Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

The rate is temporary — tariff footnote 9С). After that the rate is 0%.
This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

Explanatory notes to heading 9025 6 paragraphs
Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.
9025 Areometers and similar appliances operating when immersed in liquid, thermometers, pyrometers, barometers, hygrometers and psychrometers, with or without a recording device, and any combinations of these devices: – thermometers and pyrometers not combined with other devices: 9025 11 – liquid, direct reading 9025 19 – other 9025 80 – instruments other 9025 90 – parts and accessories
(A) AREOMETERS AND ANALOGICAL MEASURES EXISTING IN LIQUID These devices are used to determine generally by directly reading from a graduated rod the specific gravity of solids and liquids or some arbitrary value associated with specific gravity (for example, the concentration of alcoholic beverages). Indications are sometimes converted by table to other units. These appliances are usually made of glass (although some may be made of metal, such as nickelber, silver, etc.) and are loaded at one end with a portion of mercury or a fine lead fraction. These cargoes are usually fixed, but devices for determining the density of liquids of different specific gravity are sometimes arranged so that you can change these loads or add additional ones. Some areometers (for example, used to determine the concentration of acid in accumulators) are enclosed in a glass syringe. Other types of devices are combined with a thermometer. Most of these devices are known for the use for which they are intended, for example, alcoholomeres; saccharimeters (used in brewing or in the production of sugar); solemers; lactodensimeters or lactometers; acidometers (to determine the specific gravity of battery or other acid); urinometers, etc. Others are known by the name of the inventor (e.g. Bohme, Brix, Bolling, Bates, Gay-Lussac, Richter, Tralle, Sykes, Stoppani, etc.). For solids, a Nicholson areometer is used. This heading does not cover: (a) devices which determine the specific gravity by other methods, for example, picnometers (bottles for determining the specific gravity) (heading 7017), weight scales or hydrostatic scales (heading 9016); (b) certain apparatus for analysis which are not instruments for immersion in a liquid, for example, butyrometers (for determining the fat content of oil), urea meters (for determining the urea content); they are classified in heading 7017.
(B) Thermometers, Thermographs and Pyrometers This category of goods includes: (1) Glass thermometers with a liquid-filled glass tube. These include household thermometers (room, window thermometers, etc.), floating thermometers (bath thermometers, etc.), medical thermometers, industrial thermometers (for boilers, furnaces, autoclaves, etc.), laboratory thermometers (used in trii calorime, etc.), special meteorological thermometers (for example, to measure solar or terrestrial radiation), thermometers used in hydrography (for example, reverse thermometers used in deep-sea sensing). Glass thermometers are called minimum and maximum thermometers because they are designed to indicate the highest and lowest recorded temperature. (2) Metal thermometers (especially bimetallic thermometers, which use different coefficients of expansion of two metal strips welded together). They are used mainly in meteorology, for air conditioning and other scientific or industrial purposes; thermometers for use in motor vehicles to indicate the temperature of water in a radiator are usually of this type. (3) Expansion or pressure thermometers with metal systems. In these thermometers, the expanding medium (liquids, vapors, gases) develops pressure and triggers the Bourdon tube or similar pressure measuring device, which then acts on the arrow on the indicator circular scale. Most of these thermometers are used for industrial purposes. (4) Thermometers on liquid crystals. They contain liquid crystals that change their physical properties (such as color) as the temperature changes. (5) Electric thermometers and pyrometers, such as: (i) thermometers and resistance pyrometers, operating on the basis of a change in the electrical resistance of a metal (e.g., platinum) or semiconductor; (ii) thermometers and pyrometers on thermocouples, based on the principle that heating the joint of two different electrical conductors results in an electromotive force proportional to temperature. The following metal combinations are commonly used: platinum with an alloy of rhodium and platinum; copper with an alloy of copper and nickel; iron with an alloy of copper and nickel; nickel alloy with an alloy of nickel with aluminum; (iii) radiation (including optical) pyrometers. These come in different types, such as: (a) pyrometers in which a concave mirror concentrates the radiation of a glowed body, for example, at the hot junction of a thermocouple placed in the focus of a mirror; (b) with a vanishing pyrometer. In them, the temperature is changed by varying the brightness of the filament of the incandescent lamp with a rheostat until it coincides with the brightness of the image of the source to be monitored. Electric thermometers and feast ometers are sometimes combined with automatic control devices that control the operation of furnaces, fermentation vats, etc. Such combinations are classified in heading 9032.
(6) Optical pyrometers of the photometric cube type. A prism provides a field of view in which the central portion is illuminated by a standard incandescent lamp and the surrounding field by light from the hot body. A circular glass disc coated with an emulsion of variable density is rotated so as to vary the intensity of the light from the hot body. The angle in degrees through which the disc must be rotated to match the brightness of the inner and outer parts of the field is a measure of the temperature. (7) Optical pyrometers of the disappearing filament type. The intensity of the image reflected from the furnace is equalised with that of a standard lamp by inserting a series of smoked glasses or by rotating a graduated wedge of absorbent glass corresponding to given temperatures. (8) Pyrometric telescopes based on the rotation of the plane of polarisation. They consist of two Nicol prisms between which a calibrated quartz crystal is placed; the temperature can be calculated from the angle through which one of the Nicol prisms must be turned to obtain a particular colour. (9) Pyrometers based on the contraction of a solid substance (e.g., clay). They consist of an oscillating lever, one end of which moves in front of a dial while the other is connected to a rod serving to assess the temperature. The heading also covers "contact" thermometers, which indicate the temperature but also contain an auxiliary device capable of operating an electric light signal, a siren, a relay or a switch. It further covers metal thermometers or vapour-pressure thermometers, which are sometimes called "pyrometers" and allow maximum temperatures of up to 500 – 600 °C to be measured. Thermographs also fall in this heading. They consist of a thermometer combined with an indicator recording variations of temperature on a drum; they are operated by a mechanical or electric clockwork movement or by a synchronous motor. The heading excludes "pyroscopes" – calliper-type instruments used for measuring the contraction of clay, etc., of a test specimen taken from a ceramic kiln during firing to determine the progress of the firing (heading 9017 or 9031). (C) BAROMETERS AND BAROGRAPHS These are instruments for determining atmospheric pressure; similar instruments (manometers) for measuring the pressure of liquids or gases are excluded from this heading (heading 9026). Two types of barometer are in general use: the mercury barometer and the aneroid. The ordinary mercury barometer consists of a glass tube filled with mercury and hermetically sealed at the upper end. In one type of barometer the lower end stands in a mercury reservoir, whereas in another type the lower end of the tube is bent into a siphon, and atmospheric pressure then acts on the short open part of the tube. In both cases the column of mercury in the tube is balanced by the weight of the atmosphere, and its rise or fall (indicated on a scale or on a dial by means of a pointer) is a measure of atmospheric pressure. Mercury barometers include the Fortin barometer (with adjustable reservoir), the siphon barometer (with adjustable scale) and the marine barometer (mounted on gimbals).
In an aneroid, atmospheric pressure is applied to one or more corrugated metal aneroid boxes from which air is pumped out, or to a thin-walled curved tube of metal. The deformation of the aneroid boxes or tube is amplified and transmitted to an arrow showing the atmospheric flow on the scale, or converted into an electrical signal. (1) Barometric altimeters which show not only atmospheric pressure but also height; it should be noted, however, that this heading does not include altimeters (especially those for air navigation) which show only height (heading 9014). (2) Sympiesometers. In these, mercury is replaced by a liquid, such as oil, which compresses the gas contained in the tube. Barographs are devices designed to record atmospheric pressure in a manner similar to that recorded by thermographs (see paragraph (B) above). (D) HYGROMETERS AND HYGROGRAPHES These devices are used to determine the humidity of air or other g basics. The main types are (1) Chemical hygrometers, based on the absorption of moisture by chemicals, which are then weighed. (2) Condensation hygrometers, or dew point hygrometers, which use the dew point method (that is, the temperature at which water vapors begin to condense). (3) Hair hygrometers based on a change in the length of one or more hairs or strips of plastic depending on whether they are dry or wet. The hair or strips of plastic are stretched on a frame, loaded with a counterweight and mounted on a pulley, the axis of which is provided with a needle moving on a circular scale. In some devices, this motion is converted into an electrical signal. (4) Hygrometers consisting of a glass tube in the form of a torus partially filled with mercury and closed at one end with a membrane semi-permeable to water vapor contained in the atmosphere. The water vapor pressure acts on the mercury and shifts the tube around a shaft connected to a needle on a circular scale. In some devices, the displacement of the tube is converted into an electrical signal. (5) Hygrometers with metal strips spiralled and coated with a substance that reacts to humidity. The hygroscopic reaction changes the length of the metal strips. This movement is transmitted to the axis, fastened at the end of the metal strips and provided with a needle moving on a circular scale. In some devices, this motion is converted into an electrical signal. (6) Electric hygrometers: The operation of electric hygrometers is usually based on a change in the specific conductivity of special absorbent salts (for example, lithium chloride) or on a change in the capacitance of an electrical element depending on humidity. (These instruments are sometimes graded to indicate the "dew point" of the measured element.) Amateur hygroscopes, consisting of more or less decorative objects (conversations, towers, etc.) with incoming and outgoing figurines, depending on whether or not they are
the weather is going to be fine or bad, are also included here. However, papers impregnated with chemicals which change colour according to the moisture content of the atmosphere are excluded from this heading (heading 3822). Hygrographs, which also fall in this heading, are similar to hair hygrometers but record variations of relative humidity in a manner similar to that in which thermographs record temperature (see Part (B) above). The heading excludes instruments for determining the moisture content of solid substances (heading 9027). (E) PSYCHROMETERS These are hygrometers of a special type. They determine the moisture content from the difference between the temperatures shown by: (a) a dry-bulb thermometer, which records the air temperature, and (b) a wet-bulb thermometer, the bulb of which is kept constantly moist by means of material soaked in water, which absorbs heat on evaporating. Electric psychrometers generally use resistance thermometers or semiconductors instead of the non-electric thermometers of the normal psychrometer. Hygrometers and psychrometers are used for a variety of purposes, e.g., in meteorology (in observatories, in homes, etc.), in laboratories, in refrigerating plant, e.g., in artificial incubation, in air conditioning (particularly in textile mills). COMBINATIONS OF INSTRUMENTS The heading also covers combinations of the instruments referred to above (e.g., combinations of hydrometers, thermometers, barometers, hygrometers, psychrometers), except where the addition of one or more devices gives the combination the character of equipment or appliances falling in more specific headings (e.g., in heading 9015 as meteorological instruments). In particular, the following instruments fall in this heading: (1) Thermo-hygrographs and baro-thermo-hygrographs; actinometers (instruments consisting simply of a combination of two special thermometers). (2) Pagoscopes, i.e., instruments giving warning of frost and therefore used particularly widely in agriculture. They also consist of a combination of two thermometers. However, the heading excludes radiosondes for atmospheric sounding (see the Explanatory Note to heading 9015). PARTS AND ACCESSORIES Subject to the provisions of Notes 1 and 2 to this Chapter (see the General Explanatory Note), separately presented parts and accessories of the apparatus or instruments of this heading also fall in this heading (e.g., dials, pointers, cases, graduated scales).
