Expanded clays

Names come in English where the EU Combined Nomenclature publishes them — chapters, headings and subheadings, whose first six digits are the same Harmonized System; deeper EAEU detail is a machine translation, marked as such. Official texts — tariff notes, measures, lists and classification rulings — are the original: customs and your broker go by that wording. Where we show a machine translation of them, it is marked; where our quality check rejected one, the Russian stays.

Duty rate
12%

This is the base rate. A tariff quota, a preference for the country of origin and a tariff exemption lower it; anti-dumping and special duties are paid on top of it

Requirements and measures
3

None: russian bans and restrictions, mandatory labelling, recycling fee, export control, EAEU non-tariff regulation, trade defence measures — duty on top of the tariff, tariff quota.

Whether a measure applies to your goods depends on their characteristics and the shipping documents

VAT
22%

The general import rate in Russia: Tax Code of Russia, Art. 164(3) (Federal Law No. 425-FZ of 28.11.2025). This code is not named on the 10% VAT list (Decree No. 908) or the exemption list (No. 1042). The list of medical goods No. 688 is not checked here.

CCT rate: the EAEU CCT as amended by Решение Совета ЕЭК № 80 от 14.09.2021, from 01.01.2022; our register has no later decisions on the rate for this code.

6806 Slag wool, rock wool and similar mineral wools; exfoliated vermiculite, expanded clays, foamed slag and similar expanded mineral materials; mixtures and articles of heat-insulating, sound-insulating or sound-absorbing mineral materials, other than those of heading 6811 or 6812 or of Chapter 69: 6806 10 – slag wool, rock wool and similar mineral wools (including intermixtures thereof), in bulk, sheets or rolls 6806 20 – exfoliated vermiculite, expanded clays, foamed slag and other expanded mineral materials (including intermixtures thereof) 6806 90 – other

Cotton and mineral silicate wool (e.g., from granite, basalt, limestone or dolomite) are prepared by melting one or more of these components and giving the molten fiber shape obtained by solidification, which is usually achieved by centrifugation or air purging. This heading also includes a class of “alumosilicates” known as “ceramic fibres”. They are formed by melting a mixture of alumina and silica in different proportions, sometimes with the addition of small amounts of other oxides, such as zirconium, chromium or boron oxides, and turning the melts into a fibrous mass by blowing or extrusion. The mineral wool of this heading, like the glass wool of heading 7019, is flaky or filamentous. It differs from glass wool in chemical composition (see note 4 to chapter 70), and their fibers are usually shorter and not so white. Bloated or stratified vermiculite is prepared by heat treatment of vermiculite (heading 2530), which causes a significant, sometimes up to 35 times, increase in the volume of the starting material. This heading also includes bloated pearls, chlorites, obsidian, etc., also obtained by heat treatment. They usually consist of very lightweight spheroidal grains. The heat-activated perlite is a shiny white microscale powder and is of heading 3802. Bloated clays are obtained either by calcination of specially selected clays or by calcination of a mixture of clays with other materials (for example, sulfite lye). The foamed slag is made by adding a small amount of water to the molten slac. It should not be confused with granular slag, which has a much higher density. The latter is obtained by infusing the molten slag into the water and belongs to heading 2618. All the materials described above are non-combustible and are excellent thermal insulators, sound insulators or sound absorbers. They are included in this heading even if they are supplied in kips or large packages. Subject to the assumptions relating to the content of asbestos (submitted below), this heading also includes heat-insulating, sound-insulating or sound-absorbing mixtures of mineral materials supplied in bulk, e.g. mixtures consisting mainly of kieselgura, silica stone flour, magnesium carbonate, etc., often with the addition of gypsum, slag, crushed cork, chips or sawdust, textile fibres, etc. The mineral wool described above may also form an integral part of such wool, which generally

used as packaging materials, insulation for ceilings, roofs, walls, etc. This heading generally covers articles of low density made of the substances or mixtures described above (e.g. blocks, sheets, bricks, tiles, tubes, cylindrical shells, cords, gaskets). These products can be artificially painted in mass, impregnated with non-combustible substances, lined with paper or reinforced with metal. Mixtures and articles included herein may contain small amounts of asbestos fibers, in particular to facilitate their use. Asbestos is added in a proportion usually not exceeding 5% by weight. This heading does not include articles of asbestos cement (heading 6811) and mixtures of asbestos or magnesium asbestos and carbonate (and articles thereof) (heading 6812). This heading also includes diatomite or other silica rocks sawn into blocks or other forms. Articles of light concrete (including concrete made with a filler of layered vermiculite, bloated clay or similar materials) are not classified in this heading (heading 6810). Products obtained by firing are included in Chapter 69.
