Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it
EEC Council Decision No. 80 of 14.09.2021
None: russian bans and restrictions, dual use, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.
Whether a measure applies to your goods depends on their characteristics and the shipping documents
The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

Explanatory notes to heading 8709 3 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
8709 Industrial vehicles, self-propelled, not equipped with lifting or loading devices, used in factories, warehouses, ports or airports for the transport of goods over short distances; tractors used on railway station platforms; parts of the above vehicles: - vehicles: 8709 11 - - electric 8709 19 - - other 8709 90 - parts
This heading includes a group of self-propelled vehicles used in factories, warehouses, ports or airports for the transport of various goods (goods or containers) over short distances or with small trailers on railway station platforms. Such vehicles have many varieties and sizes. The drive can be either from an ale motor powered by batteries, or from an internal combustion engine or another type of engine. The essential features inherent in all vehicles of this heading and generally distinguishing them from those of heading 8701, 8703 or 8704 may be formulated as follows: (1) Their design and, as a rule, specially designed features make them unsuitable for carrying passengers or carrying goods on roads or other public transportation routes. (2) In the loaded state, their maximum speed is usually no more than 30 - 35 km / h. (3) Their turning radius is approximately the length of the vehicle itself. The vehicles of this heading generally do not have a closed cab for the driver, and the driver stands on the platform from which he drives the vehicle. Some types of vehicles may have a protective frame, metal screen, etc. above the driver's seat. Vehicles of this position can be controlled by a nearby driver.
Industrial vehicles are self-propelled bogies for the transportation of goods, having, for example, a platform or container on which goods are placed. Small tank bogies of the type normally used in railway stations, whether or not equipped with auxiliary pumps, are also classified in this heading. Tractors used on railway station platforms are intended, first of all, for towing or pushing other vehicles, for example, small trailers. They are not themselves used for the carriage of goods and are generally lighter in weight and of less power than tractors of heading 8701. Tractors of this type can also be used on piers, warehouses, etc. Parts of the vehicles referred to in this heading are also included in this heading, provided that they meet both the following requirements: (i) they must be identifiable as being suitable for use exclusively or principally with such vehicles; and (ii) they must not be excluded from this heading by the provisions of the notes to Section XVII (see the relevant general provisions). Parts of this heading include: (1) Chassis. (2) Bodies, platforms, demountable boards, overturning bodies. (3) Wheels, whether or not equipped with tyres. (4) Clutch. (5) Transmissions, differentials. (6) Bridges. (7) Steering wheels or control levers. (8) Brake systems and parts thereof. (9) Clutch control cables, brakes, accelerator and similar cables consisting of a flexible outer shell and a movable inner cable. They are presented in the form of segments of the desired length and have end elements of fastening. This heading does not cover: (a) portal loaders and bogies equipped with a crane (heading 8426); (b) forklift trucks and other bogies equipped with lifting or loading equipment (heading 8427); (c) dump trucks (heading 8704).
