Tailors' dummies and other mannequins; automata and other animated displays used for shop window dressing
Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

9618 Mannequins for tailors and other mannequins; mannequins for automatic machines and moving objects for the design of windows
This heading covers: (1) Dressmakers' and tailors' dummies. These are models of the human body used for accurately fitting garments during their making; they usually represent only the human torso. They are usually made of papier mâché, plaster, plastics, etc., and among them there are also dummies made of certain plaiting materials, such as vine, reed or willow. The dummy forms are usually covered with textile material and mounted on a stand which allows the height of the model to be adjusted. (2) Other non-professional mannequins and similar articles. These represent the human body or parts thereof (e.g., the head, torso, legs, arms or hands) and are used for displaying garments, headgear, stockings, gloves, etc. These figures, etc., are made of the materials mentioned above in item 1. Where the figures represent the whole human body, they are fitted with movable limbs, so that they can be placed in various positions. These figures are also used as models for artists and sculptors, and also
are used by students of medical universities to practice methods of applying bandages, tires, etc. This category does not include silhouette or profile images of figures, which, although sometimes used to demonstrate products, often serve as pointers. These products are usually made of wood, cardboard or metal and are classified according to their material. (3) Mannequins and other moving items for the decoration of showcases. The list includes everything from moving images of people or animals to numerous other automated devices used to display goods or for advertising purposes. They can consist of any material and are usually electrically or mechanically driven. Although these products are in themselves items of curiosity, they are mainly intended to draw attention to the display of goods or individual items on display. They can take different forms depending on the nature of the advertised product or service; in some cases, machine dummies not only attract attention, but are also able to demonstrate the quality of the product, how it functions, etc. This heading does not cover: (a) apparatus or models intended solely for demonstration purposes, heading 9023; (b) dolls and toys (Chapter 95).
