8906 Other vessels, including warships and rescue vessels, other than rowing boats: 8906 10 – warships 8906 90 – other

This heading covers all vessels not falling in the more specific headings 8901 – 8905. The heading includes: (1) Warships of all kinds, including: (a) Vessels designed for warfare, equipped with various offensive and defensive weapons and having means of protection against projectiles (e.g., armour or sets of watertight bulkheads) or underwater devices (anti-magnetic mine detectors). As a rule, they are also fitted with detection and listening devices such as radar and sonar, infra-red apparatus and equipment for the automatic encryption of radio transmissions by frequency changing. Vessels of this category may be distinguished from merchant ships by their greater speed and manoeuvrability, the size of their crew, larger fuel tanks and special magazines for the carriage and use of ammunition at sea.

(b) Certain specially equipped vessels which carry no armament or armour but which, by their nature, can be recognised as intended wholly or mainly for warfare, such as landing craft or certain types of fleet auxiliaries (for carrying ammunition or mines, etc.), troopships. (c) Submarines. (2) Vessels having some features of warships but used by government services (e.g., customs and police, or militia). (3) Lifeboats carried on board ships, as well as vessels stationed at certain places along the coast to assist ships in distress. However, rowing lifeboats are classified in heading 8903. (4) Research vessels; laboratory ships; floating weather stations. (5) Vessels for transporting and laying buoys; cable ships, e.g., for telecommunications. (6) Pilot boats. (7) Ice-breakers. (8) Hospital ships. (9) Self-discharging hopper barges for the removal of dredged material, etc. The heading also covers "collapsible devices" for the transport (by towing) of liquids and other goods over water. These devices consist of a flexible envelope covered with fabric, and are distinguished by their shape (usually cigar-shaped) and by the presence of certain devices such as stabilisers, a towing device and sometimes tubes ensuring buoyancy. The heading also excludes: (a) pontoons (flat-decked vessels for the transport of passengers or goods) (heading 8901); (b) pontoons clearly intended as bases for floating cranes, etc. (heading 8905); (c) hollow cylindrical pontoons for supporting temporary bridges, etc., and rafts of all kinds (heading 8907).

In subheadings 8901 10 100, 8901 20 100 0, 8901 30 100 0, 8901 90 100 0, 8902 00 100 0, 8903 32 100 0, 8903 33 100 0, 8904 00 910 0 and 8906 90 100 0, only floating craft intended for marine operation and having the longest hull length (excluding protruding parts) of not less than 12 m shall be included. However, fishing and rescue vessels intended for marine operation should be considered as such regardless of their length.
