4205 Other articles of genuine leather or composite leather

This heading covers articles of composition leather not covered by other headings of this Chapter or by other Chapters of the Nomenclature. The heading covers the following articles of leather or of composition leather used in machinery or mechanical appliances or for other technical uses: (1) Conveyor belts or transmission belts for machinery (including plaited transmission belts) of any cross-section, in the form of finished belts or in lengths. Flat leather belts are made of strips of selected leather, spliced and firmly joined end to end. Round transmission belts are usually made of strips rolled and firmly joined to form a circular cross-section. The heading also covers conveyor buckets. Conveyor or transmission belts or belting presented with the machines or equipment for which they are designed, whether mounted or presented separately, are to be classified with those machines or equipment (for example, Section XVI). 3. (A) In addition to the provisions of note 2, heading 4202 does not include:

(a) bags made of sheets of plastic, with or without printed images, with handles not intended for long-term use (heading 3923);

(b) articles of weaving materials (heading 4602).

(B) Articles of headings 4202 and 4203 having parts of precious metal or metal clad with precious metal, of natural or cultivated pearls, of precious or semi-precious stones (natural, artificial or reconstructed) are included in these headings, even if such parts are more than minor finishing parts or small ornaments, provided that this does not alter the essential character of the article. Otherwise, these products are classified in Chapter 71.

4. For the purpose of heading 4203, the term “garment and clothing accessories” means, inter alia, gloves, mittens and mittens (including sports or protective), aprons and other protective clothing, suspenders, belts, cartridges and wristbands, other than watch straps (heading 9113).
