Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

8603 Motor rail or tram cars, passenger, freight or luggage, open platforms, other than those of heading 8604: 8603 10 – powered by an external power source 8603 90 – other
Motor passenger rail or tram cars, freight or luggage cars and open platforms differ from locomotives in that they not only have their own power unit, but are also equipped for the transportation of passengers or goods. These vehicles may be designed to be driven either alone or in coupling with one or more vehicles of the same type or with one or more trailer vehicles. The main feature of these cars is that they are equipped with a control cabin either at one or both ends or a raised cabin in the middle (such as a wheelhouse). The various types of motor passenger, freight or luggage wagons and open platforms covered in this heading include: (A) Electrically powered passenger cars to which electricity is supplied from a stationary external source of pithany, for example, through a pantograph or roller current collector in the presence of a contact wire or through contact shoes mounted on the frame of a wheelcart in the presence of a third rail.
Tram passenger cars. Sometimes they use two contact rails located in the groove rail, with electricity coming through a special device known as a "current collector". (B) Motorcars, i.e. individual carriages having their own engine in the form of a diesel or other internal combustion engine, etc. Some railcars have solid or pneumatic tires, others are designed to grip a geared rail. (C) Self-propelled vehicles powered by batteries. This commodity position also includes electrogyroscopic rail vehicles. The principle of this system is the accumulation of kinetic energy in a fast-rotating flywheel. This energy is then converted by an electric generator into electrical energy, which is fed into a traction electric motor. The scope of this system is very limited, but can be used in light cars or trams. It should be noted that this heading does not include buses which may be converted into railcars by a simple change of wheels and locking of steering while retaining the same engine (heading 8702).
