Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

9619 Sanitary pads and tampons, babies' napkins and diapers and similar articles, of any material
This heading covers sanitary pads and tampons, babies' napkins and diapers and similar articles, including absorbent hygienic bra pads, diapers for incontinent adults and panty liners, of any material. As a rule, the articles of this heading are disposable. Many of these articles consist of (a) an inner layer (e.g., of nonwovens) designed to wick moisture from the skin and thus prevent irritation; (b) an absorbent core for collecting and retaining moisture until the article is removed; and (c) an outer layer (e.g., of plastics) to prevent leakage of liquid from the absorbent core. The articles of this heading are usually shaped so as to fit closely to the human body. The heading also covers similar traditional articles made solely of textile materials, which can be re-used after washing. The heading excludes such articles as disposable surgical drapes and absorbent pads for hospital beds, operating tables and wheelchairs, or non-absorbent bra pads or other non-absorbent articles (which are generally classified according to their constituent material).
