap or shutter. (2) Numerical indicators. The signals appear as illuminated characters on the face of a small box; in some apparatus of this type the calling mechanism is actuated by dialling a telephone number. There are also clock-type indicators in which the numbers are indicated by a pointer moving over a dial. (3) Office indicators, e.g., indicating whether the employee of a particular office is engaged or free. Some types of indicators simply display "enter" or "engaged" at the wish of the person occupying the room. (4) Lift indicators. These show on an illuminated panel where the lift is, and also its direction of travel. (5) Engine-room telegraph apparatus for ships. (6) Station indicator panels, showing the platforms and the departure and arrival times of trains. (7) Scoreboards for race courses, football stadiums, bowling alleys, etc. Some of these indicator panels, etc., also incorporate bells or other sound signalling devices. The heading does not include public road or railway maps on which a particular place, road, section or route lights up when the corresponding button is pressed; the heading also excludes electric advertising signs. (E) Security alarm devices. These consist of two parts: a detecting part and a signalling part (bell, buzzer, visual indicator, etc.), actuated

(c) the operation of the detecting part. Signaling security devices work in various ways, such as: (1) From electrical contacts that fire when stepping on some part of the floor, opening a door, tearing or touching thin conductors, etc. (2) On capacitive effects. Equipment is often used together with safes; in this case, the safe serves as a single capacitor plate, the capacity of which changes when a body approaches, thus disturbing the equilibrium of the electrical circuit and causing an alarm. (3) Photovoltaic devices. A beam (often infrared) focuses on a photocell; when the beam crosses, a change in the current in the circuit of the photocell causes an alarm. (E) Fire alarm devices. Automatic alarms also consist of two parts: the detecting part and the signaling part (bell, buzzer, visual indicator, etc.). These include: (1) A device that operates from a fuse (wax or special alloy) that melts when the temperature rises above a certain point and thus allows electrical contacts to close and cause an alarm. (2) A device based on the expansion of a bimetallic band, liquid or gas above a certain limit, causing an alarm. In one type of device, the expansion of the gas causes the piston to move in the cylinder; the valve is built in such a way that a slow expansion does not initiate an alarm and only a sharp expansion due to a sharp increase in temperature causes such a response. (3) A device based on a change in the electrical resistance of a member exposed to a change in temperature. (4) Photocell-based device : A beam of light is focused on the element and, if its shading by smoke reaches a certain value, an alarm is issued. A similar device equipped with a graded indicator or recording system is included in Chapter 90. In addition to automatic fire alarm devices, this heading also includes non-automatic alarm devices which are installed on the streets to call the fire brigade. (G) Electrical gas signaling or vapour consisting of a detector and an audible or visual signaling device to alert the presence of dangerous gaseous mixtures (e.g. natural gas, methane). (H) Flame alarms (flame detectors) including a photocell that triggers an alarm through the relay when the flame lights up or comes out. Detectors which do not include devices for electrical audible or light-signalling are classified in heading 8536.

Subject to the general provisions relating to the classification of parts (see general provisions to Section XVI), parts of the articles of this heading are also included in this heading.

This heading also excludes: (a) switches and switching panels including or not including indicator light sources (heading 8536 or 8537); (b) fire alarm devices comprising smoke detectors containing a radioactive substance (heading 9022); (c) liquid crystal monitors or television receivers (heading 8528).

For supply or control of power, these modules also contain discrete active elements, discrete passive elements or articles of heading 8536 or 8542. LED modules (LED) are not equipped with a cap, facilitating installation or replacement in the lamp, and providing mechanical and electrical contact;

(b) "LED lamps" are electrical light sources containing one or more LED modules containing additional components such as electrical, mechanical, thermal or optical elements. The difference between LED modules (LED) and LED lamps (LED) is that the latter have a cap that facilitates installation or replacement in the lamp, and provides mechanical and electrical contact.

12. In headings 8541 and 8542:

(a) (i) “semiconductor devices” means semiconductor devices whose operation is based on a change in their resistance under the action of an electric field or semiconductor-based transducers.

Semiconductor devices may also comprise an assembly of multiple elements, regardless of whether the devices are provided with active and passive auxiliary functions or not.

For the purposes of this definition, “semiconductor-based transducers” are semiconductor-based sensors, semiconductor-based actuators, semiconductor-based resonators, and semiconductor-based generators that are varieties of discrete semiconductor-based devices that perform a given function and are capable of converting any physical or chemical phenomenon or effect into an electrical signal, or an electrical signal into some physical phenomenon or action.

The ministry’s caveat:
