9103 10 — Clocks with watch movements, electrically operated (excl. wrist-watches, pocket-watches and other watches of heading 9101 or 9102, and instrument panel clocks and the like of heading 9104)

Clocks with watch movements, electrically operated (excl. wrist-watches, pocket-watches and other watches of heading 9101 or 9102, and instrument panel clocks and the like of heading 9104)

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Machine translation. The original is the Russian text of the EAEU tariff, and customs goes by it; this translation is for understanding only and has no legal force.

9103 Watches not intended to be worn or carried by oneself, with watch movements for watches intended to be worn on oneself or with oneself, other than watches of heading 9104: 9103 10 – operated by electricity 9103 90 – other

This heading covers clocks not designed to be worn or carried on the person (including alarm clocks, but excluding clocks of heading 9104), provided that they are fitted with watch movements and are essentially designed to indicate the time of day. Under Note 3 to this Chapter, the expression "watch movements" for the purposes of this heading means devices regulated by a balance-wheel and hairspring, quartz crystal or any other system capable of determining intervals of time, with a display or a system to incorporate a mechanical display. Such watch movements must not exceed 12 mm in thickness, and their width, length or diameter must not exceed 50 mm. It should, however, be noted that the heading excludes: (a) Instrument panel clocks and similar clocks for land vehicles, aircraft, spacecraft or vessels; these fall in heading 9104 regardless of the type or thickness of the movement. (b) Clocks (including alarm clocks) which do not satisfy the conditions set out in the first paragraph, e.g., pendulum clocks, those with any other regulating system capable of determining intervals of time and having dimensions exceeding 12 mm in thickness or 50 mm in width, length or diameter, and clocks with movements without a regulating system (e.g., driven by a synchronous electric motor). These fall in heading 9105. Alarm clocks are fitted with a striking mechanism (the clock case usually acting as the bell), which is set in advance to a given time of day by means of a special hand. The striking mechanism is sometimes replaced by a musical device.

Provided they have clockwork, this heading covers, inter alia: (i) home or office clocks (including alarm clocks) on legs, on racks, etc.; (ii) road clocks with cases; (iii) calendar hours; (iv) clocks with eight-day factory; (v) clocks that beat hourly time; (vi) clocks with glowing dials and hands. This heading does not cover the following articles when presented separately: watch movements (heading 9108 or 9110), watch cases (heading 9112) and parts of watch movements (usually heading 9110 or 9114).

Notes

English text as published in Annex I to Regulation (EU) 2021/1832 (Combined Nomenclature). The EAEU tariff and the EU nomenclature copy these notes from the same convention. For a Russian declaration the binding version is the Russian one: Annex to Decision No 80 of the EEC Council of 14 September 2021.

1. This chapter does not cover:

(a) clock or watch glasses or weights (classified according to their constituent material);

(b) watch chains (heading 7113 or 7117, as the case may be);

(c) parts of general use defined in note 2 to Section XV, of base metal (Section XV), or similar goods of plastics (Chapter 39) or of precious metal or metal clad with precious metal (generally heading 7115); clock or watch springs are, however, to be classified as clock or watch parts (heading 9114);

(d) bearing balls (heading 7326 or 8482, as the case may be);

(e) articles of heading 8412 constructed to work without an escapement;

(f) ball bearings (heading 8482); or

(g) articles of Chapter 85, not yet assembled together or with other components into watch or clock movements or into articles suitable for use solely or principally as parts of such movements (Chapter 85).

2. Heading 9101 covers only watches with case wholly of precious metal or of metal clad with precious metal, or of the same materials combined with natural or cultured pearls, or precious or semi-precious stones (natural, synthetic or reconstructed) of headings 7101 to 7104. Watches with case of base metal inlaid with precious metal fall in heading 9102.

3. For the purposes of this chapter, the expression ‘watch movements’ means devices regulated by a balance-wheel and hairspring, quartz crystal or any other system capable of determining intervals of time, with a display or a system to which a mechanical display can be incorporated. Such watch movements shall not exceed 12 mm in thickness and 50 mm in width, length or diameter.

4. Except as provided in note 1, movements and other parts suitable for use both in clocks or watches and in other articles (for example, precision instruments) are to be classified in this chapter.
