9026 10 210 0 — Electronic flow meters for measuring or checking the flow or level of liquids (excl. meters and regulators)

Electronic flow meters for measuring or checking the flow or level of liquids (excl. meters and regulators)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
0%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

Explanatory notes to heading 9026 5 paragraphs

Machine translation from Russian. The original is the EEC explanatory note, and that is what a classification dispute is argued from; the translation is for understanding and has no legal force.

9026 Instruments and apparatus for measuring or controlling the flow rate, level, pressure or other variable characteristics of liquids or gases (e.g. flow meters, level gauges, pressure gauges, heat gauges), other than instruments and apparatus of heading 9014, 9015, 9028 or 9032:

9026 10 – to measure or control flow or level of liquids 9026 20 – to measure or control pressure 9026 80 – instruments or apparatus, other 9026 90 – parts and accessories

Apart from instruments or apparatus more specifically described in other headings of the Nomenclature, such as: (a) pressure-reducing valves and thermostatically controlled valves (heading 8481); (b) anemometers (wind speed gauges) and hydrological level gauges (heading 9015); (c) thermometers, pyrometers, barometers, hygrometers and psychrometers (heading 9025); (d) instruments and apparatus for physical or chemical analysis, etc. (heading 9027), this heading covers instruments and apparatus for measuring or checking the flow, level, pressure, kinetic energy or other process variables of liquids or gases. The instruments and apparatus of this heading may be equipped with recording, signalling or optical scale-reading devices or with transmitting devices with electrical, pneumatic or hydraulic output signals. Measuring or checking instruments usually incorporate an element sensitive to variations in the quantity being measured (e.g., a Bourdon tube, a membrane, an aneroid capsule stack, semiconductors) which moves a needle or pointer. In some devices these variations are converted into electrical signals. Measuring or checking instruments and apparatus of this heading combined with taps, valves, etc., are classified as indicated in the Explanatory Note to heading 8481. (I) APPARATUS FOR MEASURING OR CHECKING THE FLOW OR VELOCITY OF LIQUIDS OR GASES (A) Flow meters. These instruments indicate the rate of flow (in units of volume or mass per unit of time) and are used for measuring flow both in open channels (rivers, waterways, etc.) and in closed channels (pipelines). Some flow meters use the operating principle of the liquid meters of heading 9028 (turbine type, piston type, etc.), but most are based on the differential pressure principle. They include: (1) Differential pressure flow meters (fixed aperture). These essentially comprise: (i) a primary device (e.g., a Pitot or Venturi tube, a simple diaphragm, a plate-type restriction device, a shaped nozzle) for creating a pressure differential, and (ii) a differential manometer (float type, membrane type, differential pressure type, ring balance type or flow transducer, etc.).

(2) Variable area flow meters (variable aperture). These usually consist of a graduated conical tube containing a heavy float which is lifted by the flow until the flow of fluid between the float and the wall reaches equilibrium. For high-pressure liquids, either magnetic flow meters (the position of an iron float in a non-magnetic tube is indicated externally by means of a magnet) or valve flow meters (an iris diaphragm fitted inside a tube connected in parallel with a small flow meter) are used. (3) Flow meters operating by means of magnetic fields, ultrasound or heat. The heading excludes: (a) hydrometric current-meter wheels for measuring the rate of flow in rivers, canals, etc., which fall in heading 9015 as hydrological instruments; (b) apparatus which merely indicate the total quantity of liquid discharged over a given period, and which are regarded as supply meters of heading 9028. (B) Anemometers of special types used for recording the rate of flow of air currents in mines, tunnels, chimneys, furnaces and ducting in general, and consisting of a vane fan and a calibrated dial. In some devices the measured quantities are converted into electrical signals. (II) INSTRUMENTS AND APPARATUS FOR MEASURING OR CHECKING THE LEVEL OF LIQUIDS OR GASES Level indicators for liquids and content indicators for gasometers. Liquid level indicators include: (1) Float type. These instruments may give direct readings on a graduated rod mounted on the float, or the movement may be transmitted to a dial pointer by means of a cable and drum or converted into an electrical signal. (2) Pneumatic and hydrostatic types. Used for measuring the level in pressurised tanks by means of a differential manometer. (3) Two-colour light type, for boilers. These instruments are based on the difference between the refractive indices of water and steam. They consist of a set of lamps, colour screens, an optical system and a level indicator which shows the respective heights of water and steam in different colours. (4) Electrical type, based, for example, on variation of resistance, capacitance, ultrasound, etc. The heading covers not only level indicators for closed reservoirs or tanks, but also indicators for open basins and channels (hydro-electric power stations, irrigation systems, etc.). To determine the contents of a gasometer, the level of the immersed bell is measured either directly or by means of a dial pointer to which the bell is connected by a cable and drum. Instruments for measuring or checking the level of solid materials are excluded (heading 9022 or 9031, as the case may be).

(III) INSTRUMENTS AND APPARATUS FOR MEASURING OR CHECKING THE PRESSURE OF LIQUIDS OR GASES Pressure gauges (i.e., manometers) are apparatus for measuring the pressure of a liquid or gas. They differ from barometers in that the latter measure atmospheric pressure, whereas manometers indicate the pressure of a liquid or gas in an enclosed space. The main types of pressure gauge are as follows: (1) Liquid manometers (mercury, water or other liquids, or two immiscible liquids). The liquid is contained in a glass or metal tube; these manometers may be single-column, U-tube, inclined-tube or multi-tube types, or may take the form of oscillating ring balances. (2) Metallic manometers. Like aneroids, they may have one or more diaphragms, an aneroid capsule, a Bourdon tube or a helical metal tube, or some other pressure-sensitive element which directly moves a pointer or varies an electrical signal. (3) Piston manometers. In these the pressure acts, either directly or through a diaphragm, on a piston which is balanced or held by a spring. (4) Electrical manometers, based on variations in an electrical phenomenon (e.g., resistance, capacitance) or using ultrasound. Vacuum gauges for measuring very low pressures, including ionisation gauges using thermionic valves (triodes). In these, positive ions produced by the collision of electrons with molecules of the residual gas are attracted to a negative electrode. Thermionic valves (triodes) presented separately are excluded from this heading (heading 8540). The heading also covers minimum and maximum manometers. Differential manometers, used for measuring differences in pressure, are of the following types: two-liquid, float, oscillating ring balance, diaphragm, aneroid capsule, ball (liquidless), etc. (IV) HEAT METERS Heat meters measure the quantity of heat consumed in an installation (e.g., in a hot-water heating system). They consist of a liquid supply meter, two thermometers placed respectively at the inlet and the outlet of the piping, and a counting and totalising mechanism. This category also includes thermocouple heat meters. Small heat meters fitted to radiators in blocks of flats, so that central heating costs can be apportioned objectively, resemble thermometers and contain a liquid which evaporates under the effect of heat. PARTS AND ACCESSORIES Subject to the provisions of Notes 1 and 2 to this Chapter (see the General Explanatory Note), separately presented parts and accessories of the apparatus or appliances of this heading also fall in this heading. Examples are separate graphic recorders (including those which record the readings given by several measuring or checking instruments), whether or not equipped with signalling, preselecting or control devices.
