Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
5%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

3801 Artificial graphite; colloidal or semicolloidal graphite; products derived from graphite or other carbon, in the form of pastes, blocks, plates or other semi-finished products: 3801 10 - artificial graphite 3801 20 - colloidal or semicolloidal graphite 3801 30 - carbon pastes for electrodes and similar pastes for furnace lining 3801 90 - other

(1) Artificial graphite (electrographite) is a type of carbon, usually prepared in an electric furnace by heating a mixture of finely milled coke (usually petroleum coke, but sometimes anthracite, retort, bakery coke, etc.) and carbon binders (for example, peck or tar) at a sufficiently high temperature (2500 – 3200 ° C) to ensure their “graphitization” under the catalytic influence of substances present in the mixture (for example, silica or iron oxide). First.

the mixture is extruded or pressure-moulded into "green" blocks of square or circular cross-section. These blocks may be pre-baked at a temperature of about 1000 °C and then "graphitised", or they may be obtained directly in the graphitisation process. The product thus obtained has an apparent specific gravity of about 1.5 – 1.6 and a homogeneous microcrystalline structure, X-ray examination of which shows that it is graphite. Chemical analysis confirms that this substance is graphite (precipitation of graphitic acid). In addition to the usual grades of artificial graphite, this heading covers: (a) Artificial graphite for nuclear reactors, which is a specially prepared graphite with a boron content not exceeding one part per million and a total thermal neutron absorption cross-section not exceeding 5 millibarns per atom. This grade has a very low ash content (not exceeding 20 parts per million) and is used as a moderator or reflector in nuclear reactors. (b) Impregnated or impermeable artificial graphite, i.e., artificial graphite which, in order to increase its apparent specific gravity or its impermeability to gases, is first impregnated under vacuum with tar or resins, or with solutions of sugars or other organic products, and is then re-baked to graphitise the carbonaceous residues of these additives. The impregnation process may be repeated several times to obtain a higher apparent specific gravity (1.9 or more) or a greater degree of impermeability. Impregnated graphite may also be used for nuclear reactors. The artificial graphite of this heading is usually produced in the form of powder, flakes, blocks, plates, bars, rods, etc. Blocks and plates are used, after cutting and high-precision machining (close tolerances and proper surface finish), for the manufacture of brushes or other graphite electrical articles of heading 8545, or of parts of nuclear reactors. This heading also covers scrap, waste and worn-out articles, usable only for the recovery of artificial graphite. The heading excludes: (a) Natural graphite (heading 2504); (b) Retort carbon (or gas carbon), sometimes incorrectly called "artificial graphite" (heading 2704); (c) Artificial graphite with a worked surface or a finished surface, cut into special shapes, turned, drilled, milled, etc., or specially formed into articles. Articles not for electrical purposes generally fall in heading 6815 (e.g., filters, discs, bearings, moulds, acid-resisting blocks, etc.); articles for electrical use fall in heading 8545; (d) Refractory articles based on artificial graphite, fired as ceramics (heading 6902 or 6903); (e) Blocks, plates, bars and similar semi-manufactures of artificial graphite which also contain silver powders (heading 7106). (2) Colloidal or semi-colloidal graphite. (a) Colloidal graphite is finely divided natural or artificial graphite in the form of a colloidal suspension in water or in another medium

(e.g., alcohol, mineral oil), to which small quantities of other products, such as tannin or ammonia, may be added to stabilise the suspension. Colloidal graphite is usually semi-fluid and is used mainly in the manufacture of lubricants or where its high electrical conductivity is required. (b) Semi-colloidal graphite (i.e., graphite in the form of a semi-colloidal suspension in water or in other media). Semi-colloidal graphite may be used in the manufacture of graphited oils or for forming graphitised surfaces. This heading covers only graphite in colloidal or semi-colloidal suspension in any medium, where graphite is the principal constituent. (3) Products based on graphite or other carbon, in the form of pastes, blocks, plates or other semi-manufactures. (a) "Carbon" blocks, plates, bars and similar semi-manufactures, of the metal-graphite or other types. These terms refer to a group of semi-manufactures, such as blocks, plates, etc., which are used for the manufacture of "carbon" brushes for electrical and electrotechnical equipment or apparatus and which are based on carbonaceous materials (alone or combined with other substances). These semi-manufactures are generally divided into the following types: (i) "carbons" obtained by baking, at a temperature (1000 – 1200 °C) insufficient for true "graphitisation", mixtures of finely ground coke or lamp black and natural powder or artificial graphite with carbonaceous binders such as pitch or tar. The structure of the products thus obtained is heterogeneous; microscopic examination reveals the presence of a mixture of graphite grains with grains of amorphous carbon, and chemical analysis shows that the precipitate of graphitic acid is smaller than in the case of artificial graphite; (ii) compositions of the metal-graphite type, obtained by a process similar to sintering (agglomeration, moulding and baking) from mixtures of powdered graphite with powders of base metals (copper, cadmium or their alloys). Their metal content ranges from 10 to 95 %; (iii) goods obtained by moulding natural or artificial graphite powder mixed with plastics. Blocks and plates obtained, in particular, from the materials mentioned above are usually of about 200 x 100 x 35 mm or 150 x 70 x 30 mm. After cutting and careful machining (close tolerances and appropriate surface finish), they are used mainly for the preparation of electric brushes of heading 8545. The above-mentioned semi-manufactures, if they contain powdered silver, fall in heading 7106. This heading also excludes blocks cut to special shapes, with a worked surface, finished surface, etc. (generally heading 6815 or 8545), and refractory articles fired as ceramics, based on amorphous carbon or natural graphite (heading 6902 or 6903). (b) Carbon pastes for electrodes. These products consist mainly of a mixture of anthracite and coal tar (which acts as a binder). They are usually presented in the form of small blocks which are placed in the upper part of a metal container, where they soften under the action of heat. Thus they

Thus, they are molded inside the container and form an infinite electrode when used in furnaces that do not need to be stopped to replace used previously manufactured electrodes. The most famous composition of this type is "Soderberg paste". Similar pastes are used for lining furnaces so that the refractory coating hardens in situ. This also includes graphite in the form of a paste consisting of a mixture of graphite in the form of particles (mostly more than 5 μm) with mineral oils and equally the accelerator of one for the treatment of surfaces of heavy equipment or for the manufacture of graphite lubricants.

(A) For the purpose of heading 3822, the expression ‘certified reference materials’ means reference materials which are accompanied by a certificate which indicates the values of the certified properties, the methods used to determine these values and the degree of certainty associated with each value and which are suitable for analytical, calibrating or referencing purposes.

(B) With the exception of the products of Chapter 28 or 29, for the classification of certified reference materials, heading 3822 shall take precedence over any other heading in the nomenclature.

3. Heading 3824 includes the following goods which are not to be classified in any other heading of the nomenclature:

(a) cultured crystals (other than optical elements) weighing not less than 2,5 g each, of magnesium oxide or of the halides of the alkali or alkaline-earth metals;

(b) fusel oil; Dippel's oil;

(c) ink removers put up in packings for retail sale;

(d) stencil correctors, other correcting fluids and correction tapes (other than those of heading 9612), put up in packings for retail sale; and

(e) ceramic firing testers, fusible (for example, Seger cones).

4. Throughout the nomenclature, ‘municipal waste’ means waste of a kind collected from households, hotels, restaurants, hospitals, shops, offices, etc., road and pavement sweepings, as well as construction and demolition waste. Municipal waste generally contains a large variety of materials such as plastics, rubber, wood, paper, textiles, glass, metals, food materials, broken furniture and other damaged or discarded articles. The term ‘municipal waste’, however, does not cover:

(a) individual materials or articles segregated from the waste, for example wastes of plastics, rubber, wood, paper, textiles, glass or metals, electrical and electronic waste and scrap (including spent batteries) which fall in their appropriate headings of the nomenclature;

(b) industrial waste;

(c) waste pharmaceuticals, as defined in note 4(k) to Chapter 30; or

(d) clinical waste, as defined in note 6(a) below.

5. For the purposes of heading 3825, ‘sewage sludge’ means sludge arising from urban effluent treatment plant and includes pre-treatment waste, scourings and unstabilised sludge. Stabilised sludge when suitable for use as fertiliser is excluded (Chapter 31).

6. For the purposes of heading 3825, the expression ‘other wastes’ applies to:

(a) clinical waste, that is, contaminated waste arising from medical research, diagnosis, treatment or other medical, surgical, dental or veterinary procedures, which often contain pathogens and pharmaceutical substances and require special disposal procedures (for example, soiled dressings, used gloves and used syringes);

(b) waste organic solvents;

(c) wastes of metal pickling liquors, hydraulic fluids, brake fluids and anti-freezing fluids; and

(d) other wastes from chemical or allied industries. The expression ‘other wastes’ does not, however, cover wastes which contain mainly petroleum oils or oils obtained from bituminous minerals (heading 2710).

7. For the purposes of heading 3826, the term ‘biodiesel’ means mono-alkyl esters of fatty acids of a kind used as a fuel, derived from animal, vegetable or microbial fats and oils whether or not used.
