Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

This heading includes a group of two-wheeled motor vehicles designed mainly for the carriage of persons. In addition to motorcycles of the traditional type, this heading includes scooters with small wheels and a horizontal platform connecting the front and rear parts of the scooter; mopeds equipped with an integrated engine and pedal system, and bicycles with an installed auxiliary engine. This heading also includes two-wheeled motor-driven vehicles for the transport of one person, designed to travel at low speeds on paths, pedestrian and bicycle paths. Their technical device allows the rider to be in a vertical position, while the system, consisting of gyroscopic sensors and numerous built-in microprocessors, ensures the balance of both the rider and the vehicle on two independent side wheels. Motorcycles of this heading which are powered by one or more electric motors are called electric motorcycles. These motorcycles have a battery of electric batteries that power electric motors. Electric motorcycle batteries with

Charging from the power grid can be recharged from an electric outlet or from a charging station. Motorcycles can also wear a device to protect the driver from bad weather or can be equipped with a wheelchair. Three-wheeled vehicles (e.g. for the delivery of goods) are also classified in this heading provided they do not have the characteristics of motor vehicles of heading 8703 or of heading 8704 (see the HS Explanatory Note to headings 8703 and 8704). This heading also covers all kinds of carriages, which are a type of vehicle intended for the carriage of occupants or goods and which cannot be used separately. Strollers have a wheel on one side, and on the other - a rebar for attaching the wheelchair to the bicycle or motorcycle and for movement next to it. This heading does not cover: (a) four-wheeled motor vehicles with tubular chassis for the carriage of persons having an automobile control system (e.g. Ackermann control system) (heading 8703); (b) trailers intended to be connected to a bicycle or motorcycle (heading 8716).

Notes to chapter 87 — Vehicles other than railway or tramway rolling stock, and parts and accessories thereof 15 items

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

2. For the purposes of this chapter, ‘tractors’ means vehicles constructed essentially for hauling or pushing another vehicle, appliance or load, whether or not they contain subsidiary provision for the transport, in connection with the main use of the tractor, of tools, seeds, fertilisers or other goods. Machines and working tools designed for fitting to tractors of heading 8701 as interchangeable equipment remain classified in their respective headings even if presented with the tractor, and whether or not mounted on it.

3. Motor chassis fitted with cabs fall in headings 8702 to 8704, and not in heading 8706.

4. Heading 8712 includes all children's bicycles. Other children's cycles fall in heading 9503.
