Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

9611 Dating, sealing or numbering stamps and similar devices (including devices for printing or embossing labels) intended for manual work; hand-made composters, hand-typed workbenches and hand-printed sets including such workbenches
This heading covers stamps for dating, sealing and similar stamps, and composters and set workbenches, provided that they
are of the type designed for operation in the hand. (Dating, sealing and similar stamps incorporating a device for fixing them on a table, desk, etc., and stamps designed for operation on a special stand are excluded – see the Explanatory Note to heading 8472.) These articles include: (1) Seals for use with sealing wax, with or without a design, with or without handles. (2) Stamps of all kinds with or without printing tape or self-inking device; e.g., date stamps, stamps bearing various data, marking and ticket stamps, numbering stamps (self-changing or not), roller stamps, pocket stamps (usually consisting of a stamp and an ink-pad in a protective box). (3) Composing sticks or holders for sets of interchangeable characters. Some composing sticks may bear permanent texts or designs (e.g., postal composing sticks in which only the date is changed). (4) Small hand printing sets (not toys), consisting of a box with a hand stamp, interchangeable characters, tweezers and an ink-pad. (5) Hand-operated devices for stamping tickets with the date or other marks, even if fitted with a punch. The heading excludes: (a) sealing and printing pliers and tongs for marking animals (heading 8203); (b) branding irons and marking stamps (heading 8205); (c) loose letters, characters or other figures used in printing machines (heading 8442). Other types of loose characters are classified according to their constituent material; (d) hand-operated stamps with a base plate for dry embossing (heading 8472); (e) apparatus with clockwork for recording time data, e.g., on receipt of a letter (heading 9106).
