8705 Special purpose motor vehicles (e.g. emergency trucks, cranes, fire trucks, concrete mixers, road cleaners, washing machines, car repair shops, X-ray machines) other than those used for the carriage of passengers or goods (+): 8705 10 – cranes 8705 20 – drilling vehicles 8705 30 – fire trucks 8705 40 – concrete mixers 8705 90 – other Motor vehicles specially designed or adapted for the transport of various devices which are not intended for the transport of goods or for the purpose of transport of certain goods.

This heading includes: (1) Emergency trucks, which are car chassis with or without a floor and equipped with lifting devices such as non-reversible cranes, goats, blocks or winches, and designed to lift and tow vehicles in emergency condition. (2) Pumping vehicles equipped with a pump, usually powered by a motor vehicle (e.g. fire trucks). (3) Trucks equipped with ladders or lifting platforms for the repair of contact hanging networks, street lighting, etc.; trucks with adjustable boom and platform ("crane") for filming or television equipment. (4) Trucks used for cleaning streets, sewage ditches, airfield runways, etc. (e.g. sweeping, watering and combined sweeping and washing cars, sewage cars). (5) Snow purifiers are plow and rotary with built-in equipment; that is, cars designed exclusively for snow removal and usually equipped with turbines, rotating blades, etc., with drive either from the car engine or from a separate engine. In all cases, interchangeable plow or rotary snow blowers of all types are not included in this heading (heading 8430), whether or not they are mounted on a motor vehicle. (11) Mobile electric generator units consisting of a truck on which an electric generator unit is mounted, with a drive either from the car engine or from a separate engine. (15) Vans for outside radio broadcasting. (16) Telegraph, radio-telegraph or radio-telephone vans, receiving and transmitting; mobile radar installations. (17) Racecourse vans equipped with calculating machines for the automatic totalling of winnings on races. (18) Mobile laboratories (e.g., for checking the performance of agricultural machinery). (19) Test lorries with recording instruments for determining the tractive effort of the motor vehicles towing them. (20) Mobile bakeries, fully equipped (dough kneader, oven, etc.); field kitchens. (21) Workshop vehicles equipped with various machine-tools and hand tools, welding appliances, etc. (22) Mobile banks, mobile libraries and mobile showrooms for the display of goods. The heading also excludes: (a) self-propelled road rollers (heading 8429); (b) agricultural rollers (heading 8432); (c) small mobile appliances, pedestrian-controlled and equipped with an auxiliary motor (e.g., appliances for sweeping parks, squares, etc., and appliances for applying road markings) (heading 8479); (d) vehicles equipped for habitation (heading 8703). MOTOR VEHICLE CHASSIS OR LORRIES WITH WORKING EQUIPMENT It should be noted that, to fall in this heading, a vehicle fitted with lifting or handling equipment, levelling, excavating or boring equipment, etc., must in fact constitute an essentially complete motor vehicle chassis or lorry, i.e., it must comprise at least the following mechanical features: propelling engine, gear box and controls for gear-changing, and steering and braking facilities. On the other hand, self-propelled machines (e.g., cranes, excavators) in which one or more of the propelling or central control elements listed above are located in the cab of the working machine mounted on a wheeled or tracked chassis, whether or not the machine as a whole is capable of moving on the road under its own power, are classified, for example, in heading 8426, 8429 or 8430. Similarly, this heading excludes self-propelled wheeled machines in which the chassis and the working equipment are specially adapted to each other and form an integral mechanical unit (e.g., self-propelled motor graders). In this case the equipment is not simply mounted on a motor vehicle chassis, but is completely integrated with it; the chassis cannot be used for other purposes and may have the essential characteristics of a motor vehicle indicated above.

In the absence of documentary confirmation of the moment of release, that is, the date of manufacture of the vehicle, the year of release is determined by the manufacturing code specified in the identification number of the vehicle, while the full year of release is calculated from July 1 of the year of manufacture.

2. For the purposes of headings 8702 and 8703, the term “vehicles specially designed for medical purposes” means motor vehicles bearing special markings, audible and light-signalling equipment equipped with stretchers for the transport of the patient, devices for fixing stretchers during transport and ensuring the transport of the patient on stretchers installed therein.

5. (h) there is an all-wheel drive switchable to 2 wheels or non-switchable.

7. For subheadings 8703 21 109 1, 8703 40 109 1, 8703 40 109 2, 8703 60 109 1, 8703 60 109 2:
